CITY HALL AZUSA, CALIFORNIA MONDAY APRIL 51 1954 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place. The meeting Flag Salute
opened with the salute to the Flag, followed by the and
Invocation given by Rev. Wayne Pendelton. Invocation
Roll Call: Councilmen: Barry, Ortuno, Johnson,
Memmesheimer, Jackson Roll Call
City Attorney, City Engineer, Clerk
Mayor Jackson asked if the members had received written Corrections
copies of the minutes of the meeting held March 15, 1954
' and if there were any corrections.
Councilman Barry protested the deletion of 2 sentences
in the minutes since he pointed -out that they were included
in a signed statement and cannot be legally deleted.
Moved by Councilman Barry, seconded by Councilman Ortuno,
that the sentences be put back into the record. Motion
failed by the following vote:

Noes: Councilmen: Johnson, Memmesheimer, Jackson
-Absent: None
Moved by Councilman Johnson, seconded by Councilman Memme-
sheimer that the corrected minutes of the meeting of March
15, 19514 be accepted. Motion carried by the following vote:

Absent: None
Correction made on the minutes of the Special Meeting held
March 19, 1954, Councilman Memmesheimer was absent, in
place of Councilman Ortuno who was present.

sheimer, minutes stand approved as corrected. Motion

' The Clerk announced one bid received in answer to Notice Bid on well -

Moved by Councilman Memmesheimer, seconded by Councilman
Johnson and unanimously carried, bid be opened, inspected
and -publicly declared.
Bid was submitted by the Roscoe Moss Company in the amount
oV$13,685.
Moved by Councilman Barry, seconded by Councilman Memme-
sheimer and unanimously carried, that bid be referred to
Supt. Smith, City Attorney and City Engineer for recommenda-
tion and report.
Discussion followed on the bond submitted by the Star Cons-
truction Company with regard to the changes in specifications
to be made. Letter to be obtained from the bonding company
approving the changes. Signing of the contract to be subject
to receipt of the letter.
The' -return of Project No. 36 (improvement of Pasadena Avenue
north of First Street and south to -Gladstone Avenue) was
discussed.
Moved by Councilman Barry, seconded by Councilman Memmesheimer
and carried unanimously, that Project No. 36 be returned

Request made'by Mr. Goldman for Special Use Permit to operate Request for

Moved by Councilman Memmesheimer, seconded by Councilman Barry
and unanimously carried, that Special Use Permit be granted as
requested, providing the construction of a fence, as shown in
plan submitted, is complied with and other required building
regulations are met.
Mr. Joe Mora requested permission to construct a 460 sq ft
residence at 146 Alameda Street which is in an R-2 zone, and
which was approved by the Planning Commission.
Moved by Councilman Barry, seconded by Councilman Ortuno
and unanimously carried, that recommendation of the Planning
Commission be accepted and permission be granted'sub#iect to
the requirements of the building inspector.
City Engineer reported on the difference in costs of proposed
changes in the tennis court specifications regarding bid sub-
mitted. Discussion followed on reasons for eliminating
electrical work on the courts.
Mr. Zeppieri personnally agreed to the present price of
$13,935 as the price for the construction of all of the tennis
courts as set forth except electrical work which was to be
eliminated.

Moved by Councilman Memmesheimer, seconded by Councilman Barry Tennis Court
and unanimously carried, that agreement to be approved at the contract
price fixed at $13,935 and to be written on that basis and signed
Mayor authorized to sign and Clerk to attest, thereto. Bonds
to be returned to the unsuccessful bidders.
Letter of recommendation from Police Chief Kendrick to place
'SarStants.:,c Edborg and Robertson on permanent status.
Moved by Councilman Memmesheimer, seconded by Councilman
Barry and carried unanimously, that recommendation of Chief
Kendrick be accepted and Attorney be instructed to draw
resolution setting 'Ser&A mts,,�; Edborg and Robertson on
permanent status as lieutenants.
Chief Kendrick also recommended the attendance of Nil. Sheehan
and Ut.Edborg to the classes held at the California Highway
$gtrol Academy in South Sacramento for bad check investigation
and the apprehension of bad check passers.
Moved by Councilman Memmesheimer, seconded by Councilman Barry
and unanimously carried, that Bt3�, Sheehan and Stt Edborg be
permitted to attend the classes as requested with reimburse-
ment to be in the amount of $125.00`for expenses.
Councilman Memmesheimer stated the need of the Police Dept.
to replace Unit No. 85.
Moved by Councilman Barry, seconded by Councilman Johnson and
carried unanimously, that Clerk advertise for bids to replace
this vehicle, specifications to be obtained from the Police
Department. 'Bids to be opened on April 19, 1954.
Councilman Memmesheimer offered the following resolution
tentitled:

Councilman Memmesheimer offered the following
resolution entitled:
A RESOLUTION OF THE CITY OF AZUSA, LOS ANGELES COUNTY,
CALIFORNIA, AUTHORIZING THE CITY CLERK TO OBTAIN FALSE
INSURANCE FOR THE RESERVE OFFICERS OR MEMBERS OF THE
POLICE FORCE OF THE CITY OF AZUSA AND FOR THE HUMANE
OFFICER AND ALSO AUTHORIZING PAY BY THE CITY OF THE
MEMBERSHIP DUES IN THE SUM OF NOT TO EXCEED $3.00 PER
YEAR FOR EACH OF SAID OFFICERS IN SAID ASSOCIATION.

