CITY HALL AZUSA, CALIF. MONDAY MAY 24, 1954 8:00 P.M.
The City Council of the City of Azusa met in adjourned meeting
at the above time and place.

A request was received from Chief of Police that Sgt. Warren
be allowed to attend conference of International Association Request to

Moved by Councilman Memmesheimer, seconded by Councilman - approved
Ortuno and unanimously carried, that Sgt. Warren attend
conference of International Association of Identification
at Hobart, Lake County and be allowed $125.00 for expenses.
At the request of Police Chief Kendrick the starting date of Request date
employment for James Ping, probationary patrolman, to be set of emp. of
as of May 26, 1954 instead of June 1st, 1954. City Attorney Tas. P;ng
to make change in date on resolution to be prepared.
A report of parking on Sixth Street between San Gabriel and
Alameda Avenue and a proposed parking plan sketch'was submitted.
Two hour parking is recommended for this area.
Also recommended was that restrictions on parking be lifted from
a point -350 ft north of Foothill Blvd. on Alameda Avenue to Sante Recommend -
Fe Avenue on both sides and from a point 350 Ft. So of Foothill ations on
Blvd. to Sixth Street on Alameda (both sides). Other restric- parking
tions to remain.
In addition it is recommended that the plan of parking proposed
on Sixth Street, be considered for Azusa Avenue and Foothill
Blvd.
Moved by Councilman Ortuno, seconded by Councilman Fawcett that
the recommendation of the Chief of Police for Sixth Street
parking be_given a trial. Motion carried unanimously.

The Chief of Police does not recommend the issuing of a
summer uniform shirt to the reserves as requested by them in

The Chief of Police recommends that the hourly rate of reserve
officers be increased from $1.25 to $1.50 per hour.
Discussions of the recommendations followed.
It was moved by Councilman Fawcett, seconded by Councilman
Johnson that the City Attorney be instructed to draw up a
resolution increasing the salary of reserve officers from
$1.25 to $1.50 per hour, effective June 1, 1954.
Motion carried by the following vote:

Noes: Councilman Ortuno
Councilman Ortuno later changed to an "Aye" vote.
Councilman Ortuno stated that he felt that if a reserve officer
has been in the service for at least one year he should be
entitled to one shirt.
Moved by,Councilman Ortuno, seconded by Councilman Romero
that the City Attorney be instructed to draw up a resolution
allowing a reserve officer one summer shirt a year after
being in the employ of the Police Dept, for at least a year.
Motion passed by the following vote:

Ralph Brooks presented drawings of assessment District
1953-7' 1911 Act for South Orange, South Louise and
Jackson Avenues. Mr. Brooks explained that the Council
should first approve his agreement as Engineer of Work
for this project.
Mayor Memmesheimer stated that it had been agreed by
Council, and by a portion of this Council, that Mr.Brooks
carry this,1911 Act through to completion.
Mr. Brooks'offered a brief summary of the agreement and
explained that the first portion of the work had been '
done and paid=for by the City which included the field
work arid`setting of construction stakes.
City Attorney questioned the<�agreement as to inspection
of work which was not mentioned and the City Engineer feels
he should noV inspect the work of another.
Mr. Brooks stated that the most.economical way would be for
the Supt, of Streets and City Engineer to do the inspecting
and he would -.gladly answer any question of interpretation of
the specifications. Discussion was.held as'to inspection
being, made- onr the project, and -.whether or not to inclu de in
the agreement.that Mr. Brooks -furnish the inspection.
Upon advice of wording by the Attorney, Councilman Ortuno
moved --that certain agreement dated the 24th'day of May, 1954
wherein the City of Azusa is referred to as the City and
RalphIS. Brooks as Engineer of Work, which agreement is now
on file in the office of the City Clerk of the City of Azusa,
is hereby.Approved and the Ma#or:..is=hereby authorized and
directed to'sign the same in behalf of the City and place
the Seal of the City thereon and the City Clerk to attest
the same._"'
Motion seconded by Councilman Fawcett and carried by
unanimous vote.

