The -City -Council of the City of Azusa met in regular adjourned session at the -above time and place. The meeting was called to'order by Mayor Jackson with a salute to the flag. Present'at Councilmen Barry, Ortuno, Johnson, _Roll Call: Memmesheimer, Jackson, City Attorney Roll call and City Clerk. 'Absent: City Engineer Mayor"Jackson-spoke-on the observance of Bill of Bill of Rights Week Rights.Week which was for the period of December 9 throuoh 15th. It.was moved -by Councilman Memmesheimer, seconded by Councilman Barry and carried unanimously carried that To advertise for the -`City Clerk be authorized to advertise for the pur-, bids chase by the city of -three trucks for the Light and Water Department; Specifications to be furnished by the Supt; -of Ligght and Water and bids to be opened on_January 4th, 1954, Mayor Jackson appointed a committee -to study matters of annexation and to meet with groups interested in' joiriing the -city and to make reports to the council. Committee for annex - Members of the committee selected, and approved, were: ation study Chairman;' Councilman Memmesheimer (Police and Fire depts.) Councilman Barry, (Public Works) Councilman Ortuno; (Public Utilities),,City Attorney Tscharner and'Supt, of Light_& Water, Virgil Smith,' Councilman Memmesheimer to act as -chairman of committee, Engineer Brooks entered the meeting and was seated, 'Minutes of the Park & Recreation Commission were pre- sented'with'recommendations to be acted -upon. Park & Recreation It was recommended by the Commission that: `Recreation director J, Huffstutter and another member of -the commission be allowed to attend -con- To attend conference fereh'e'at Santa Rosa from'February 14th to 17th with February 14 to 17th estimated expenses of $140,,per person, Moved by -Councilman Memmesheimer, seconded by Council- man'Johnson and duly carried that the recommendation of the Commission be accepted. Moved'by Councilman Memmesheimer, seoonded`by Council -Dug -outs at ball man Johnson, -that the Little League be allowed to Park build'dug-outs' at ball park. (b) The Commission has the jurisdiction, powers and duties conferred upon it by the provisions of Section -5, Subsections "A" to 'Q", inclusive, of Ordinance #416. "(c) --With respect to Subsection "F" of Section 5 ' of'Ordinance #416, it is directed by the Council that the-Cominission shall submit, on the second Tuesday of May,,aiinually, the'budget required by the aforesaid sub- section__"F". The said budget shall be prepared in two parts, as -follows: - Part 1. That portion of the revenues pertaining to the"ahtivities under the supervision -of the Commission which are derived from the levy of ahy tax shall be bud- geted for expenditure, within the'limita'of`such tax -- revenue'as may be reasonably anticipated, for -the pur- poses'for which such tax was levied and for no other purpose. Part 11. That portion of -the revenues pertaining to the activities under the supervision of'the Commission derived from contributions or appropriations of the City of Azusa,'any School District, the Countf of Los Angeles, or'the State of California, and intended -for the conduct- ing'arid'the administration of a program of recreation, plus such revenues accruing from the-operation'of such a program'of recreation, as may be'reasonably anticipated, shall be budgeted for expenditure within the -limits of the total of such contributions-$ appropriations and other re- ceipts`for the purpose of carrying'out a program of re- creation, and for no other purpose, ' (d) In the event the anticipated revenues shall be deemed by the Commission to be insufficient for the act- ivities -of the Commission, as defined by Section 5"of Ordinance ##416 the Commission shall request such addi- tional -*funds as may be 'required under Parts l and"11 of the Comniissionls budget, as provided for -in subs6etion (c) of Section 1 of this directive, to be appropriated by the Council from other funds of the City, subject to the con- currence and appropriation of such additional funds by the Council. - "(e) 'In the event that additional funds are requested by the Commission to be appropriated -by the Council, the necessity for such appropriation shall be explained in writing, and the,expenditures proposed to be made from such additional appropriation shall be listed iii order of their priority as determined by the Commission. (f) The annual budget of the Commission, as provided for under .Section 1 subsection (6) -of this directive, shall be"for the fiscal year commencing' -July 1, annually, following the submission of the said budget.. (ga- The budget of the Commission shall specify in detail the source and amount of each item`of anticipated