A list of certified applicants as eligible for placement
on the Civil Service list for firemen was submitted by the
Personnel Bonrd. List included nine names in the following
rank: James Redfern, Jr., Michel Chenard, Roland Carpenter,
Clarence Schad, Carl Young, Cecil Ward, Larry Grigg, Harold
Hubert, Donald Gerholz.
Councilman Memmesheimer stated he would like more time to
interview the first five applicants further before a
decision is rendered on any appointments.
Recommendations were submitted by the Personnel Board for
raises in pay scale for the following employees of the
street department: Hugh Nichols, truck driver, from step
4 at $320.00 to step 5 at $338.00 per month; Richard
Woods, truck driver, from step 4 at $320.00 to step 5 at
328.00; Carlos Ruiz, maintenance man, from step 3 at
7.00 to step 4 at $302.00 per month, all effective
April 1, 1954 and Clarence Doerskin, equipment operator,
from step 1 at $302.00 to step 2 at $320.00 per month to
be retroactive to February 1, 1954.
Moved by Councilman Memmesheimer, seconded by Councilman
Barry and carried unanimously, that recommendation of the
Personnel Board be accepted and Attorney be instructed to
draw resolution incorporating steps as indicated.
Letter presented to the Personnel Board stating the tem-
porary appointment of Louise Fawcett as Utility Office
Manager would expire on April 15th and calling attention
to the need for providing for the vacancy.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and carried unanimously, that due to the emer-
gency which exists in the office of Utility Office Mana-
ger.for the Light and Water Department, be it resolved
that Louise Fawcett be continued in that office for a

Councilman Barry pointed out that the $10,000 difference

consisting of the $6,000 that the City is already being

billed for, plus the $4,000 difference between the cost of
the new architect and the previous contract, will never
purchase recreation equipment the children of Azusa will
be able to use. Furthermore, letting this contract
necessitates instituting a delay in time in realizing
a recreation center, at least to the extent of 6 months,
the other plans having been delayed at least that long
previously. The original plans were drawn by Brooks to
meet $175,000 as this construction calls for. The
estimated price having been brought to $200,000 came at
the request of the Park and Recreation Commission after
consideration. I would like to read an excerpt from the
minutes of the Park and Recreation Commission meeting
held on October 1st, 1953 as follows:
"Topic of the special meeting was a review of the changes
made on sketches of the proposed community center building.
Chairman Paroulek passed out copies of the sketch to all
Commission members. All changes suggested by the Commission
at their regular meeting had been incorporated in the
revised sketch. Having met with the approval of the entire
Commission, it was agreed that sketch and accompanying
information be presented to the Council on October 5th."

For the above reason I feel the plans already approved
should be put in effect. Since this is not possible with
the present Council and since I am as anxious a the Park
and Recreation Commission to provide adequate recreation
for the City at the earliest possible date, I am going
to vote "yes" on the new contract.

Councilman Ortuno stated he voted "no" because he feels
we already have adequate plans on hand.

Recreation Commission be approved and equipment purchased
as requested.
Letter from the Parks and Recreation Commission recommend-
ing the following repairs and maintenance at the various
City Parks:
Memorial Park: cleaning, painting and adjusting of the Approval of
night lights at the ball park; relocate the horizontal park repairs
bars to different sections of the children's play area.
Slauson Park: acid wash of the pool, have pool ladder
J' set flush against the wall.
City Park: paint merry-go-round, and replace boards as
needed; remove light fixtures from bandshell and replace
with double outlets, repair and paint restroom in City Park.
Moved by Councilman Memmesheimer, seconded by Councilman
Barry, recommendations by the Parks and Recreation Com-
mission be accepted and taken care of by the Light and
Water Department and the Public Works department.
Motion carried unanimously.
The proposed improvements on the bath house were discussed.
Moved by Councilman Memmesheimer, seconded by Councilman Bath House
Barry and unanimously carried, that plans submitted by Mr. improvements
Pack be turned over to City Engineer Williamson and every- approved
thing possible be done by City forces in order to facili-
tate an early opening of pool. Engineer Williamson to
see that work is started and submit estimate of cost of
work not to be done by City employees. Motion carried
unanimously.
Notice of Conference of Southern California Mayors, County
Supervisors, and Civil Defense Directors in Los Angeles on Conference
Wednesday, April 7th at 12:00 o'clock noon. Mayors, eta.