A Special Council Contract was submitted by the firm -of
O'Melveny and Myers regarding the',assessment District 1953-7.
CouncilmanOrtuno moved that that certain contract dated the
24th day of'May 1954, wherein the,City of•Azusa is referred
to as the City and O'Melveny and Myers is referred to as
Attorneys, which agreement is now on file in the office of
the City Clerk of the City of Azusa, is hereby approved and
the Mayor is,:hereby authorized and -directed to sign the same
in behalf of the City and place the Seal of the City thereon
and the City Clerk to attest to the same.
Motion seconded by Councilman Fawcett and carried by uananimous

The Planning Commission recommended to the City Council that the

grant permission to construct a carport from the residence to a

The Planning Commission recommends that the Council authorize
the Commission to investigate the need and cost of a Master
Zoning Plan to the City and to report it's findings to the
Council.
Moved,by Councilman Johnson, seconded by Councilman Fawcett
and unanimously carried, that the Planning Commission be
authorized to seek information as to need and costs of a
Master Zoning Plan and to report findings to Council.
It was moved by Councilman Ortuno, seconded by Councilman
Johnson and carried that the Clerk be authorized to purchase
4 booklets on the subject of annexation and incorporation
as.requested by the Planning Commission.

A copy of a letter addressed to the Regional Planning Commission,
signed by the Chairman of the Planning Commission was read which
stated the recommendations of the City Planning Commission re-
garding proposed Tract No. 20239 to be located at the corner of
Ben Lomand'and Gladstone.
Eligibility lists for the positions of Fire Captain and Fire
Engineer,' established by interdepartmental examinations were
submitted with letters from Fire Chief M. Madison recommending
that Robert"Torrance be promoted to the position of Fire Captain
at the"rate'of $423.00 per month effective May 16, 1954 and that
John Littlefield be appointed as Fire Engineer at the rate of
$378.06'per month effective May 16, 1954. AppItments

unanimously carried, that recommendations of Mr. Madison be & Fire Eng.
accepted and City Attorney be instructed to draw resolutions approved
on both -men.
Letter recommending a pay raise for William Homer, Park Foreman,
to $358':00 per month was introduced. The question of effective Pay raise
date was discussed. approved-
Moved'by Councilman Fawcett, seconded by Councilman Johnson, W. Homer
that the pay raise of William Homer to 358:00 per month be
'effective May 16th and the Attorney be instructed to draw a
resolution to that effect. Motion carried by the following
vote:

Councilman Ortuno passed his vote.
The Personnel Board submitted the recommendations on duties and
salary range for Jr. Engineer as previously"requested. Notiee of
examination' -for the position had been advertised ind.approval of
Council on the salary range #25 was needed.
Moved by Councilman Ortuno, seconded by Councilman Johnson and Position of
unanimdusly'carried, that the City Council'shall accept the (Jr. Eng.
recomme'ndW salary range No. 25 for the position of Junior Engineer.
Mayor Memmesheimer suggested that the resolution regarding setting
up of a Public Works Improvement Fund, for construction of dewer
lines,'be put on the agenda for the budget meeting with the auditor
tentatively set for around June 15th, after discussing the need
for starting the preliminary work.

A request vias submitted by the Public Works Dept. for per-
mission to`hire five temporary employees for the Street Temporary
Department;' employees
Moved'by Councilman Fawcett, seconded by Councilman Ortuno approved
and unanimously carried, that the Supt of Streets be authorized
to hire five temporary employees for the Street Department. The
starting dates would be set by the Supt, of Streets as the men
become available.
Councilman Fawcett stated that since the City did not furnish a
car for the City Engineer he would like to eee a mileage allow-
ance f'given'for using his personal car on City business.
Discussion was held concerning a flat rate allowance, etc.
Councilman Ortuno moved, seconded by Councilman Fawcett, that Mileage
the City Engineer be permitted to use his personal car at the rate -Eng.
allowable rate of eight (8) cents per mile as set up for City approved
transportation, and that the Engineer furnish the'City with
a certificate of insurance showing coverage of liability against
the City. Motion passed unanimously.
The City Engineer reported that work is being carried on on East
Hollyvale from Pasadena Avenue east and the work should be com-
pleted•in about a month.
Mayor Memmesheimer requ5sted the Engineer to check condition of
Third Street east from Pasadena Avenue and to report. Cost of
relocation -
Mr. Williamson reported on the estimated costs which would Paramount Ave
occur in connection with the relocating of the house on the
$iece of land at Paramount and Orange Avenues. The cost being
4250.• For moving the house, $750- Foundations, sewer connections,
etc. $2250, and for grading out for the street, sidewalks, etc.
about $1250.
It was moved by Councilman Fawcett, seconded by Councilman Johnson
'that the City Attorney and the City Engineer be instructed to take
the necessary legal steps to get conveyance of property (quit
claim deed,'etc.) at Paramount and Orange Avenues, so that the
City mdy proceed with moving the house, and in addition to get
necessary legal papers for conveying to the City land on Orange
Avenue'owned by the Southern Emanuel Baptist Church, and for
other owners who have agreed to dedicate such land to the City,
to.enable Orange Avenue to be made into a full width street.
Motion passed by unanimous vote.

