The meeting opened with the salute to the Flag. Invocation,was given by Reverend Stephen Kramer. Roll Call: Councilmen: Barry, Ortuno, Johnson, Memmesheimer Councilman Memmesheimer presided as Acting Mayor in the absence of Mayor Jackson. Tentative Map of Tract 17624, recommended by the Planning Commission, was submitted for approval of Council by the Engineer. Moved by Councilman Barry, seconded by Councilman Johnson and unanimously carried, th& map of Tract No. 17624 be approved, as recommended by the Planning Commission and the Engineer. 7:30 P.M. For canvassing of the ballots of the General Municipal Election held on April 13, 1954, the following Council- men were appointed: Councilman Barry, Inspector Councilman Ortuno, Judge Councilman Johnson, Clerk Upon completion of the canvass of the ballots, Councilman Ortuno offered the following resolution: 343 Flag Salute Invocation Roll Call Map of Tract No 17624 approved Councilmen appointed to canvass votes A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, TAS ANGELES COUNTY, CALIFORNIA, DECLARING THE RESULT OF THE OFFICIAL COUNT AND CANVASS OF THE VOTERS OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 13, 1954. The City Council of the City of Azusa does resolve as follows: WHEREAS, a General Munidpal Election was held and conducted in the City of Azusa, Los Angeles County, State of California, on Tuesday the 13th day of April, 1954, as required by law; and WHEREAS, it appears that notice of said election was duly and regularly given and that there were eight voting precincts established for said election consisting of consolidation of regular city precincts for holding State and County elections as regular city precincts for holding State and County elections as the same were and are established by the Board of Supervisors of`Los Angeles County, California; that election officials were appointed and election supplies furnished and that in all respects said election was held and conducted and returns thereof made and declared in time, form and manner as required by the General Election Laws of the State of California governing elections in cities of the fifth and sixth classes; and WHEREAS, the City Council of the City of Azusa met at the Council Chambers of said Council on Tuesday, the 20th day of April, 1954, to canvass the returns of said election and install the newly elected officers, whereupon said Council found that the number of votes cast, the names of the persons voted for, the result of said election and other matters required by law to be as hereinafter stated. NOW,,THEREFORE, it is hereby resolved and declared as follows: That said regular Municipal Election was held and conducted in the City,of Azusa, California, on Tuesday, the 13th day of April, 1954, in the -time, form and manner as required by law. 344 oo. 1 z CITY HALL AZUSA, CALIFORNIA TUESDAY APRIL 20, 1954 7:30 P.M. That there were eight voting precincts established for the purpose of holding said election, consisting of a consolidation of the regular election precincts established for holding General, state and County elections. That the whole number oY votes cast in said election in said City of Azusa was 2109. Number of absentee ballots 31, totaling 345 ELECTION RESOLUTION No. 2997 be amended as follows: "The members of the Personnel Board shall be residents of�the City of Azusa for a continuous period of at least one year immediately preceding appointment to said Board, shall be qualified electors of said City, and'shall serve without compensation. No person shall -be appointed to said Board who holds any salaried public office or employment nor shall any member, while a member after he has ceased for any reason to be a member, be eligible for appointment to any classified position in the service of the City?" PROPOSITION NO. 2: Shall subdivision (e) of Section 3 of the said Initiative Civil Service Ordinance which now reads as follows: Consolidated Precinct "Subdivision (e). Johnson were each elected to the office of member of the City Council of the City of Azusa, California, each for a term of four years; that Proposition No. 1 was'aarried with a majority vote and is hereby declared to be passed and adopted as an amendment to Section 2 was carried by a majority vote and is hereby declared to be passed and adopted - as an amendment to Subdivision (e) of Section 3 of the Initiative Civil Service Ordinance of the City of Azusa; that Propo& ion No. 3 of the•Initiative Civil Service Ordinance of the City of Azusa was carried with a majority vote and is hereby declared to be