Communi- Tournament cation ordered filed. CITY HALL AZUSA, CALIFORNIA TUESDAY FEBRUARY 2,1954 8:00 P.M. The City Council of the City of Azusa met in adjourned meeting at the above time and place. The meeting opened with the'Salute to the Flag. Roll Call: Councilmen: Barry, Memmesheimer, Jackson City Attorney, City Clerk CouncJian Johnson entered the Council chamber and was seated. Absent: Councilman Ortuno Councilman Jackson read letter written by Mro. Kenneth Young who stated that a dog she obtained from the San Complaint of Mrs. K. Young ' Gabriel Valley Humane'Society had been in 111 health and subsequently died. Moved by Councilman Memmesheimer, seconded by Council- man'Barry and unanimously carried that the Clerk be instructed to direct letters to the State organization (Society for the Prevention of Cruelty to Animals) and inclose copy of letter and advise that the City-has'no contract with the San Gabriel Valley Humane Society. Letter also to be directed to'Mrs. Young advising of City!s'position in the matter. Request of Foursquare Church for painting of red "No- Request of Parking Zone" in front of the church was read. Moved by Councilman Barry, seconded by Councilman John- son and unanimously carried, that request be referred to the Police Department and Police Commissioner for recom- mendation and report. Absent: Councilman Ortuno Request made by Mrs. Drumm for the removal of several pepper trees which are becoming a nuisance on the parkway adjoining her home. The Los Angeles County Heart Association announced Heart Fund Drive the annual Heart_Fund campaign will be conducted from February 1, to February 28th with February 14th as Heart Sunday and urging Azusa to proclaim these dates as such. Moved by Councilman Memmesheimer, seconded by Council- man Barry and unanimously carried, that the Mayor be authorized to proclaim the date of February 14th as "Heart Sunday" and the month of February as "Heart Month". Squire West, of the local Red Cross Chapter, requested Red Cross Month that ­the month of March be proclaimed "Red Cross Month" r and adopt such. Moved"by Councilman Memmesheimer, seconded by Council- man Barry and unanimously carried, that the Mayor be authorized to proclaim the month of March as -Red Cross Month, Absent: Councilman Ortuno. Mayor Jackson read letter signed by the Mayor Of Turlock, California urging the adoption of the policy of having in'invocation at the opening of all council meetings and stating"that many"cities have adopted such a policy. Moved'by Councilman Memmesheimer,'seconded by Council- Request for ' man"Barry_and unanimously carried, that the Ministerial invocation at Union be given copy of the letter and requested to re- council meetings port back giving recommendation and possibly' -appointing a representative to officiate at the opening of meetings. It was recommended to the Personnel Board by Public Utility Commissloner'Ortuno that Supt. Smith of the Light and Water Dept. -be raised from the 4th step of pay scale at $625 to the 5th'step of scale at $660, and recommending effective date Feb. 1, 1954. Recom- mendation accepted by the Personnel Board and further reebmmerided to the Council. Moved'by Councilman Memmesheimer, seconded by Council- man Barry_and carried unanimously, that recommendation be accepted and Attorney be instructed to draw resolu- tion -'raising Supt. Smith from'the 4th to the 5th step of pay scale effective Feb. 1, 1954. 205 8:00 P.M. Raise in pay scale -Virgil D. Smith The following recommendations for changes in the Civil Service Ordinance were submitted by the Civil Service Recommended Study Committee: changes in Section 2. DEPARTMENT OF PERSONNEL, Par. 3 sentence 2 Civil Service s' -hard "No_person shall be appointed to said Board who holds any salaried public office of employment nor shall any member, while a member of the Board or for a period -of one year after he has ceased for any.reason to be a member, be eligible for appointment to'any CLASSIFIED POSITION in the service of the City." Se6tion.3.DUTIES_OF THE PERSONNEL BOARD Sub -section (e) eenntence 3 -shall read "The Board_shall.recommend all salaries to the Council."" Section 7. Councilman Barry moved that recommendations made be tabled for'further.study. Discussion followed regarding