revenue, and shall speoify in detail each item of"expenditure proposed to be made;' Such -proposed expenditures shall be grouped under the following classifications: 1. Wages and salaries 2. Maintainence and operation 3. Councilman Johnson offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,-LOS ANGELES COUNTY, STATE OF CALIFORNIA, APPRORRIATING FUNDS FOR,THE CONSTRUCTION_OF A "RECREATION AND COMMUNITY.CENTER" BUILDING -AND INSTRUCTING THE PARK AND RECREATION COMMISSION IN CONNECTION THEREWITH. it`wa's-inoved by Councilman Barry, seconded by - Councilman Memmesheimer that the following am- mendment be added to the proposed resolution: Because of the decrease in funds it should not be allowed'to impair the health and safety"factor in this"center; and that the basketball court provided shall be of official college size, -as -recommended and'understood by the'Park and Recreation Commission in the joint meeting with the city council. Councilman Ortuno then seconded the amendment motion, which failed to carry by the following vote: Aye's: Barry, Ortuno Noes: Johnson, Memmesheimer, Jackson The resolution as offered by Councilman Johnson was moved by Coixncilman Memmesheimer, seconded by Councilman'Jackson Resolution and „carried unanimously and numbered Resolution No..2910. #2910 adopted CouncilmanBarry stated for the record that this program is falling -'short of what had been hoped for and he'should like to remihd'the Park and Recreation Commission that the council has preliminary plans for a recreation center and have been billed'"in excess of $2500 for same, said plans being drawn up by doompetent engineer of long experience in the Park and Recreation field, the commission should give these plans seriotis'consideration both from the standpoint of economy and providing a desirable recreation center. It was moved by Johnson, seconded by CouncilmanMemmesheimer and unanimously carried that the following directive from the council be sent to the Park and Recreation Commission: DIRECTIVE OF THE CITY COUNCIL OF THE CITY OF AZUSA SECTION -1. The Park and Recreation -Commission, as created arid.'ednstituted under the provisions,of Ordinance -#416, as amended by -Ordinance #468, having requested clarification of'ita`duties, responsibilities and operations, is hereby instructed and directed by the City' -Council of the City of Azusa, hereinafter referred to as the Council, as follows: (a) 'The Park and Recreation -Commission, hereinafter referred to as the Commission, shall be organized as pro- vided for in the aforesaid Ordinance'#468, and shall ad- vise the Council in writing of the names of its members OMJFU r z A CITY HALL AZUSA CALIFORNIA MONDAY DECEMBER 14, 1953 (h) Each part of the Commission's budget shall contain,provision for an unappropriated reserve, not in -excess of 5% of the total of each part -of said budget. The reserves herein provided for may be appropriated and expended for any unbudgeted desirable purpose'iuider the Jurisdiction of the Commission, or for any emergency, upon a four-fifths majority vote of the Commission, and not otherwise, ' ",-.SECTION-2. All requests, reports, and recommenda- tioris.'madeby the Commission to the Council shall be in writing:and.shall bear the signature of the Chairman of'the Commission and shall list the names of those voting in favor of or opposed to such request; report; or recommendation.' If minority reports are'submitted, th&y"-likewise shall be made in writing and shall'be signed by all those making such minority reports. SECTION 3, All requests made by organizations or individuals'for use of the facilities under the juris- diction`of^the Commission, or for the decoration there- of, shall be submitted'in writing .to _the Commission-- and the Commission shall thereafter make such recom- mendation"tb'the Council as appears to it to be proper in each case. 8:00 P.M. The Commission shall adopt such rules and regulations as may be required`to'carry out the pro- visions of this directive and shall cause the same to be publi'shed and shall supply a copy'of-siich rules and regu- lations -'to any person requesting_a copy. SECTION 5. The Commission shall keep minutes of each meeting; recording therein those members present and absent, and"furnish copies of such minutes to each member of the ' Council and the City Clerk. It'was moved by Councilman Memmesheimer, seconded by Council- man Barry and duly carried that the Engineer draw plans for Engineer to three tennis courts to be built_and to draw up specifications draw plans so they may go to bid, for tennis courts Mayor Jackson felt that some'honor should be paid to one of Azusa's','leadingg citizens, -Walter Malone, who recently Reservolk