passed and adopted as an amendment to Section 7 of the Initiative Civil Service Ordinance of the City of Azusa. BE IT FURTHER RESOLVED that the City Clerk shall immediately take and deliver to each of said persons so elected a Certificate of Election signed by him and duly authenticated; that he shall also impose, or have imposed, and constitutional oath of office upon said persons so elected as members of the City Council and have them subscribe thereto and file the same in said office; UMJFU s 0 W M"104 nA t 3 I CITY HALL AZUSA, CALIFORNIA TUESDAY APRIL 20, 1954 7:30 P.M. that thereupon, each and all of said persons so elected to said respective offices shall be inducted in said respective office to which they have been eledted;" that Propositions No. 1, 2, and 3 are hereby declared to be effective amendments to that part of Initiative Civil Service Ordinance of the City of Azusa as here- inbefore set forth. BE IT FURTHER RESOLVED: that the Mayor of the City of Azusa shall sign this Resolution and the City Clerk shall attest the same and certify to the passage and adoption thereof. Martha Oath of Office Johnson, Cecil Romero and Clarence Fawcett. City Clerk acted as temporary chatman and declared nominations were upon for temporary chairman. Councilman Ortuno nominated Councilman Memmesheimer. Moved by Councilman Johnson and unanimously carried, Nominations hominations be closed. Councilman Ortuno nominated Councilman Romero for Mayor. Councilman Romero declined the nomination. Councilman Johnson nominated Councilman Memmesheimer for Mayor. Councilman Romero moved that nominations be closed. Motion carried by the following vote: 1 Ayes: Councilmen: Fawcett, Ortuno, Johnson, Romero `Noes: Councilman Memmesheimer ^Councilman Memmesheimer stated that he would accept" the nomination on condition that he would continue as Chairman of Police and Fire Departments. There were no objections. Councilman Johnson moved that Councilman Memmesheimer be appointed as Mayor of Azusa, seconded by Councilman ,. Romero. 'Motion carried unanimously. Councilman Memmesheimer acceptdd the chair and thanked the members of Council for their vote, also thanking the members of the audience for their interest and presence at the meeting. Nomination accepted 350 CITY HALL AZUSA, CALIFORNIA TUESDAY APRIL 20, 1954 Mayor Memmesheimer appointed Councilman Ortuno as representative of Council to attend the meeting of the San Gabriel Valley Planning Committee and to convey the feeling of Council concerning the proposed future boun- daries of the City. These boundaries, tentatively speci- fied, are not to be binding to the City in any way. Moved by Councilman Johnson, seconded by Councilman Faw- cett and unanimously carried, that Councilman Ortuno 'attend meeting giving the boundariesas set forth in the recommendation and which are to be, aensidered as mini- mum boundaries. The City not bound by this action. Supt. Smith, who arrived from a meeting of the Personnel Board, gave to the Council the recommendations of a sur- vey made by Kroeger and Associates regarding new classi- fications for the Light and Water Office. 7:30 P.M. The survey recommended the following classifications to be added: Utility Office Manager Accountant, salary range No. 24; Senior Account -Clerk Assistant Office Mana- ger, salary range #20; Cashier, salary range #18. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried, that Council accept recommendation of Kroeger & Associates, as set forth in the survey. Moved by Councilman Johnson, seconded by Councilman Ortuno and duly carried, that recommendation as submitted by the Personnel Board, be accepted and Louise Fawcett be placed on probationary basis of 4th step of Senior Account Clerk - Assistant Office Manager at rate of $358.00 per month. Attorney to be instructed to draw resolution accordingly; and position to be effective May 1, 1954. Councilman Fawcett passed on voting. 'Chairman of Finance and Chairman of Police reported on bid submitted for purchase of police car by R. W. Davis, and recommending acceptance of bid. Moved by.Councilman Ortuno, seconded by Councilman Fawcett, recommendation be accepted and bid awarded to 2.W.Davis. Motion carried unanimously. 351- Ortuno appoin- ted Planning Committee rep. Recommendations by Kroeger & Associates accepted Bid on police car accepted Mayor Memmesheimer appointed Councilman Fawcett as temporary Temporary Chairman of Public Ift Works, Councilman Johnson as Chairman appointments of Finance and Councilman Ortuno as Chairman of Public Utilities until the next regular meeting.