Barry and unanimously carried, matter be referred to
Director Eccles for attendance and also Council members
who may wish to attend.
The minutes of the Library Board meeting of Thursday March
4th and a statement of Activities for February - 1954 were Library Board
submitted and ordered placed on file. minutes filed
Communication from Mayor Norris Poulson proclaiming the
week of April 4th as Civil Defense and Disaster Week
was read. Moved by Councilman Barry, seconded by Council
man Memmesheimer and unanimously carried, that the week Civil Defense
of April 4th to 10th be proclaimed Civil Defense and & Disaster

A proposed budget for the year of 1954 was submitted by, Chamber of

Letter from the Chamber of Commerce recommending the Chamber of
purchase of a stage curtain and carpeting. Commerce

be requested to submit an estimate of the cost of a new
curtain and carpeting for consideration by the Council.
Letter read from Charles Fox, President, Azusa Junior Jr.Chamber
Chamber of Commerce inviting the Council members and of Commerce
their wives/husbands to the Charter Banquet on April banquet
15, 1954 at the Rainbow Angling Club.
Moved by Councilman Memmesheimer, seconded by Councilman
Ortuno and unanimously carried, that City Clerk procure
tickets for the Council members, department heads and
wives/husbands and others as was approved for the Chamber
of Commerce dinner.

The'Los Angeles County Flood Control District replied
to the request for assistance in improving the crossing
of Little Dalton Wash at First Street in Azusa, stating
that, at the present time "it would not be a proper ex-
penditure of Flood Control Funds to assist in improve-
ments to the existing highway facilities... it appears
it will be several years before Congress appropriates
funds for construction in this area."
Moved by Councilman Memmesheimer, seconded by Councilman
Johnson and unanimously carried, that Engineer report on
estimate of cost of improvement of Little Dalton Wash for
the safety of the people.
Attorney Tscharner reported on the claim of Attorney
Snidow for past services and stated classy in his opinion,
was a just one and he recommended that it be allowed.
Moved by Councilman Memmesheimer, seconded by Councilman
Ortuno and unanimously carried, claim of Attorney Snidow
be approved as recommended.

The Constitution of the Azusa Mounted Police was pre-
sented to the Council for consideration.

and unanimously carried, that approval be granted to use
the name of the Azusa Police Department to the charter as
presented for the formation of the Azusa Mounted Police,
said charter to be filed with the Clerk.

Request from Carl E. Mallory to purchase the sludge from Request to
the sewer disposal plant at the rate of $5.00 per month purchase
said sludge to be hauled away as available. Matter re- sludge
ferred to the Attorney for recommendation of such contract.
It was recommended by the Azusa Health Deapartment that Clean-up
the City have a Clean -Up Week this year. Matter tabled Week tabled
until beginning of May when further discussion will be
held.
Permission requested for Southern California Edison Com-
pany for furnishing of electrical enerby to 149 So. Irwin-
dale Avenue. Moved by Councilman Memmesheimer, seconded
by.Councilman Barry, permission be granted to the Southern
_California Edison Company to serve electrical energy to
property located at 149 So. Irwindale Avenue and the
Mayor authorized to sign ]meter stating same. Motion
carried unanimously.

.,:It was recommended by Supt. Smith that William Desmond, Step raise -
maintenance man in the Light and Water Department be Wm.Desmond
'raised from step 1 to step 2 at a monthly salary of $271.00
effective April 1, 1954. Moved by Councilman Memmesheimer,
seconded by Councilman Barry and unanimously carried, that
Attorney be instructed to draw resolution accordingly.
Written reques6 was made for use of the Azusa City Park
for the annual Dog Show to be held on August 15th and
stating the need to enclose the area since that is a
requirement of the American Kennel Club.

Letter was received from Mr. Harry Sands regarding
f•' the difficulty in keeping the street cleaned since
the street cleaner is unable to operate because of
the heavy parking in that area by manufacturing
concerns. Matter referred to the Police Commissioner
to contact the manufacturing concerns in an effort to
remedy the parking situation.

The League of California Cities has recommended the
protesting of the State Auditors proposal that cities
use the 1950 Federal census instead of a special een- Proposal by

referred to Attorney with instructions to address letter

Announcement of the meeting of the Board of Arbitration
on the claims of Ralph Brooks, Engineer was made for Fri-
day April 9th. Moved by Councilman Johnson, seconded by
Councilman Memmesheimer and unanimously carried, that
Attorney employ 2 engineers and 1 architect as witnesses Arbitration
at arbitration board meetings and submitted demand for Board meeting
$25.00 fee to the A. R. A.
Councilman Barry asked Council to reconsider the elimina-
ing of the raised paved island at Orange Place and Third
Street. Matter referred to the Engineer for report.
Supt. Smith reported on the requests made for purchasing
obselete light standards now available and stated he
felt $20.00 a fair selling price. Moved by Councilman
Ortuno, seconded by Councilman Memmesheimer and unani- Sale of light

Fire Chief Madison stated the need for a water connection
in the Civil Defense watch tower.
