CITY HALL AZUSA, CALIFORNIA THURSDAY JUNE 24, 1954 7:30 P.M.
The City Council of the City of Azusa met in adjourned
session at the above time and place.
Roll Call: Councilmen: Ortuno, Johnson, Romero,
Memmesheimer
City Attourney, City Engineer, Deputy'Clerk Roll Call
Absent: Councilman Fawcett, City Clerk
Mayor Memmesheimer called the meeting to order and suggested
that the matter of the Recreation Center plans, which were
'to be discussed, be held as an informal meeting and that
Council'recess for a specified time to do so.,
Moved by Councilman Johnson; seconded by Councilman Ortuno Recess
and 'unanimously carried, that Council recess until 8:30 P.M.
for the purpose of holding an informal meeting with the Park
and Recreation Commission.
Mr. Ben Parker submitted floor plan of the proposed Recreation
Center and explained details of the plans, costs, etc. The Joint meeting
possibilities of including as many items as possible and stay with Park &
within the proposed cost was discussed together with possible Recreation Con
future demands. The Council agreed on the importance of certain
items with regard to the comparative cost of others. Preliminary
plans, if possible, to be presented to the Council at the next
regular meeting for approval.
Mayor Memmesheimer recommended the following appointments to
the Planning Commission Board: reappointment of Cornelius Ayon
and Mrs. Louise Culver and the appointment of Mr. Jens Solem.
Appointments to be for a 3 year period expiring on June 30,1957.
Moved by Councilman Ortuno, seconded by Councilman Johnson and
unanimously carried, that recommendations of Mayor Memmesheimer
be approved and Cornelius Ayon and Mrs. Louise Culver be reap-
pointed and Jens Solem appointed to the Planning Commission.
It was recommended by Mayor Memmesheimer that Miss Lillian
Trujillo and Mrs. Mattie Owens be reappointed to the Library
Board.
Moved by Councilman Ortuno, seconded by Councilman Romero
and unanimously carried, that recommendation of Mayor Memme-
sheimer be approved and Miss Lillian Trujillo and Mrs. Mattie
Owans be reappointed to the Library Board for the term
expiring June 30, 1957.
Mayor Memmesheimer recommended the appointment of Tony Aguilar
to the Park and Recreation Commission for the period expiring
June 30, 1957.
.Moved by Councilman Ortuno, seconded by Councilman Romero and
unanimously carried, that recommendation of Mayor Memmesheimer
be approved and Tony Aguilar be appointed to the Park and
Recreation Commission.
Councilman Fawcett entered the Council chambers and was seated.
Councilman Fawcett presented plan for additional parking space
for the Police and Fire Departments, which would give these
departments more space for ingress and egress of cars.
Additional parking space to be made by paving strip between
present parking place and sidewalk bordering tennis court on
south side, with parking to be restricted to official cars only.
Moved by Councilman Fawcett, seconded by Councilman Ortuno and
unanimously carried, that City Engineer and Department of Public
Works to begin construction at the'earliest possible date.

Mr. C. W.'Thams submitted written request for installation
of alley,.light on Fourth Street between Azusa Avenue and
Alameda Avenue, stating hazardous condition due to lack of
sufficient light.
Moved by Councilman Ortuno, seconded by Councilman Fawcett
and duly carried, that request be granted and Light and Water
Department to install light as requested at this location.
Written request read from Elizabeth J. Skeel for permission
to operate a laundryette and dry cleaning agency at 718 No.
San Gabriel Avenue.
'Moved by Counellman Romero, seconded by Councilman Ortono
and unanimously carried, that matter be referred to the Fire
Chief,,City Engineer and Building Inspector for approval;
business license to be issued subject to such approval.
City Attorney instructed to draw resolution accordingly.
Councilman Romero stated the need for additional help on
street sweeper to cover the streets more thorougly. Council-
man Fawcett stated that, to his knowledge, the streets were
being properly covered by the sweeper operator.
Moved by Councilman Romero, seconded by Councilman Ortuno
and unanimously carried, Supt, of Public Works check into
matter and report.
Mayor Memmesheimer announced the meeting of the Board of
Directors -o£ the League of California Cities to be held on
July 1st, 1954 at the Huntington Hotel and requesting number
of reservations to be made.
City Engineer Williamson showed Council a tentative map of
proposed subdivision being considered for annexation to the
City of.'Azusa. Also stated was report giving the cost to
the City'in the event subdivision would be annexed and the
gain from light and water revenue, taxes, etc. The question
of water supply was discussed with Engineer Williamson
stating that the City was in a good position to install a
water system at a considerable saving to the City. Supt.
Smith stated the types of poles available, etc. giving the
approximate gain to the City on power service. Engineer
Williamson stated also that the project would carry itself

financially and definitely would be a gain to the city.
John Abdelnour addressed Council stating that, since the
County had approved the 5000 sq ft lots as proposed in plot
plan of subdivision, the contractors could subdivide regardless
of annexation.
Councilman Johnson moved 'that the annexation of the so-called
Cherry -Hadley property be accepted in principle subject to the
written agreement by the owners thereof to the following:
1. Electric and water utilities will be installed and ser-
viced'by the City of Azusa on precisely the same conditions,
terms, and rates as would be supplied to any subdivision, or any
other property, already inside the City, without rebate.
2. Streets shall be co-ordinated with existing City streets
to the satisfaction of the City Engineer. .
3. The minimum requirements of the present zoning law of
the City of Azusa shall be met.
4. No street lights or sewers will be furnished by the City
under the programs recently established to provide these services
to the*properties presently within the City.
I further -move that the foregoing be announced as the policy of
the City Council, designed to maintain the minimum standards of
the City, with respect to any future annexation'.
Motion failed for lack of second.
Further discussion was held regarding dewer construction and
manner of obtaining water shares.
Mayor Memmesheimer requested what action by Council was expected
by the Hadley -Cherry Corporation.

Supt. Smith recommended the raise in pay scale for Mrs.
Dorothy Spencer, Account Clerk, from first to second step
$287.00 per month, effective July 14th, 1954. Calvin Landon,
apprentice lineman, raise in pay scale from first to second
step, $358.00 per month, effective August 1, 1954, Vernon
McEntire, apprentice lineman from first to second step, $358.
per month, effective July 16th.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and unanimously carried, that recommendation} of Supt. Smith
be accepted and Doropthy Spencer be raised from first to
second step,in pay scale, as accouht clerk at $287.00 per
month, effective July 14th, 1954 and City Attorney to be
instructed to draw resolution accordingly.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and unanimously carried, that recommendation of Supt. Smith
be -accepted and Calvin Langdon be raised from first to second
step of pay scale for apprentice lineman, $358.00 per month
effective August 1, 1954 and City Attorney to draw resolution
accordingly.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and unanimously carried, that recommendation of Supt. Smith
be accelbted and Vernon McEntire be r.sed from first to second
step of pay scale for apprentice lineman, $358.00 per month
effective -July 16th, 1954. City Attorney to draw resolution
accordingly.

Mayor Memmesheimer read Notice of Hearing Zoning Case No. 2761 Notice of
scheduled for June 29, 1954 from the Los Angeles County Region- Hearing -
al Planning Commission. Zoning Case
Moved by Councilman Johnson, seconded by Councilman Ortuno No. 2761
and duly carried, that matter be referred to the Planning
Commission to enter protest with the City of Glendora, should
Glendora feel a protest is desirable.
Letter from Mrs. Cummings, Council Stenographer, was read with
regard to the amount of payment requested for services.
It was agreed that Councilman Johnson contact Mrs. Cummings
and determine a fiar amount to be paid for the extra work
entailed in the transcription of minutes. It was also decided
that, for the present, the minutes would be handled as hereto-
fore. Councilman Johnson will report on the possibilities of
employing a steno -type operator for future Council meetings, at
a rate to be determined accordingly.
Written request from Mr. Vietsch for extension of time to
remove materials stored on property located on Crescent Drive
near Ninth Street, and which he was ordered to remove by Coun-
cil action.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and -duly -carried, that Mr. Vietsch be notified by the City
Rttorney to remove materials from said property not later
than July'15th, 1954.

A communication from the office of the County Counsel regard-
ing "THE HISTORY, LEGAL AND ADMINISTRATIVE ASPECTS OF AIR
POLLUTION CONTROL IN THE COUNTY OF IAS ANGELES" was announced Communication
Moved by Councilman Ortuno, seconded by Councilman Johnson filed
and`duly carried, that communication be placed on file.
'Communication read from the County Grand Jury regarding the Discharge of
Discharge,of Employees refusing to testify before Grand Jury employees re-
investigating government bribery or misconduct in public office fusing to
and urging the City of Azusa to adopt a resolution which would testify dis-
discharge employees refusing to testify in this way, cussed
Discussion followed regarding the legality of such a resolution
Moved by Councilman Ortuno, seconded by Councilman Romero and
duly carried, that request be referred to City Attorney for
wording of resolution to be submitted at next meeting.

Mr. Frank Shipper, Secretary to the Chamber of Commerce,
informed the Mayor the Hadley -Cherry representatives wished
-the Council to give them something concrete which would show
their definite interest in this project. Joint meeting
proposed on
Moved by Councilman Ortuno, seconded by Councilman Romero, annexation
'that Council is interested in possibly annexing property
in question and is desirous of holding a joint meeting with
the Hadley -Cherry representatives in an effort to come to
agreement on tems and conditions to be established and agreed
' to as soon as possible.
Motion carried by the following vote:
Ayes: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer
Noes: Councilman Johnson Absent: None
Moved by Councilman Ortuno, seconded by Councilman Fawcett
and unanimously carried, that City Engineer contact Hadley -
Cherry representatives and arrange a joint meeting with Council.
Moved by Councilman Johnson, seconded by Councilman Ortuno and
unanimously carried, that bills and requisitions be granted.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and duly'carried, that meeting adjourn.