City Engineer Williamson recommended to Council that the accept
the plans and specifications for street improvements on they
Street Imp.
Bayless aI'Hollyvale Streets which were completed by Ralph 4th,Bayless
Brooks'; with'the exception that he would recommend adding & Hollyvale
sealcoat torthe 18 ft existing center strip paving. The Addi-
tional'cost would approximate $1600 which would be borne by
the City.
Councilman Fawcett moved, seconded by Councilman Romero, that
the City Clerk be authorized to advertise for bids for the im-
provement of 4th, Bayless and Hollyvale Streets as set forth
in the original specifications and in addition to include seal -
coat of center 18 ft strip, specifications to be furnished by
the City Engiheer. Bids to be opened on the meeting of July 6,
'1954. Motion passed by the following vote.

City Engineer reported on drainage problem on Grandview, Grandin
and Angeleno Avenue. Gutter had been installed at wrong grade Engineer
recommends breaking out gutter and establishing new grade, report
estimated cost $400 with City forces.

•Johnson that City Engineer correct condition using
`City-foraes. Motion duly carried, Councilman Ortuno

City Engineer reported on request from Church of God to
erect directional signs on Highway 66 and recommend that
this request be denied due to the large number of churches
in the area and the establishing of a precedent.

A request was submitted by the Chamber of Commerce for
permission to use the office now occupied by the Personnel
Clerk in event that the Personnel Clerk would be moved to
other quarters.
The City Engineer was instructed to make a further -survey
''of the space in the Legion Hall with the idea of moving
the Personnel Clerk to that building.
The Chamber of Commerce to be notified that, as soon as
the City can make additional space available to them;"'the

A resoltitiori from the City is necessary to obtain allot-
ment. Mr. Williamson stated that this allottment will be
considered in the budget to be set up.
It was'suggested by the Mayor that the City Engineer and
City Attorney work together on this resolution.

A letter was received commending Dr. Stong for his contri-
bution in the Government Series "E" Bond Drive.
Moved by Councilman Fawcett, seconded by Councilman Johnson
aJit that the City Attorney be instructed to draw a resolu-
tion commending Dr. Stong. Motion carried unanimously.

AGREEMENT FOR THE ELECTRICAL DISTRIBUTION FACILITIES AND ENERBY
BETWEEN THE CITY OF AZUSA AND AZUSA MEAT PACKERS AND AUTHORIZING
THE MAYOR TO,SIGN AND THE CITY CLERK TO ATTEST SAME. Resolution
Moved by Councilman Johnson, seconded by Councilman Romero
and Unanimously carried, that resolution be adoptdd as read
and numbered Resolution No. 3024.
Absent: Councilman Ortuno
City Clerk asked clarification by the Council for handling
fireworks sales permits.
It was agreed by Council that it should be handled as in the
past; application shall be made`to the Fire Chief in writing
and must meet with his approval'as to location and to other
necessary precautions required.
Mayor Memmesheimer moved that the new contract with the Los
' Angeles County Health Department be referred to the City
Attorney'by study and report. Motion seconded by Bouncilman
Romero and duly carried.

Notice"Prom the Board of Equalization for OFF SALE BEER AND
WINE by B. Gorski at 101 S. Azusa Avenue. Mayor Memmesheimer
asked if any member of Council wished"to go on record in this
matter. There were no protests.'

Resolution No. 985 of the City of Glendora declaring their
intention -to annex territory within three miles of the City
of Azusa was introduced. It is the desire of the City of
Glendora that the City of Azusa show by resolution approval
or objebtions as to the proposed annexation.
The City Attorney presented printer's proofs for codifying
of the'City Ordinances. He stated that they will have to
be compared and recommended that'the Clerk be authorized to
employ"two people to make the necessary comparisons.
Moved by Councilman Johnson, seconded"by Councilman Romero
that the City Clerk be authorized to employ two people to
make the"necessary comparisons, by proof-reading of the
Ordinances for codifying. Motion carried unanimously.
Absent:'Councilman Ortuno.
Councilman Johnson moved, seconded by Councilman Romero,
that a partial payment of $500 be paid'to the Azusa Canyon
City News for work done on printing of the codification of
City Ordinances.
It was stated by Mayor Memmesheimer that unless there were
objections this bill could be included with the bills and
requisitions. There were no objections.

Councilman Johnson brought to the Council's attention
calls received by her from residents in the neil3hborhood
of Memorial Park complaining at the annoyance caused by
the gas engines in the park on Saturdays and Sundays.
It was moved'by Councilman Johnson, seconded by Councilman
Fawcett; and.unanimously carried, that the City Attorney
investigate the matter of operating gas engines, model
planes, etc., in Memorial Park.
