The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: CARRILLO ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Hunt, Neighborhood Services Coordinator Quiroz, and Assistant Chief Deputy City Clerk Juarez. PUBLIC COMMENT None given. CLOSED SESSION The City Council recessed to closed session at 6:30 P.M. to discuss the following: 1.THREAT TO PUBLIC SERVICES – Pursuant to California Government Code, Section 54957. Consultation with: Chief Steve Hunt, Azusa Police Department REGULAR SESSION Mayor Rocha called the meeting to order at 7:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: CARRILLO ALSO PRESENT Elected Officials: City Clerk Cornejo, City Treasurer Vasquez. Staff Members: City Manager Gonzalez, City Attorney Martinez, Director of Economic and Community Development Christiansen, Chief of Police Hunt, Director of Public Works/City Engineer Bobadilla, Director of Utilities Robledo, Director of Finance Johnson, Director of Information Technology and Library Services Graf, Director of Recreation and Family Services Carpenter, Utilities Communications and Environmental Program Specialist Sagun; Neighborhood Services Coordinator Quiroz, and Assistant Chief Deputy City Clerk Juarez. The Pledge of Allegiance was led by Ms. Jennifer Hicks. The invocation was given by Mr. Adrian Greer, Foothill Community Church. CLOSED SESSION REPORT The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session: All members of the Council were present with the exception of Councilmember Carrillo; Item 1: City Council entertained discussion and consultation with Chief of Police Hunt, no reportable action. CONSENT ITEM E-1 APPROVED CITY COUNCIL 11/5/2018 CEREMONIAL 1. Bob Machuca, Los Angeles County Economic Development Corporation, presented a Most Business Friendly City Finalist Scroll to the City. 2. The Canyon City Foundation presented grant award recipients Neighborhood Homework House, Santa Anita Family YMCA, City of Azusa Library, and City of Azusa Recreation and Family Services. PUBLIC COMMENT Mr. Jorge V. Rosales thanked the Chamber of Commerce for organizing the Candidate’s Forum scheduled for October 22, 2018; and thanked the City for allowing the use of the Civic Auditorium for the Candidate’s Forum. Ms. Maricela Cueva, Azusa Leaders for Learning Foundation representative, thanked everyone that supported the Golden Days Dinner and Dance; and provided information about the Foundation, www.azusaedfoundation.org. Mr. Hector Elizalde, representative of Congress Woman Napolitano, presented a Certificate of Congressional Recognition to Ms. Florence Hernandez in celebration of her 101st birthday; and provided information about Military Academy Day on October 27, 2018. Mr. Andrew Mendez and Mr. Art Ramirez provided a recap of the Golden Days Week events; stated that the parade was cancelled due to safety reasons; invited all parade participants to return next year; announced that Golden Days badges are still available; and thanked everyone involved in the events. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Gonzalez stated that Staff is working on clearing debris from the high winds; thanked Fire Chief Enriquez and the Azusa Police Department for their updates and assistance; thanked the Golden Days Committee and City Staff for their hard work; and provided a recap of the parade cancellation, stating that it was a unanimous consensus to cancel the parade due to safety concerns from the heavy rain. Director of Public Works/City Engineer Bobadilla provided an update on the impact to Azusa Avenue and San Gabriel Avenue infrastructure due to the 19-29 daily Foothill Transit bus trips, stating that the City does not receive funds from Foothill Transit for street improvements; and the City uses Prop A and Prop C funds to improve roads impacted by bus routes. Mayor Pro-Tem Gonzales stated that it is an honor to be nominated as a Most Business Friendly City Finalist; thanked Economic and Community Development Director Christiansen, Staff, and the Council for their work; and expressed his appreciation to everyone that has expressed their sympathies to his family due to the recent loss of his brother. Councilmember Alvarez thanked the Golden Days Committee for their hard work; stated that he would like the 2018 Honored Citizens to participate in the 2019 Golden Days Parade; and thanked Valleydale School for inviting him to the Walk to School Day event. Councilmember Macias expressed what an honor it is to be nominated as Most Business Friendly City; he thanked Staff, current Councilmembers and past Councilmembers for their work; and inquired about where residents can call to report street light outages, broken water sprinklers, and downed trees. Director of Utilities Robledo stated that residents can call Azusa Light & Water Customer Service at 626-812-5225, download the Azusa 24/7 phone app, or go to the City website www.azusaca.gov, to report issues. Director of Recreation and Family Services Carpenter stated that downed trees can be reported by calling the Recreation and Family Services Department at 626-812-5280, or by emailing Parks Supervisor, Ross Montes, at rmontes@azusaca.gov. Mayor Rocha announced that the meeting would be adjourned in memory Ms. Carmen A. Vasquez, Life Long Azusa Resident. He echoed the sentiments of his colleagues and thanked Staff for their work in being nominated for Most Business Friendly City; stated that Public Safety is the number one concern during community events; thanked the Golden Days Committee for their efforts; announced the Azusa Cares Workshop on October 27; and thanked service men and women for protecting our rights and freedom. SCHEDULED ITEMS None. CONSENT CALENDAR: Moved by Councilmember Macias, seconded by Mayor Pro-Tem Gonzales and carried by the following vote of the Council, to approve Consent Calendar Items E-1 to E-8. Mayor Pro-Tem Gonzales abstained from Item E-1 only. The minutes of the Regular Meeting of October 1, 2018 were approved as written. 