meeting was called to order at 5:15 p.m. by Chairman, Joe Torres. Mary Sandlin led CALL TO ORDER

The minutes of March 21, 1996 were approved as mailed. MINUTES APPROVED
Items number 1-6 were approved on a single motion by Mary Sandlin, seconded by Condie
Lopez.
1. Request from St. Frances of Rome to use game booths and portable stage on ST. FRANCES
June 7, 8 & 9, 1996 for annual Citrus Festival.
2. Request from American Savings to use Fun Jail as decoration for bank promotion. AMER. SAVINGS
3. Request from Azusa National Little League to use propane grill on Saturday, April AZ. NATIONAL L.L.
6, 1996 for league fund raiser.
4. Request from Ms. Alvarez to have a Moon Bounce at Northside Park on Saturday, MS. ALVAREZ
April 20, 1996.
5. Request from Sr. Center to use 10 tables on Thursday, april 11, 1996 for annual SR. CENTER
parking lot sale.
�... 6. Request from Rick Martinez to use 60 chairs on Sunday, April 21, 1996 for RICK MARTINEZ
daughter's baptism.
Item 7 tabled request from Park Department to have trees removed at 401 S. Angeleno, 911 TABLED REQUEST
N. Soldano and 313 S. Calera was reconsidered. After discussion it was motioned by Mary TO REMOVE TREES
Sandlin, seconded by Jack Bean, to remove trees at 401 S. Angeleno and 313 S. Calera,
and to table action on 911 N. Soldano.
Item 8 request to have parkway trees removed at 560 E. 5th and 216 E. Kirkwall was PARKWAY TREES
discussed. It was motioned by Mani Sandlin, seconded by Jack Bean to approve removal REMOVED
at both locations.
Item 9 request from Park Department to remove old dilapidated basketball court at Northside REMOVE B-BALL
Park. Staff reports that the blacktop is deteriorated, the backboards have been removed COURT AT
since the support posts are rusted out. Motioned by Condie Lopez, seconded by David NORTHSIDE
Santellan to approve removal and rejuvenation to lawn area.
Item 10 request from Public Works Supervisor to establish and appoint a three member ad- ESTABLISH A TREE
hoc tree committee. City Council approved the idea at their 4/1/96 meeting. It is suggested COMMITTEE
that one member each from the Parks & Recreation Commission and Tree Crew be
appointed and the third member from the community. Motioned by Harry Hoke, seconded
by Jack Bean to appoint Condie Lopez and Ross Montez. Staff to contact a community
representative (Tom Neff).

I' 11 request from Covina Police Department to use Northside Park ball fields on Sunday, COVINA POLICE
Iby 5, 1996 from a softball tournament to benefit at risk youth was presented. They are REQUEST
requesting use from 7:00 a.m. to 8:00 p.m. The use fee would be $310.00. The reason NORTHSIDE PARK
they want to use our fields is that "your fields are in great condition" and Covina's are "in BALL FIELDS
such poor condition". After a great deal of discussion it was motioned by Harry Hoke,
seconded by Jack Bean to allow the use. The motion was amended to allow for no fee.
Much discussion followed with these results: those in favor - Harry Hoke, Jack Bean, Joe
Torres; those opposed - Mary Sandlin, Dave Santellan; abstained - Condie Lopez. The
Director expressed concern over establishing a precedent which could have immeasurable
ramifications. Also, that City Council would have to approve a waiver. It was agreed to
send the request for waiver to City Council.
Invitation was read to the Pony League Opening Day, Thursday, April 11, 1996 at 7:00 p.m. INVITE TO PONY
at Gladstone Park. OPENING DAY
Louie Pedroza circulated a copy of a letter to the families of three deceased former Mayors TREES PLANTED
concerning tree planting ceremonies to be scheduled for April 18, 1996, the City's Arbor Day. FOR DECEASED
Trees will be planted for each of the past Mayors: Anthony Ortono, 1960 to 1964; Willard MAYORS
R. Decker, 1974 to 1976; and Edward A. Cooney, 1967 to 1968.
Staff reported on the fabulous grand opening of American Little League on Saturday, March GRAND OPENING

exactly on target. Tonight is the third week and we expect a great turn out since the
weather is so good. Lenore Gonzales is doing a fantastic job with this project.
Proposed development plans for the Monrovia Nursery property by Lewis Homes was MONROVIA
presented. There is great concern over the density being proposed and the small parcels NURSERY
for parks. It was agreed that we should stand firm on a larger single park rather than PROPERTY
several smaller parks which will not accommodate the projected increase in population by
the development. It was also suggested that we not allow any higher density than what is
being projected for Glendora.
Invitation was read to the annual Volunteer Recognition Dinner slated for april 25, 1996 from VOLUNTEER
5:30 to 8:30 p.m. at the Senior Center. RECOG. DINNER
There being no further business, the meeting was adjourned at 6:32 p.m. ADJOURN
Next meeting scheduled for April 18, 1996, at the Memorial Park Recreation Center. NEXT MTG. 4/18/96
