The Cit)( Council of the City of Azusa met in regular session at the above time and place. The Salute to the Flag was led by Mayor Memmesheimer and Rev. Father Woods offered invocation. Salute to Flag Invocation Present"at Roll Call: Councilmen: Johnson, Romero, Memmesheimer City Clerk, City Attorney, r City Engineer a Minutes'of the regular meeting of June 7th and the adjourned ' meeting'of June 10th were ordered approved as submitted. The Clerk announced that one bid had been received in reply to Notice Inviting Bids for sale by the City of a used "sludge grinder". Moved by Councilman Johnson, seconded by Councilman Romero and duly carried, that the bid be opened and publicly declared. Absent: Councilmen Fawcett and Ortuno. Councilman Fawcett entered the meeting and was seated. Gordon Dondraker and Company submitted a bid for $60.00 for sludge grinder. Upon uestioning the City Engineer'stated that, in his opinion, 60.00 was a fAir bid. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried, that the City Council accept -the bid of $60.00 submitted by the Gordon Sondraker Company for the purchase of sludge grinder from the City. Absent:'Councilman Ortuno City Clerk announced that one bid had been received in answer to Notice -Inviting Bids for the collection of garbage in the City. Moved by Councilman Johnson, seconded by Councilman Romero and duly carried, that the bid for collection of garbage 'be opeied and publicly declared. Absent: Councilman Ortuno The bid'of H. S. Conrad, Valley Disposal Company, was in the amount of $965.00 per month for the garbage collection in the City of Azusa for the period July 1, 1954 to and through June 30; 1957 with additional stops to be paid for by the City at the rate of.40¢ each. Mr. H;S Conrad agreed to furnish a bond in the amount of $1000 instead'of $500 as called for. Moved by -Councilman Romero, seconded by Councilman Fawcett and duly carried, that the bid of H.S. Conrad, Valley Disposal Com- pany be accepted and that the City Attorney be instructed to draw an'agreement between the City of Azusa and H.S .SConrad Valley Disposal Company with a bond in the amount of $1000 to be furnished by H.S. Conrad. Absent: Councilman Ortuno Councilman Ortuno entered the meeting and was seated. The City -Clerk presented the Affidavit of Publication, Affidavit of Mailing Notices, and Affidavit of Posting. Moved by Councilman Memmesheimer, seconded by Councilman Fawcett and unanimously carried, that Affidavits be accepted and ordered filed. The Mayor requested the Clerk to read any written protests which may have been filed. The City Clerk announced that no written No Protests protests had been filed with his office. The Mayor -announced the City Council will now hear any No Protests ..oral protests or objections concerning the work, extent of assessment district or grades. There were no oral protests. Councilman Ortuno offered the following resolution: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA MAKING FINDINGS AND OVERRULING PROTESTS AND OBJECTIONS. RESOLUTION (Assessment District No. 1953--7)(Louise Avenue) NO. 3037 WHEREAS, this City Council by its Resolution No. 3014, adopted'on the 24th day of May, 1954, declared it's intention to order.the construction of certain street work and appurten- nees and appurtenant work under the Improvement Act of 1911, ivision 7 of the Streets and Highways Code and in said Resolu- ion fixed the 21st day of June 1954, at the hour of 7:30 P.M. 'clock; in the Council Chambers of this City Council, as the time and place for the hearing before this City Council of protests and objections; and WHEREAS, at the time and place fixed in said Resolution No. 3014, a hearing was duly held by'this City Council at which all written protests or objections, if any, were duly presented and read -and all persons desiring to be heard.thereon were heard and this City Council gave all persons present an opportunity to be heard'in respect of any matter relating to the work proposed in said Resolution No. 3014 or the boundaries of the Assessment Dis- trict described therein, or in any way relating to the proceedings proposed by=said Resolution No. 3014: and WHEREAS, all persons desiring to appear and be heard have been heard,"and this City Council has taken evidence relating to said proposed work, the boundaries of the proposed assessment district and'the benefits to the property to be included in the proposed assessment district, and is fully informed in the premises; NOW, THEREFORE, the City Council of the City of Azusa, Cali- fornia,,DOES HEREBY FIND, RESOLVE, DETERMINE AND ORDER as follows: Section 1. Councilman Ortuno offered the following resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA DETERMINING THE GENERAL PREVAILING RATE FOR LEGAL HOLIDAY AND OVERTIME WORK IN THE CITY OF AZUSA FOR CERTAIN CRAFTS OR TYPES OF WORKMEN. (Assessment District No. 1953-7) Resolution No. 3039 Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried, resolution be adopted as read and numbered Resolution No. 3039. ,Councilman Ortuno offered the following resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA DIRECTING THAT CERTAIN STREET WORK BE DONE UNDER THE DIRECTION AND TO THE SATISFACTION OF THE ENGINEER OF WORK, (Assessment Resolution District No. 1953-7) No. 3040 (Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried, that resolution be adopted as read and numbered Resolution No. 3040. Moved by Councilman Ortuno, seconded by Councilman Fawcett and duly.carried, that the City Clerk advise the Green Sheet and other publications of the job to be let for bids. Mr. Frank Shipper, of the Chamber of Commerce, asked for the thinking and what the policy of the Council would be regarding Annexation the possible annexation of the proposed Hadley -Cherry Tract No. discussion 19809.' After some discussion it was -deemed advisable to hold this matter over until another meeting on Thursday June 24th. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried, that the Supt, of Light and Water and the City Engineer contact Hadley -Cherry representatives and arrange a meeting between the City Council and them for further discussion of the matter. Members of the Duarte Chamber of Commerce asked for the feeling of the Council and the expression of Azusa's policy towards further annexation west of San Gabriel River. Duarte Repre- Moved by Councilman Johnson, seconded by Councilman Fawcett sentt ive re: and unanimously carried that the Duarte Chamber of Commerce Annexation be informed that the present intention of this City is that it'does'not wish to annex land across the San Gabriel River. The eligibility list for Engineering Assistant was submitted. City Engineer Williamson recommended employing the second man on the list, Shelley Jones. Asst, Emg. Moved -by Councilman Johnson, seconded by Councilman Ortuno appt'd.- and duly carried, that the recommendation of the City Engineer S. Jones be accepted and that Shelley Jones be employed at the 1st step of the salary range, effective June 22, 1954 and the City At- torney be instructed to draw resolution accordingly. The eligibility list for Utility Office Manager was presented Supt. Smith requested additional time for further interviews of the persons on the list. Moved -by Councilman Ortuno, seconded by Councilman Johnson and Eligibility duly carried, that the matter of hiring a Utility Office list -Utility Manager'be tabled until July 6, 1954 in order to allow more Office Mgr. time for interviews by the Supt, of Light and Water Dept. UMJFU Because of the 40 hour week to be established in the Police Appt. of 3 Department the Chief of Police recommended the hiring of probationary three probationary patrolmen at the first step, $302.00 per month, effective July 1, 1954, namely: Gordon Silvius, Lawrence E. Maxson and Robert S. Sinclair. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried, that the City Council accept the recommendation of the Police Chief and the City Attorney be intriicted to draw resolution accordingly. The Chief of Police requested permission to purchase 2 desks and 2 chairs (used) for use in the interrogation office. Request for It was brought out that there were desks and chairs stored purchase of by the'Light and Water Department in their warehouse. desks & chairs Moved by Councilman Romero, seconded by Councilman Ortuno and duly carried, that the Chief of Police investigate the desks and chairs stored by the Light and Water Department for 'possible use by the Police Department and, if not suitable, authorization be given to purchase 2 desks and 2 chairs. Police Chief Kendridks submitted a report regarding application of Marvin B. -Cook to obtain a permit to conduct a taxi business ' in the City. He recommended that the applicant show public es necsity and that adequate offstreet parking is provided. Moved by Councilman Fawcett, seconded by Councilman Ortuno Request for and unanimously carried, that the Council accept the recom- taxi business mendations of the Police Department and that the City Clerk operation notify Mr. Cook and have :-him show cause of public necessity and show where adequate offstreet parking would be available if a permit were to be issued. Minutes'of the Planning Commission meeting of June 16th, 1954 were discussed. The question of access to the garage space Request for for third car at the triplex being built at Vernon Avenue at additional First Street being in accord with the Zoning Ordinance was garage space considered. Moved by Councilman Romero, seconded by Councilman Fawcett, that this be referred to the City Engineer and City Attorney for study. First Street, Variance - for a variance from R 1 to R 3 be taken under advisement and Mrs. D.Fennell 439 CITY HALL AZUSA, CALIFORNIA MONDAY JUNE 21, 1954 7:30 P.M. 1I.Business of the -Personnel Board, which had been tabled from Personnel the previous Council meeting was discussed regarding the Board recom- amendirig of Rule VI (Pay Plan) Sec. 47 of the Rules and mendation Regulations. This plan would result in an employee obtain- approved ing the 5th step in a seven year period, as outlined in the report of the Personnel Board dated June 7, 1954. Mr. Jay Benson, Chairman of the Personnel Board, explained the rule change. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, that the City Council accept the recommendation of the Personnel Board regarding the amending Personnel Board Rules and Regulations, Rule VI, Sec. 47. Johnson addressed Council suggesting that a Appointed to plan be worked out to divide the 300 ft. lots on Vernon study rezon- and Virginia Avenue, possibly by putting a "T" or dead end ing of lots street through the properties. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried, that the Council appoint two members and ' Planning Commission Chairoan James Paul appoint 2 members of the Planning Commission, together with the City Engineer and the City Attorney to study and develop a.plan for better usage of the deep lot situation. Councilman Johnson disqualified herself from voting. Council Written request was received from the Girl Scouts for per- mission to erect a roof over picnic tables in the rear yard at the Girl Scout Hall. Mooed by Councilman Fawcett, seconded by Councilman Romero and.unanimously carried, that the Girl Scouts be granted permission to erect the roof over the picnic tables and that the structure should conform with the rest of the park and with the stipulation that delivery trucks would not haul materials over the lawns. Also, any future building should be taken up with the Park and Recreation Commission in sufficient time for study and recommendation by the Commis- sion. Request of Girl Scouts for erection of shelter. Upon request it was moved by Councilman Fawcett, seconded ' by Councilman Romero and duly carried, that the Ground Ob- G.O.C. server Corp. be granted funds for the purchase of 100 three request cent stamps and 500 postal cards. Department of Public Works and the Engineering Department requested permission to employ Miss Patricia Urquhart as a temporary Steno -Clerk effective immediately. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried, that the -City Engineer and Public Works Department be authorized to hire Patricia Urquhart as a temporary Steno -Clerk for a period not to exceed 90 days, effective immediately. Moved by Councilman Johnson, seconded by Councilman Fawcett To Advertise and unanimously carried, the Personnel Clerk be instructed for Typist - to advertise for a typist -clerk and to set up examinations Clerk for the position. The City Engineer reported that the State would construct a footbridge over Dalton Wash on Azusa Avenue and the City would be required to erect a sidewald north on Azusa Ave. to the crosswalk at Paramount Avenue and south to connect with the existing sidewalk; also to erect some chain link fence. Moved by Councilman Ortuno, seconded by councilman Fawcett ' and unanimously carried, that the City Engineer shall proceed with the necessary plans and arrangements. City Engineer Williamson submitted a report on the inspection of the .remises occupied by Warren's Cafe at 112 E. Foothill Blvd. Also presented was a report of inspection by the Los Angeles County Health Department of the premisAs. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously, carried, that the City Clerk withhold the re- newal of the Business License for Warren's Cafe and to notify the State Board of Equalization of 'Council action. The City Attorney to modify the Business License Ordinance to take care of renewal clause. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried, that Personnel Clerk advertise and set,up an examination for maintenance man and groundsman Gardener. 7:30 P.M. The need for a ventilation system in the Public Works Building was stated by the Supt. of Public Works. It was his recommendation that a forced air cooling system would be' the most practical. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, that Supt. of Public Works adver- tise in the local papers and get bids on ventilation system recommended and refer to the Chairman of Finance and Chair- man,of Public Works for approval and report. Mr. Motley of the State Division of Housing addressed the Council on the subject of substandard housing at the N.E. corner of First Street and Alameda Avenue, Lots 1, 2, of Mt.View Extension Tract. Thermatter of condemning the buildings was discussed adn it was'pointed out that a Title Search would be necessary to establish ownership and other interested parties. Moved by'Councilman Fawcett, seconded by Councilman Ortuno and duly carried, that the City Attorney be authorized to have the necessary certification of title of lots 1 and 2 of Mountain View Extension Tract for condemnation proceedings. It,was recommended by the Supt, of Public'Works that sewer lines should be laid in East Hollyvale Street (east from Pasadena Avenue) before the paving of the street. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, that the Supt. of Streets be authorized to put in trunk line extension on E. Hollyvale Street. Councilman.Johnson offered the following resolution entitled: Im Resolution No. 3045 - Contract with School District RESOLUTION'CONSENTING TO THE ANNEXATION BY THE CI -TY OF GLEN= Resolution DORA OF THAT TERRITORY DESIGNATED AS SOUTHERLY ANNEXATION No. 3o46 - DISTRICT NO.'1, Glendora Annexation Moved by Councilman Johnson, seconded by Councilman Fawcett Dist.No. 1 and unanimously carried, that resolution be adopted as read and numbered Resolution No. 3046. Supt. Smith of Light and Water Dept. recommended that men who replace the regular foremen, while they are on Vacation, should receive the same rate of pay as the men whose places they fill. Moved by Councilman Ortuno, seconded by Councilman Fawcett and Foremen's unanimously carried, that the men serving as relief vacation Pay to foremen shall be apid the same rate as the -regular foremen being relief men relieved. This to apply to all departments. City Attorney to draw resolution to this effect. Request for a review of payment to Council Stenographer tabled until adjourned meeting on Thursday, July 24th. - Appointments to Commissions tabled until Thursday meeting.