2. Resolution No. 2018-C62 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: Promotion: R. D. Flores, Jr. 4. A grant award from California Mental Health Services Authority was accepted; necessary budget amendments were approved; and the current fiscal year budget will be adjusted accordingly. 5. An amendment to the agreement with Recycled Wood Products for green waste processing and diversion services from November 1, 2018 to November 1, 2023 was approved. 6. An amendment to the Professional Services Agreement with Blais & Associates for grant research and development services, extending the term through June 30, 2019 was approved; and the City Manager was authorized to execute the amendment on behalf of the City. 7. The Performance Bond in the amount of $355,000, the Labor and Materials Bond in the amount of $355,000, and the Monument Bond in the amount of $10,000 for Tract 54057-5 in the Rosedale Community, were released. 8. Special Call. SPECIAL CALL AMEND THE CURRENT AGREEMENT BETWEEN THE CITY AND BRIGHTVIEW FOR LANDSCAPE MAINTENANCE SERVICES FOR AN ADDITIONAL FOUR MONTH PERIOD TO FACILITATE A FORMAL PROCUREMENT PROCESS City Manager Gonzalez and Director of Recreation and Family Services Carpenter responded to questions posed by the Council regarding median maintenance stating that the City stopped watering medians to conserve water; median maintenance is the responsibility of the vendor but it is up to the City to decide whether to plant new grass or drought tolerant plants on them; and Staff will evaluate the contract regarding median maintenance and work with the vendor to negotiate a possible credit for services not provided. Discussion was held regarding median landscaping, the RFP process, and expectations regarding maintenance of City medians. Moved by Councilmember Macias, seconded by Councilmember Alvarez and carried by the following vote of the Council to approve an amendment to the existing agreement for landscape maintenance services extending the term of the agreement for an additional four (4) month period; and authorize the City Manager to execute the agreement amendment, with the stipulation that Staff work with the contractor to determine if the City is owed any credits for the previous contract. The City Council of the City of Azusa, met in Special Session at the above date and time in the Azusa Light & Water Conference Room, located at 729 N. Azusa Avenue, Azusa, CA 91702. Mayor Rocha called the meeting to order at 7:03 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Ferre, Director of Public Works/City Engineer Bobadilla, Utilities Director Robledo, Police Captain Bertelsen, Director of Information Technology and Library Services Graf, Director of Recreation and Family Services Carpenter, Utilities Communications and Environmental Program Specialist Sagun, Assistant Chief Deputy City Clerk Juarez. PUBLIC COMMENT Ms. Stephanie Martenzi expressed concerns regarding an increase in the homeless population and providing additional services to the homeless. Ms. Tracey Bartholome expressed concerns regarding safety and inquired about the possibility of requiring that individuals riding the Gold Line pay for a ticket. Ms. Jane Aguilera expressed her opposition to a homeless shelter in the City of Azusa and requested that there be more community input. CONSIDERATION OF A RESOLUTION DECLARING A SHELTER CRISIS City Manager Gonzalez presented the Staff Report stating that the purpose of the Resolution is to qualify for funding that will allow the City of Azusa to continue existing homeless services; he clarified that adopting the Resolution acknowledges that the City does not have enough housing for the homeless, and does not direct the City to build any homeless shelters; and without the adoption of this Resolution, homeless service organizations will not be able to expend their funds in Azusa; and Staff chose to bring the item forward at a Special Meeting in order to allow the Council two opportunities to discuss the item, prior to the adoption deadline of November 15, 2018, should the Council wish to bring the Item back to the November 5, 2018 meeting. In response to questions posed by the Council, City Manager Gonzalez described some of the homeless services that are provided such as the voucher program, mental health programs, drug awareness and intervention programs, and support services for families that are on the verge of becoming homeless; and stated that a shelter will not be opened in the City of Azusa. Director of Information Technology and Library Services Graf provided information regarding the homeless services that are provided to those individuals residing in the canyon and river bed, and preventative services; and clarified that without the adoption of the Resolution, the funds provided by the Homeless Emergency Aid Program (HEAP) to service organizations cannot be expended in the City. Extensive discussion ensued regarding homeless services, safety concerns, and enforcement. Mayor Pro-Tem Gonzales offered Resolution No. 2018-C63 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DECLARING A SHELTER CRISIS PURSUANT TO SENATE BILL 850 AND CALIFORNIA GOVERNMENT CODE § 8698.2 AND AUTHORIZING THE CITY’S PARTICIPATION IN THE HOMELESS EMERGENCY AID PROGRAM CONSENT ITEM E-1 Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Alvarez, and carried by the following vote of the Council to adopt Resolution 2018-C63.
