CITY HALL AZUSA, CALIFORNIA MONDAY MARCH 15, 1954 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
The meeting opened with the Salute to the Flag.
Roll Call: Councilmen: Barry, Johnson, Memmesheimer, ROLL CALL
Jackson
City Attorney, City Engineer, City Clerk
Absent: Councilman Ortuno
' Mayor Jackson asked if each member had received written
copies of the minutes of the meetings of March 1, 4, and
81 1954 and if there were any corrections or omissions.
Councilman Barry stated that on Page 4 of the minutes of
March 4th the third from the last line should read:
"Councilman Barry referred Attorney Tscharner to the
written record as appearing in the minutes."
Councilman Johnson stated that on page 2 of the minutes
of the adjouned meeting held March 8th, paragraph 4
contained statements that were libelous and slandering
and should be stricken from the record.
Moved by Councilman Johnson, seconded by Councilman
Jackson that the sentences on page 2 paragraph 4, be-
ginning with the words "when questioned... ...and ending
with the words... commits the crimes." be stricken from
the written record of the Council meeting of March 8,1954.
Motion carried by the following vote:
Ayes: Councilmen: Johnson, Memmesheimer, Jackson
Noes: Councilman Barry
Absent: Councilman Ortuno
Discussion was held'regarding preparing of the minutes.

Councilman Barry passed on voting.
Councilman Barry reported on Civil Defense meeting held CIVIL
for setting up a full time Coordinator for Area D. Mayor DEFENSE
'Jackson read a letter from E. S. Dixon, Regional Coord- MEETING
inator of Region 9, enclosing a proposed Joint Powers REPORT
Agreement which broadly provides for area Civil Defense
Coordination among the cities of Operational Area "D",
which comprises eleven municipalities.
A letter from David H. Eccles, Jr. Director of Civil Defense
for Azusa, recommended the adoption of the Joint Powers Agree-
ment. „Councilman Barry stated that the City of Arcadia was to
be added to the list of cities included in the Agreement and is
also to be temporary administrative agency, until plans are
made for a more permanent arrangement.
Mr -.'Thomas L. Ray, from the State Office of Civil Defense, JOINT POWERS
addressed Council and offered his assistance and replied to AGREEMENT
' questions of the Council members regarding the Agreement,
and the manner of payment by the cities.
Moved -by Couneflnan Barry, seconded by Councilman Memmesheimer
and carried'unanimously, that Mayor Jackson be authorized to
sign the Joint Powers Agreement.

Mr. Eccles, Azusa Civil Defense Director, stated his appreciation
to the Council on passing the acceptance of the Agreement.
Mayor Jackson expressed the thanks of the Council to Miss
Margarite Boyer for her past work in the Civil Defense office
as'administrative secretary.
The Parks and Recreation Commission recommends the following
changes be made concerning the construction of tennis courts RECOMMENDATIONS
in Memorial Park: OF PARK & REC.
' Before a contract is ;entered into it is recommended that COMMISSION
the painting of lines, fencing, and at this time, only the
underground work for lighting be installed. Mr. Ivan Turner,
member of the Park and Recreation Commission, stated that,
since the courts would probably not be used to capacity im-
mediately, -he advised at this time, installing only the under-
ground electrical work. It was first thought by the Commission
that acid staining should be included but, upon consideration,
it was decided to have coloring added to the cement as per
specifications.
It was moved by Councilman Barry, seconded by Councilman IOW BID ON
Memmesheimer and unanimously carried, that,the low bid, TENNIS COURTS
submitted by Star Construction Company, be accepted and ACCEPTED
contract awarded with a change order reflecting the recom-
mendations of the Park and Recreation Commission with au-
thorization as outlined in General Provisions, paragraph 2,
page�14 of the specifications. Bid bonds to be returned to
the unsuccessful bidders.
Letter was submitted by Mrs. Laura Jones, Chairman of Parks IMPROVEMENTS
and Recreation Commission, recommending that plans be drawn SLAUSON PARK
for the following improvements in Slauson Park:
1. Rest room facilities, tool room, equipment room.
2. North part of Park graded for basketball and volley ball
courts and basketball poles be set up.
Moved by Councilman Memmesheimer, seconded by Councilman Barry,
that recommendation of the Parks and Recreation Commission be
accepted and engineer asked to do the necessary work in connec-
tion with the improvements using City forces.
Mr. Turner stated that the recommendation as stated was for
the plans to be drawn and submitted for the approval of the
Park and Recreation Commission.
Councilman Memmesheimer withdrew the motion.
Moved by Councilman Memmesheimer, seconded by Councilman John-
son and unanimously carried,'that Engineer prepare plans for
improvements as recommended, to be submitted to the Park and
Recreation Commission for approval. Material to be submitted
to Park and Recreation Commission for action on the April 5th
meeting.
Moved by Councilman Memmesheimer; seconded by Councilman John-
son that engineer put in grade stakes, etc. to include all north
part of park not now improved. Motion carried unanimously.
It was recommended by the Parks and Recreation Commission,
after due -consideration of applicants, that Mr. Banjamin S. B.S.PARKER
Parker*be chosen as the architect to be awarded the contract ARCHITECT,
for the building of Azusa's proposed Community Center. RECOMMENDED
' Moved by.Councilman Barry that work continue on plans
already submitted and approved by the Park and Recreation
Commission and which has already cost the City in excess
of $6,000:00.
Motion failed for lack of second.
Moved by Councilman Memmesheimer, seconded by Councilman
Johnson and unanimously carried, that the recommendation of
the Parks and Recreation Commission -be accepted and Mr. B.S.
Parker be appointed as architect to draw plans and specifica-
tions and present contract to Council for action.

