PRESENT AT ROLL CALL: Councilmen Barry, Johnson, Memmesheimer, _ Jackson, City Attorney and City Clerk Roll call ABSENT: Councilman Ortuno, and City Engineer Minutes of the regular meeting of November -16th and Minutes approved the regular adjourned meeting of November 24th were submitted to the council and approved as written. The City --Clerk announced that there were three bids,in answer to the advertisement for bids, for sewage pump and motor. Moded`by Councilman Barry, seconded by Councilman Johnson and duly carried that the bids be opened and publicly declared. Bids from the following companies for sewage pump and motor were opened: WORTHINGTON CORPORATION Bids for sewage PUMP SALES & SERVICE, INC. pVmp opened FOOD MACHINERY AND CHEMICAL CORPORATION Councilman Ortuno arrived and took his seat at the Ortuno arrives council table. Councilman Memmesheimer moved, seconded by Council- man Barry that bids be referred to the Department ---Bids referred of Public Works and the City Engineer for consider- ation and report. Motion carried by the following vote: Ayes: Barry, Ortuno, Johnson, Memmesheimer, Jackson Noes: Norte Mr, Brooks, City Engineer, arrived and was seated Engineer Brooks at council table, enters meeting Minutes of the Planning Commission were presented. A:�:recommendation from the planning commission -to permit the moving of a house owned by Willie and Relocation of house Bessie Cain of 1011 Sunset Avenue, Azusa from 521 -to 520 W. 1st St. California Avenue, E1 Monte to 520 W. 1st St., Azusa, was read. Council took into consideration the fact that the - size'of the house makes it necessary to have only a 3 ft, off -set on the side next to -property owned by Mrs; Dawson, who has a 19 ft, off -set on her property. Mrs'.'Dawson appeared before the Council and said she was agreeable to Mr. Cain's house being placed -3 ft. ' back'from his property line and that she had ho -in tention of doing any building on her 19 ft. of£ -set. Moved by Councilman Barry, seconded by Councilman Relocation granted Memmesheimer that permission be granted. Motion carried by the following vote: Ayes: Barry, Ortuno,Johnson, Memmesheimer, Jackson Noes: None A letter from John Mosely requesting that his leave - of -absence be terminated and that he -be permitted Mosely returning to return to-his"duties in -the Police Department December 15th. on December 15th,•was read. Police Commissioner Memmesheimer recommended that John Mosely be advised'to report for duty to the Chief of Police as a patrolman on December 15th. Mosely to_be told that he will be required to attend the classes for motorcycle policemen which have been arranged for by the City of Azusa. John Mosely will be paid at the same -step he had at the time he requested his leave of absence. Moved by Councilman Johnson, seconded by Councilman ' Jackson that Commissioner Memmesheimerts recommend- ation be accepted. Motion carried by the following vote: Ayes: Councilmen Johnson, Memmesheimer, Jackson Noes: Councilmen Barry, Ortuno Mosely to report as patrolman. To attend L.A.P.D.. classes_ Councilman Barry going on record as objecting to the unnecessary.examination required by this motion. Barry objects Mr; Henry Adams representing the Kiwanis Club ap- peared before the council and requested that the Request to have man who mows the lawn"in Memorial Park be instructed grass cut at to include'the grass around the Girl Scouts Hall in Girl Scout Hall his duties. Councilman Barry said he had spoken to a Mr, Beckett who had volunteered to cut the lawn some' -time -ago, Mr. Adams was requested to inspect the lawn and report on it's condition at the next council meeting, The matter was tabled until then, A stop sign was requested for South Louise and Paramount. ' It was suggested that parking on San Gabriel and Alameda between 6th & 8th streets be limited to one Stop signs and hour in the daytime, limited parking re- ferred to Police Councilman Barry moved, seconded by Councilman Department Ortuno that these matters be referred to the Police Department for investigation and report. Motion carried by the following vote: Ayes: Councilmen Barry,Ortuno, Johnson, Memmesheimer Jackson Noes: None A letter was read from John Anson Ford, Chairman of the Board of Supervisors announcing that an Smog Control appointment will be made of executive assistant to discussion Director'Gordon Larson of the County Air Pollution District;, Also,_requesting each city_to submit specified recommendations for remedial measures not now being carried out. Mr,` Rosance, who was appointed a member of the Citizens' Committee on Smog Control by the City Council in_1952 gave an__oral_report, In his opinion there are no industries within the Azusa City limits which contribute to the pollution of the -air-,'' He recommended that'a program of direct action be -adopted. He thinks that research should be made a separate program because of the length of time it -'will take to get results by that method. In the meantime direct action should be taken against in- dustrial offenders. OMJFU CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 7, 1953 7:30 P.M. Mr. Rozarice-was requested to submit a written report to -the Azusa City Council and to send a copy of this report to Mr. -Dorn. It is -the suggestion of the Board of Directors of the League of California Cities, Los Angeles area, that -the cities cope with -the situation by uniting their efforts and channeling activities and recom- mendations through one central office. It is-' suggested that Warren M. Dorn of Pasadena be author- ized to speak for the city of Azusa in matters re- lating to smog control and that recommendations, etc. shall be channeled through him. The -Council was of the opinion that Mr. Dorn should be authorized to speak -for the city with -the stipu- lation'that no financial committments should be made and that Mr. Rozance could possibly be included in future-meetings.with Mr; Dorn and others to present -recommendations, ideap.etc. Moved by Councilman Barry, seconded by Councilman