the pro-/ cedure necessary in.order to place recommended changes on the ballot in the forthcoming April election. ' Moved by Councilman Johnson, seconded by Councilman Memmesheimer that recommendations of the Civil Service Study Committee be accepted and necesaary statement be prepared and'submitted to the Council for action at their next meeting. It was recommended by City Attorney that the City begin to advertise for bids for the drilling of the well on the recently purchased well site. Moved by Councilman Barry, seconded by Councilman Memmesheimer and unanimously carried, that Clerk be aubhorized'to advertise for bids for well drilling and appertanences, specifications to -be furnished by Supt. Smith, bids to be opened March 15th, 1954. A report from Clifford M. Sheets to the City Attorney, regarding the appraisal of certain City property owned by him, as directed. City'Attorney presented a letter from Attorney John ' Bender, special counsel for the City, regarding fees due him in reference to the City owned property as set forth in the agreement between the City and him' It'was.agreed by the Council to table this matter pending further report from the City Attorney and the possible disposition of one parcel of land by the City. Notice from the office of the County Auditor - Controller regarding erroneous_ assessment of personal property $50 net, not owned by Bob S; -Hacker which was allowed by them but needed approval of City Attorney. Moved by Councilman Memmesheimer, seconded by Councilman Johnson and unanimously carried asses`sinent becancelled as requested and City Atty. to sign forms as needed. Engineer Brooks stated that the problem of drainage at Tenth Street and Vernon Avenue shoiild be given considerable study. The legal -description of the easement necessary for water run-off will be furnished to the City Attorney. Letter submitted by the Degpartment of Recreation recommending the remodeling of the present bath house -'into a workable unit. Mr. Ivan Turner'of the Park and Recreation Commission to be requested to furnish more information to the Council on this project.- Also roject.Also requested was the painting of white lines on 209 8:00 P.M. Moved.by Councilman Barry, seconded by Coun- cilman•Memmesheimer and unanimously carried, these matters be referred to the Department of Public Works. 1954 TUESDAY Letter read signed by Civil Defense Director ' Eccles recommending the appointment of a purchasing agent for the City in the event of an emergency. It was agreed to refer this request to the City 'Attorney for study and report. Letter from the State Board of Equalization re- garding the holding of a hearing for protests against"the issuance of'a liquor license to Ralph Enterprises, Inc., 112 E.'Foothill Blvd., Azusa to be held in Los Angeles,- In view of the protests filed'by the Ministerial Union to the City against the issuance of said license; the City shall protest and request the Board of Equalization to hold hearing in Azusa. Councilman Memmesheimer submitted survey made of parking on Alameda and San Gabriel Streets from Sixth to Santa Fe Street, On December 18th from 2:330 to 2:55 P.M; there were 144 cars parked with 166 spaces available. Two more surveys were made on the 19th between 12:00 and 12:30 P.M. and the 23rd of December at 9:00 A.M. and 1:00 P.M. and these -'averaged approximately 200 availablespaces for parking at these times. On Jan, 29tri at 4:30 P:M and 7:30 P.M.- there were about 267 available spaces at.each period of time. ' Councilman Memmesheimer reported the request _of the Fire Department be allowed and permission given to move the interior partition to itis old location thereby eliminating the present corridor and pro- vi:ding.much needed space for dormitory. Approx- imately $500 would be the cost of remodeling. Moved'by.:Councilman Barry, seconded by Councilman Johnson and unanimously carried, request be granted and $500 be appropriated for remodeling of the -'fire house interior, dormitory and living quarters. Absent: Councilman Ortuno Mayor Jackson stated need for painting of crosswalks at Cerritos and Fifth Streets and middle of block on Cerritos Avenue., Also the need for stop signs on Fifth Street. Matter to be referred to the Police Department for survey and report.