Mr. Anthony Benedetto of 1107 No. Sunset Avenue addressed
Council concerning a complaint submitted to revoke a COMPLAINT RE
license for operating a cabinet shop at 414 Vista Bonita CABINET SHOP
Avenue. City Attorney advised Mr. Benedetto to file a
complaint in order to hold a hearing to show cause that a
neisanee has been created by the operation of said work.
Mr. Rex Fall of 1030 No, Vernon Avenue inquired about TENTH STREET
' progress of extension of 10th Street, He was informed by EXTENSION
the engineer at this time that the stakes had been set and
plans are in preparation,
Mr. Ed Marshall, 419 So. Sunset addressed Council regarding REQUEST TO
the possibilities of obtaining permission to operate a OPERATE POOL
billiard parlor now in operation on Azusa Avenue. He was HALL
referred to the Police Department for a report to be submitted
on references connected with a business he formerly operated.
Mrs. George Bartlett requeted permission from the Council to
relocate a house, now located ori a -lot south of Paramount Ave.
between Azusa and Angeleno Avenues, to a portion of lot 24,
Tract 13963, immediately west of Angeleno Avenue on First St•RELOCATION
Squire west, realtor, appeared with Mrs. Bartlett, having GRANTED -
obtained names of land owners -adjacent to lot 24 who were BARTLETT
not opposed to the relocation,
Moved -by Councilman Memmesheimer, seconded by Councilman
Barry, and unanimously carried, that permission be granted
to -move -the house to the site on First Street, all permits
and recommendations of the building department to be complied
with.
It was recommended by the Planning Commission that application
of Mrs, Mae Hynes for an R-2 use on the R-1 property, described

unanimously carried, that the recommendation of the Planning
Commission be accepted and variance granted. R-2 USE GRANTED

The request of Mr. Lanphere to erect a carport at the rear
of<house at 309 Barbara Avenue was recommended by the Plan-
ning Commission with the stipulation that the carport be
constructed 3 ft from the property line.

and.,unanimously carried, that "recommendation of the Planning

Mr. Castelburg, representing Mr Rodriguez, asked permission
to construct a 948 sq ft residence at 144 No. Soldano AvenueRODRIQUEZThe Planning Commission recommended that the Council grant CONSTRUCTION

Moved by Councilman Barry, seconded by Councilman Memme-
sheimer and unanimously carried,'that the recommendation
of the Planning Commission be accepted and permission granted
to construct a 948 sq ft residence.
The Planning Commission recommended to the Council that the
application of Mr. Frank Morales to construct a 1114 sq ft MORALES CONS -
residence; at Third and San Gabriel Avenues. It is recom- TRUCTION GRANTED
mended that a 10 ft side yard setback be allowed, instead of
the usual 121 ft as required by Ordinance. Moved by Council-
man•Memmesheimer, seconded by Councilman -Barry and unanimously
carried, that permission be granted to -construct residence as