Memmesheimer and duly carried, that the City Attorney be instructed to write Mr. Dorn expressing the opinions as expressed by the council, copies to be sent to J. Anson Ford and Supervisor Legg of this district. A'job classification and pay scale for City Engineer made by Louis J. Kroeger and Associates was presented to the council. Councilman Barry moved, seconded by Councilman Memmesheimer that this communication be referred back to'the Personnel Board with the recommendation that they consider raising the salary range to -$700. $740. $780. $820;-'$860. That the following be added to -the classif- ibation; Qualified to supervise building inspections and have a workable knowledge of improvement acts of the state. Motion carried by the following vote: Ayes: Councilmen Barry, Ortuno, Johnson, Memmesheimer Jackson Noes: None City Engineer classification and pay scale referred to Personnel Board A'recommendation from Acting Chief Williams that the salary of -Marjorie Hunter, Stenographer Clerk in the Step raise Police Department be raised__from the third step- $284. Marjorie Hunter to the fourth step $305. of pay schedule ##18, was.,pre- sented to the council. Moved'by Councilman Barry, seconded by Councilman Memmesheimer that the City Attorney be instructed to draw a resolution in accordance with Chief Williams recommendation, effective December 1st. Motion carried by the following vote: Ayes: .Councilmen Barry, Ortuno, Johnson, Memmesheimer, Jackson Noes: None A recommendation from Acting Supt. of Public Works that the salary of Thomas Lopez be raised from the first step $288. to the third step $322. of pay schedule ##20 was pre- sented to the council. Moved by Councilman Barry, seconded by Councilman Ortuno that the City Attorney be instructed to draw a resolution in acbordance with the recommendation'of the Acting Supt. of Public works, effective December 1. Moved by Councilman Barry, seconded by Councilman Motion fails re-' Ortuno-that the appointments of Jerry Warren and scinding appointments Carl Elkins made from this list at the council meet1hg-of November 16 are illegal and be rescinded. 'Motion failed to carry by the following vote: Ayes: Barry, Ortuno Noes: Johnson, Memmesheimer, Jackson Upon questioning Mr. Tscharner was of the opinion that it was the duty of the Personnel Board to - extend-the'time limit of a list before it's ex= piratioh date. Employees working by appointment would-be considered "de facto" employees and would draw pay as such. Moved by Councilman Johnson, seconded by Councilman Memmesheimer that the extended list be referred back to the Personnel Board for consideration and investigation. Motion carried by the following vote: Ayes:- Councilmen Johnson, Memmesheimer, Jackson Noes: Councilmen Barry, Ortuno Councilman Barry wishes to go on record as follows: "I consider.that this motion involves a.commitment of public -funds for a purpose that is very probably illegal under present Civil Service Ordinance. I 'take this stand after the advice -of Mr. Tscharner stating that the City would possibly be obligated to pay advance salaries regardless of the legality of the subject appointments," The City Attorney wished to go on -record as adding to the statement made by Councilman Barr, "I also included in my statement these men were de,facto" employees and draw their pay as such." Recommendation of Louis J. Kroeger & Associates that the incumbent Fire -Chief be given one-half salary at -- the third step -of the salary range, pay schedule #27- $238. Moved -by Councilman Ortuno, seconded by Councilman Johnson"that the Police and Fire Chiefs get together with the Personnel Board and_work out'a salary schedule for non -classified employees. De Facto employees List referred to Personnel Board Non -classified employees salary schedule to be worked out Carried by the following vote: Ayes: Councilmen Barry, Ortuno, Johnson, Memmesheimer, Jackson Noes: None - City -Attorney Tscharner reported -the result of a con- ference Yield between himself, Commissioner of Public Works Barry, and John Avedesian. It was their opinion that anew schedule changing from the present - day, to an -8 day pick up each month would eliminate much of the trouble now encountered. Residents should'be notified by card'of new pick up dates and regulations as to weight, size�'and material handled, Also a more equitable method of payment should be made. Mr. Tscharner pointed out that the existing contract may be'amended if'all parties agree. The bondsman must also agree to the new schedule. Moved by -Councilman Barry, seconded by Councilman Orturio, and unanimously carried that the City Attorney draw up a resolution amending the exist- ing contract to include an 8 day pick up, two pick-up s a month and changing basis of pay from every 6 month meter inventory period to regular billing period of Light and Water Department, effective January 1,'1954. The City Clerk is to investigate details and have cards printed. Moved by Councilman Barry, seconded by Councilman Ortuno that demand be paid as submitted. Motion carried by the following vote: Ayes: Councilmen Barry, Ortuno, Johnson, Memmesheimer, Jackson Noes: None ' A- ommunication from Laura Jones, Chairman of the Park -'and Recreation Board requesting the city council to'make-up a deficit.between $300.- collected by the City to make up jr'.'Woman1s Club for playground equipment to be -in- difference for stalled at Slauson Park, and the price of the equip- playground equipment went which is $325... Councilman Ortuno, moved, Councilman Memmesheimer seconded, that twenty-five dollars be allocated to the Park and Recreation Board for this purpose. Motion carried by the following vote: Ayes: Councilman Barry, Ortuno, Johnson, Memmesheimer, Jackson Noes: None The City Clerk presented a request for permission to employ Mrs. Helen Du Bois in -his office on a Part-time help part time basis of four hours a day at a salary City Clerk's of $1.50 per hour. office Councilman Barry moved, seconded by Councilman Ortuno, that permission be granted.