passed away. Mr. Malone had always -been -vitally interested to be named in the problems concerning this city's water situation, and for Walter it vras Mr; Jackson's suggestion that the next reservoir con- Malone structed'should be dedicated in honor of Walter Malone and named for him. It was moved by Councilman Memmesheimer, seconded by Council- Attorney man Ortuiio, and unanimously carried-, that the City Attorney to draw shall draw up a resolution embodying the suggestion of Mayor resolution Jackson, It was'moved by Councilman Barry, seconded by Councilman Ortuno,'that the council advertise for bids for new reservoir, plansforwhich have been completed. This motion was withdrawn upon discussion pointing out that ' sites had not yet been procured. Mr; H. -Adams addressed the council reporting that the grass at the Girl Scout Hall had not been cut as prom- ised ana'requesting that the city park employee cut this grass while doing the rest of the park lawn. It'was moved by Councilman Ortuno, seconded by Council- Girl Scout Hall man Johnson and duly carried that the park employee to have grass care for the grass at the Girl Scout hall at the time cut he is cutting grass at the park. The City Engineer reported that the "Debt Limit Re- port" had been forwarded to OlMelveney & Myers and that future action will be taken upon their recom- mendations. George Grandstaff addressed the council stating that new problems faced the committee for the parking dis- trict iii that new construction is in progress on one of the lots which had been considered as part of one parking lot. He stated that what the committee thought to be a fair price for the district has been estAblished and they would now like'to establish how much more it would cost for condemnation proceedings since this new construction was being made. Councilman'Ortuno stated that the improvements going in on the lot in question was costing about $8,250.00 Councilman Johnson suggested that the City Engineer furnish a report to the council -of the expenses and the losses of revenue to the city on the formation of this district. It was 'moved by Councilman Ortuno, seconded by Council- man Memmesheimer and carried unanimously that the reso- lution -be adopted as read and numbered Resolution Number 2925 Engineer Brooks suggested that'the city install curbs gutters, and pave Pasadena Ave., south of the present improvement to Gladstone St. and as the land was sub- divided -to charge the builders the cost of the improve- ments to the street. 12 8:00, P.M. Resolution #2924 Azusa Properties easement Resolution #2925 Azusa Properties easement Additional im- provements recommended for Pasadena Ave. City Attorney ruled -that the city could not'do this, as it is up to the sub -divider to do this work. Engineer Brooks then recommended that the city pave a twenty foot strip on this portion of Pasadena Ave. Mr. Brooks also recommended that the city widen the bridge at First & Pasadena and install curbs and gutters on Pasadena north of First Street. 'State appropriations could be used for these projects. It was moved by Councilman Memmesheimer, seconded by Councilman Barry, and duly carried that the city Dhall install a twenty foot strip of pavement on Pasadena Ave, from the end of the present improvement to Gladstone -Ave, also to widen the bridge at 1st and Pasadena and to install curbs and gutters on Pasadena Ave, north of 1st St, by State appropriation funds, The Engineer reported that the estimated costs of the work 10th St. scheduled for 10th St. has been turned over to the City Attorney. Mr. Tscharner stated that he had received the easement deed, and release of the Peterson land. Engineer"Brooks made a further report of the need for a bridge'across the wash on Azusa Avenue below Paramount Bridge over Street. wash on Azusa Avenue It was moved by Councilman Memmesheimer, seconded by Councilman Barry and duly carried that the -Engineer make a report of the cost of constructing afoot bridge 125 CITY HALL AZUSA CALIFORNIA MONDAY DECEMBER 14, 1953 8:00 P.M. over the wash and the cost of sidewalk improvements at that location, and that the engineer obtain the encroadhment permit from the State for erecting the bridge. This motion died for lack of second. Mayor Jackson stated that the term 'adequate' would have to -be determined. He would -like to see the - lighting brought up to the accepted standards as set forth by the state for cities. -Virgil Smith stated that the cost of such a project, based'on estimates made -a couple of years ago, would probably be about $450,000. One method of paying for lighting would be by the'formation of a lighting assessment district which would-be paid off in 15 or 20 years.