Attorney Tscharner reported that he had written letter to the
Mayor of Covina, regarding the proposed annexation of certain
property in'the county which is within three miles of AzusapROTEST AGAINST

city limits, and stating that notification to the
City of Azusa should be made of the contemplated
action by Covina. He stated he had received a
reply which stated it was unnecessary to notify
the City. Mr. Tscharner will report further upon
obtaining more information in the matter.
Councilman Barry submitted a map showing the proposed
territory to be annexed by the City of Covina; also a COVINA ANNEXA -
copy of the minutes of the meeting held by the City TION PROTEST
Council of Covina.
Mr. Gary Rogers requested permission to construct a
954 sq ft residence. He was referred to the Planning
Commission for their recommendation.
Petition was submitted to the Council for the estab-
lishment of a body of mounted police auxiliary to the
police force of Azusa with 20 signatures of persons
willing to become members of such mounted police
auxiliary.
Moved by Councilman Barry, seconded by Councilman
Johnson and unanimously carried, that petition be
referred to the City Attorney, Police Commissioner
and Chief of Police for study and report to Council.

Mayor Jackson read letter from Police Chief Kendrick STOP SIGNS
in which he recommended the installation of stop signs RECOMMENDED
on Third Street, causing vehicular traffic to stop,
heading north and south, at the following intersections:
Pasadena Ave., Soldano Avenue, Dalton Avenue, Alameda
and San Gabriel Avenues.
Moved by Councilman Memmesheimer, seconded by Councilman
Barry and unanimously carried, Attorney draw resolution
for placing stop signs at the intersections as recommended
by the Police Department.
Letter of commendation was read from John B. Kingsley, LETTER OF
Chairman of the Jail Committee of the Los Angeles COMMENDATION
County Grand Jury who inspected the Azusa City Jail ON CITY JAIL
and stated the City was to be commended for cleanliness,
organization of its, facilities and excellent attitude
of officers in charge. Letter was ordered placed on file.
Moved by Councilman Memmesheimer, seconded by Councilman
Barry and carried unanimously, that Personnel Clerk be FIRE CAPTAIN

Attorney Tscharner requested the position that Council
desired him to take at the Regional Planning Commission's
hearing on Zoning Case No. 2606 on March 16th. Council
stated that their position is as outlined in Resolution
No. 2874 and that specific use of the land should be given
to the Council before application for a zone change.
Minutes of the Chamber of Commerce meeting of February 22nd
were submitted and ordered placed on file.
Report of Azusa'Visiting Nurses Association was submitted
and ordered placed on file.
Rev. Don P. Hathcock petitioned the Planning Commission to
grant a variance changing the present zoning of the proper-
ty he intends to purchase. It was recommended by the Plan-
ning Commission that variance be granted provided the build-
ing, -when completed, be as described and street be dedicated
and improved as stated. Attorney was instructdd to draw

the Engineer that bond be posted with the City -in excess of
the amount of improvements to be made.
Request was submitted by Frank Smith, Captain National Guard ARMORY REQUESTS
Guard Artillery`Battalion, Azusa for a'sidewalk fronting the SIDEWALK
Armory Building on the park side street east of Orange Avenue.
Moved by Councilman Memmesheimer, seconded by Councilman Johnson
and unanimously carried, that request be referred to Captain
Smith with the recommendation that same be submitted to Head-
quarters at Sacramento for payment of costs of construction.
Attorney Tscharner called attention of Council to the dangerous
area on Orange Place at Third and Fourth Street where a pro-
truding section of curbing causes a traffic hazard. City Engineer
recommended the elimination of the entire protrusion. REMOVAL OF

session at the above time and place. -

Absent: Councilman Memmesheimer
The meeting was called for the purpose of considering
the request of Mr. L. F.'Luther to construct a 961
sq, ft, single family residence at,337 E. Fifth Street,
recommended by the Planning Commission.
Moved by Councilman Barry, seconded by Councilman
Johnson and uhanimously carried, that recommendation f
of the Planning Commission be accepted and permission
granted for cbnstruction as requested, subject to
the approval of the Building Inspector.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and uhanimously carried, that Council adjourn.
