The'City Council of the City of Azusa met
in regular session at the above time and
place.
The Meeting opened with the Pledge of A1-
. �.legiance to the Flag.
Roll Call: Councilmen: Barry, Ortuno, Johnson,
Memmesheimer, Jackson
City Attorney, City Engineer, Clerk
' Mayor Jackson asked if the members had received
written copies of minutes of meeting held Dec.
21, 1953 and if there were any corrections.
Councilman Johnson stated corrections to be made
on vote taken on passage of Resolution No. 2928
'stating her vote was "no" (pa§e 131 of minutes)
in place of "declined.to.vote as recorded. Corrections
Also on Page.137, line 13 of minutes in the
statement of City Attorney following that of
Councilman Barry correction to be made as follows:
"that the action taken at that time was contrary
to and in violation of Civil Service Ordinance"
in place of the work Commission as recorded.
Minutes were approved as corrected.
Written recommendation submitted by Park and
Recreation Commission that City of Azusa adopt
resolution to set aside funds from royalties of
off -shore drilling, to be used for beaches and
parks.
The following resolution offered by Councilman
Memmesheimer entitled:

Moved by Councilman Barry, seconded by Councilman Johnson
and unanimously carried, resolution be adopted as read
and numbered Resolution No 2936.
Copies of resolution to be sent to Shoreline Planning
Association of California, Inc, and Assemblyman Stanley
T..Tomlinson of Santa Barbara.
The Park and Recreation Commission submitted recommendation
that the City strip and trim palm trees on parkways of
5th and Cerritis Avenues adjacent to Lee School grounds.
Moved by_Councilman Memmesheimer, seconded by Councilman
Barry and,unanimously carried recommendation of Park and
Recreation Commission be accepted and referred to Dept.
of Public Works.
A letter was read from the Park and Recreation Commission
regarding the Recreation Building and appointing Rev.
Paroulek as spokesman for.the Commission in matters to
be brought before the Council.,
Rev. Paroulek addressed Council reporting that several
architects had been contacted regarding plans for pro-
posed -Recreation Building. He requested clarification
on present standing of City Engineer stating,due to exist-
ing conditions, the situation was unsatisfactory to those
architects who have been contacted.

until -the differences with the City Engineer had

The"Clerk announced six bids had been received
in answer to Notice Inviting Bids for trucks for
the Light and.Water Department.
Moved by Councilman Memmesheimer, seconded by
Councilman Johnson, bids be publicly opened, Bids for
examined and declared. trucks

Memmesheimer, recommendation of Planning Commission
be aecepted and permission be'granted with 9 ft
setback from East 4th Street and 15 ft setback from
-Soldano-Avenue and provided the use of the present
garage as dwelling'be discontinued after house is
moved onto the lot.

Councilman Ortuno abstained from voting.
Erigineer Brooks reported on proposed site for well Well site
in the area south of Paramount and west of Azusa
Avenue; also proposed plan for dividing the_lots
in -this area for a more advantageous use of land.
Chairman of Planning -Commission -suggested owners
should be"contacted and the idea was discussed
with them. The matter was referred to the Planning
Commission for meeting with the owners.
Mayor Jackson recommended the appointment of Charles
McLees-as a member of the Planning Commission to fill Chas. McLees
unexpired term of S. G. Cooss who resigned. - appointed to

Request of Mr_ Clifton Wynn and Mr. Cornelius Smith,

of'Mrs. Jane Paul as assistant secretary was submitted.

Letter submitted by Police Chief Kendrick
stating he would interview the next three
applicants on the eligibility list and ap-
point a man as probationary patrolman sub-
ject to Council approval.
Since the probationery period had ended, request
was made to have Officers Englehart and Anderson
placed on permanent status.
' Moved by Councilman Memmesheimer, seconded by
Councilman Barry and unanimously carried that
Attorney draw resolution placing Officers Engle-
hart and Anderson on ermanent status and raising
pay scale to step 2 (338.00 per month).
A request was submitted by Police Department for
additional space for office use and for other
changes due to the expansion of the department.
In particular they wished to take over"the office
now occupied by the building department. -
Moved by Councilman Memmesheimer, seconded by
CouncilmanOrtuno and unanimously carried, plans
as submitted and changes requested be adcepted'
and Police Department'be permitted to make neces-
sary changes with regard to building inspector's
office.
Mr. Molsberry of 532 W. Foothill Blvd. requested
the painting of a parking lane on the 400 block
of Foothill Blvd, stating a traffic hazard is -
created by the illegal use of a third lane by cars
driving in this section of the boulevard.
Moved by Councilman Ortuno, seconded by Councilman
Barry and unanimously carried, request be referred'
to Police Department for report and recommendation.

Councilman Barry, Mayor be authorized to pro-
claim Week of Jan. 17-243 1954 as Independence Hall
Restoration Week. Motion carried unanimously.
Request of Henry L. Cardon, Joseph Guidas and Louis
Marvulli for "Off:Sale'Beer and Wine" license for
premises located at 716 -No. Azusa Ave.
There were no protests to the issuance of the license
as.applied for.

Request was made by the Continental Casualty Company
for release of bond dated April 1951 for construction
of reservoir on intersection of 11th St, and Vernon Ave.

Barry and unanimously carried, that bond be released on
reservoir completed in 1952.
Recommendation submitted by Personnel Board that
Coiincil make changes in salary range of City Engineer
Classification.
Moved by Councilman Memmesheimer, seconded by Council-
man Johnson and unanimously carried, that the following
changes be made in salary range and classification of
iJq� cslasmg�s Engineer: Salary range to be $703-
743-7879 and qualifications to include "qualified
to supervise building inspections and have a workable
knowledge of various Improvement Acts of the State of
California."

Board,with regard to extending the promotional Civil

However, the reply from League of California Cities'
Assistant Legal Counsel Lewis Keller, in answer'to
query submitted by Attorney Tsaharner on this matter,
gave the opinion when a list, -has expired by the passage
of one year such list cannot be extended for additional
periods.

to appoint Officers Warren and Elkins individually and
separately.

Councilman Barry -stated: "This motion is in complete

Councilman Barry stated "I feel this action fails to
take into consideration the best interests of the
