AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING SECTION 19.27. 020 (ff) OF THE AZUSA MUNICIPAL
CODE PERTAINING TO REVISED PERMITTED USES IN THE CBD ZONE
(CODE AMENDMENT NO. 195) AND APPROVING THE NEGATIVE
DECLARATION
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
determines and declares as follows:
A. The Planning Commission for the City of Azusa held
a duly noticed public hearing on June 16, 1993 , and,
after fully considering all oral and written testimony
offered at the aforementioned public hearing, adopted
Resolution No. 93-40, recommending to the City Council
the adoption of this ordinance.
B. The City Council of the City of Azusa held a duly
noticed public hearing on July 19, 1992 concerning this
ordinance and fully and carefully considered all oral and
written testimony offered therein prior to acting on this
ordinance.
C. The current list of uses permitted in the Central
Business District (CBD) Zone includes liquor stores,
while a separate recently adopted portion of this zoning
only allows alcohol-related business with a conditional
use permit. An amendment is necessary which would make
the CBD zoning internally consistent and make liquor
stores in this zone subject to the same requirements as
all other commercial zones in Azusa.
D. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with the public
necessity, convenience, general welfare, and good zoning
practice and is necessary for the preservation of the
public health, safety and general welfare.
E. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with and in
conformance to the General Plan of the City of Azusa and
each of the elements thereof and furthers the intent and
purpose of Title 19, ZONING, of the Azusa Municipal Code.
F. In taking this action, the City Council has
considered the effects of its decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs of
the city's residents and available fiscal and
environmental resources.
SECTION 2 . Section 19 .27. 020 (ff) of the Azusa
Municipal Code is hereby deleted.
SECTION 3 . Pursuant to the State CEQA guidelines, a
negative declaration, a copy of which is attached hereto as Exhibit
A, has been prepared and reviewed, finding that the proposed
project could not have a significant effect on the environment.
The City Council hereby certifies said negative declaration, with
the proviso that the mitigation measures, if any, recommended in
the initial study, be implemented.

SECTION 4. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be published
in compliance with Chapter 19. 64 of the Azusa Municipal Code.

I HEREBY CERTIFY that the forgoing Ordinance No. 93-014
was subject to a first reading at a regular meeting of the City
Council of the City of Azusa on the 2nd day of August ,
1993. That thereafter, said Ordinance was duly adopted and passed
at a regular meeting of the City Council on the 16th day of
August , 1993, by the following vote, to wit:
