The City Council of the City of Azusa met in regular adjourned
Special
session at the above time and place.

Discussion was held regarding payment to the Chamber of Commerce
of the difference between $8500 requested and the amount which

$1,894.51. Attorney Tscharner reported that the figures shown
to him were in order with the possible exception of expenditures
for salaries and warned that salaries in the future must be handled
in a different manner than by direct payments made by the City or
the reports will not be approved for payment. The demand was

The City Engineer presented to the Council a tentative Major
Street, Plan. This plan called for deleting some streets now Engineer
considered as Major and added others. He stated that Council submits
would have to approve those streets designated as major after Major Stree

The City Engineer recommended that the contract for the Utility Utility Bld!

unanimously carried that the recommendation of the Engineer be
accepted and the bid be awarded to the lowest bidder, Dusty
Rhodes, for construction of Utility Building and to include

Virgil Smith, Supt. of Light and Water, reported on a Street Street Light -
Lighting Survey which had been requested by the Council. Mr. ing Survey
Smith recommended that a concrete marbelite standard be used discussed
instead of steel because of maintenance costs. Figuring on
842 poles, the total estimated cost for the incandescent type
was $2dO,175.50. Estimated cost for Mercury vapor type was
$364,459.70, a difference of $840264.20. It was pointed out
that the Mercury vapor type would give 2a times the amount of
light for z the amount of energy used in the indandescent type.
Mr. Smith was of the opinion that the program could be completed
in about a three year period and could possibly be financed from
the light Fund.
Mayor Memmesheimer suggested that the Engineer go over the survey
with the Supt. of Light and Water and that a meeting be held with
the Council for study and decision as to the period of time for
the project.
Moved by Councilman Johnson, seconded by Councilman Romero that
' the report be tabled until a meeting is called solely for the
purpose of making a study of the project. Motion carried unanimously.
Councilman Fawcett stated that, in view of the lighting survey
being made and on the basis of the report he would offer a resolu-

Moved by,Councilman Ortuno, seconded by Councilman Romero
and unanimously carried, that resolution be adopted as read
and numbered Resolution No. 3036.
It was recommended by the Supt, of Light and Water that
safety standards be set up for various tools used by the
Light Department, particularly safety and climbing belts;
and that the City furnish belts to the men if, upon ins-
pection, it is found the equipment is below standard.
Estimated cost would be between $300-400 per year. Ins-
pection would be by the gang foreman and a limit would be
set on the number of belts issued each year.
Moved by Councilman Ortuno, seconded by Councilman Romero
and unanimously carried, that the recommendation of the
Supt. be accepted; that safety standards be met and that
a monthly report of tool conditions be subzhitted to the
Supt. by the gang foreman.

The Personnel Board submitted for Council approval a recom-
mendation that the Police Department be placed on a 40 -hour
work week and that no extra compensation be paid for holiday
time worked. It was anticipated that an additional three men
would have to be hired to take care of the work spread.
Moved by Councilman Romero, seconded by Councilman Ortuno and
unanimously carried, that the recommendation of the Personnel
Board be accepted and that the Police Department establish a
40 -hour week effective July 1, 1954 and the City Attorney be
instructed to draw resolution to this effect.
The Police Department requested use of the room vacated by the
Building Inspection Department as an interrogation room.
Moved by 'Councilman Fawcett, seconded by Councilman Romero
and unanimously carried, that the Police Department be allow-
ed to use the room vacated by the Building Department for
an interrogation office and be authorized to expend the
money to make necessary alterations and for moving telephones.
The Personnel Board submitted to the Council a letter stating
that the Board had amended the Rules and Regulations, Rule VI
(Pay Plan) Sec. 47 (Administration of the Plan) so that the 5
steps of the plan as now in effect shall be changed to be as
follows:

Fire Chief Madison requested permission to employ Michael Chenard
as a'probationary fireman on lst step, $320.00 per month, effec-
tive June 16, 1954 and that fire Engineer Iverson work b hour Request for

A letter was received from Mrs. Anita Gannon of 449 So.Enid
Ave. complaining of the hazardous condition existing in vacant
lots by uncontrolled weed growth, and the lack of enforcement of
lot clearing. Complaint of
Mayor Memmesheimer instructed the Clerk to:write to Mrs. Mrs. Gannon -
Gannon explaining it as an undesirable situation recognized weeds
by all and that weed abatement would be started as quickly
as possible by the Fire and Public Works Departments.
The City Clerk requested permission to attend the Institute
for City Clerks to be held in Fresno on June 24th and 25th.
Moved by Councilman Memmesheimer, seconded by Councilman
Ortuno and unanimously carried, that the Clerk be allowed to
attend the Institute and that he be allowed $150.00 to cover
expenses.
Police Chief Kendrick recommended the installation of stop
signs at various intersections, particularly in the Rodecker
Tract.

that the recommendations of the Police Department Chief for
erecting stop signs be accepted and the City Attorney draw
resolution to that effect.

Councilman Johnson passed.
The following recommendation was submitted by the Chief of
Police after astudy was made of the request from the Park
and Recreation Commission that 4th Street, between Angeleno
and Orange Avenues be blocked off permanently:
1. That the crosswalk on 4th Street at school gate be
repainted.
2. Purchase and install two push button school sials
and bases (estimate at 1500 each signal and $25reach
base)

A letter was received from the Los Angeles Water Pollution Board
regarding a long range engineering study to be made of sewerage
disposal and other affiliated problems.
Moved by Councilman Johson, seconded by Councilman Fawcett,
that the City Clerk write the Chief Engineer Rawn of Sani-
tation District No. 22 stating that, as this City has joined
District No. 22, this is a problem that §could be considered
by their office for recommendations. Motion carried.

A request was received from the St. Francis Church for
assistance from the City in making a temporary hookup of
lights for the fiesta to be held by the church.
Moved by Councilman Ortuno, seconded by Councilman Romero
and'carried unanimously, that the Light Department be auth-
orized to make a temporary hookup for the Church Fiesta.
' A request was received for the Council to grant a business
license permit to Walter Meinhardt for painting house numbers
on curbs.
It was brought out that such a project is contbmplated by one
of the service clubs.

and unanimously carried, that the request for such a license
be denied.
