The City Council of the City of Azusa met in regular session at the above time and place. The meeting opened with the Flag Salute. Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer City Attorney, City Engineer and Clerk Absent: Councilman Romero Mayor Memmesheimer asked if there were any corrections or omissions in the minutes of July 19th, copy of which was forwarded to members of Council. Page 4, paragraph 3, the work "agreement" should replace "letter" with reference to the request made by Fred E. Wilkins. On Page 5, paragraph 3 should end "that when this meeting is adjourned, it be adjourned until 7:00 P.M. August -2nd. Minutes, were then approved as corrected. Moved by Councilman Ortuno, seconded by Councilman Fawcett that abids received, in answer to Notice Inviting Bids for sewer work on Fourth, Bayless and Hollyvale Streets be opened and declared. Absent: Councilman Romero A communication was received from the Chamber of Commerce and the.Junior Chamber of Commerce requesting Request for the City -Council -to officially designate Friday, August "Tag Day" 13th as "Tag Day" for the benefit of Inter -Community granted Hospital. Mr. Charles McLees, President and Frank Shipper, Secre- tary Manager of.the Chamber of Commerce appeared before Council on behalf --of the fund raising drive. Moved by Councilman Johnson, seconded by Councilman Ortuno request be granted and Friday, August 13th be designated "Tag Day" and authorization given the Chamber of Commerce to solicit funds on the streets of the City. Motion carried unanimously. .Absent: Councilman Romero Mayor Memmesheimer spoke on the value and need of the Mayor contributes hospital for this area. In support of the drive Mayor to hospital fund Memmesheimer contributed the check received by him for services as a Council member Por` the month of July. The award of contract for street improvements in assess- ment district 1953-7, South Orange Avenue, South Louise Avenue, and Jackson Avenue, was considered. 0 e } r �_t CITY HALL AZUSA, CALIFORNIA MONDAY AUGUST 21 1954 7:30 P.M., It was the recommendation of the City Engineer that the low bid submitted by D & J Concrete Construction Company Bid recommended be accepted. The amount of the bid was $23,448.25. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried, recommendation of Engineer Wil- liamson be accepted and contract awarded to D & J Construction Company, bid bonds of unsuccessful bidders be returned, and Mayor authorized to sign contract. Absent: Councilman Romero Councilman Johnson offered the following resolution entitled:- Resolution No. 3063 -Contract A RESOLUTION OF THE CITY COUNCIL OF VHE CITY OF AZUSA Award CALIFORNIA,'AWARDING CONTRACT FOR WORK OR IMPROVEMENT ORDERED BY RESOLUTION NO. 3038 of SAID CITY COUNCIL. (Assessment -District No. 1953-7) Moved by Councilman Ortuno, seeorided by Councilman Fawcett resolution be adopted as read and numbered Resolution No.3063. Motion carried unanimously. Absent: Councilman Romero Councilman Johnson reported that as there was a difference in column width in the newspapers bidding for legal print- ing, she had requested and received copy of a sample notice as it would appear in each paper. Based on the number of lines printed and the cost,per line, the Azusa Herald and Pomotropic was fudged to be the low bidder. Councilman Johnson recommended that the contract for legal printing be awarded to the'low-bidder. Moved by Councilman Ortuno, seconded -by Councilman Fawcett and unanimously -carried, the -recommendation by Councilman Johnson be accepted and contract awarded -to low bidder, Azusa Herald and Pomotropic for the fiscal year 1954-1955. Absent:.Councilman Romero Engineer Williamson reported that the recommendation agreed upon regarding the bids submitted for sewer construction on 4th, Bayless and Hollyvale Streets, was that the contract be awarded to Lee C. Hess Company, as low bidder. Moved by Councilman Fawcett', seconded by Councilman John- son, recommendation of Engineer Williamson be accepted and contract be awarded to Lee C. Hess Company on condition that necessary bonds be approved before contract is signed, and bid bonds of unsuccessful bidders to be returned. Motion carried unanimously. Absent:'Councllman Romero Legal printing to Azusa Herald Request was made by Jack R. Widmeyer, dba McDonald's Self Service System, for permit to operate a Drive -In Hamburger business, to be located at 563 E. Foothill Blvd. Mr. Widmeyer and Mr. Krems, owner of -the property, addressed Council stating their wish to cooperate in every way in order that there may be no -traffic hazard created at this location. -It was suggested that the City Engineer, Chief of Police and Mr. Krems meet with State officials to work out safest arrangement traffic wise and report. Moved by Councilman Fawcett, seconded by Councilman Johnson, table request until Engineer and Chief of Police give their .recommendation. Motion carried unanimously. Absent: Councilman Romero Contract awarded on sewer work Request for operation of Hamburger Drive -In 4; CITY HALL AZUSA, CALIFORNIA MONDAY AUGUST 2, 1954 Request was made by Mr. Urich for a license to operate a palmistry business at 336 Foothill Blvd. Mr. Urich appeared personally and submitted letter of recommenda- tion. Moved_ by Councilman Ortuno permit be granted to estab- lish a palmistry business. Motion failed for lack of second, and application denied. The Chief of Police submitted a copy of Rules and Regulations which had been put into effect in the Police Department. This copy was ordered to be placed on file. The following ordinance was offfered for title reading and waiving of further reading, by Councilman Fawcett: AN ORDINANCE OF THE CITY OF AZUSA, COUNTY OF IAS ANGELES, STATE OF CALIFORNIA, ADOPTING A FIRE PREVENTION CODE AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. Moved by Councilman Fawcett, seconded by Councilman Ortuno ordinance be adopted as read numbered Ordinance No. 474. Motion carried by following vote: Ayes: Councilman: Fawcett; Ortuno, Johnson, Memmesheimer Noes: None Absent: Councilman Romero 7:30 P.M. Request for license - Palmistry Police Dept. Rules & Regulations Ordinance No. 474 - Fire Code The Personnel Board and Supt, of Light and Water Department recommended to the Council that the classification of Sr. Account Clerk, Assistant Utility Office Manager, be changed from salary range No. 20 to salary range No. 21. It was further recommended that Mrs. Hilda Eastman, now employed in that classification, be placed on the 1st step of salary range No. 21 ($320.00 per month) effec- tive August let, and Attorney instructed to draw resolu- tion accordingly. Motion carried unanimously. Absent: Councilman Romero. Letter from Supt, of Public Works, James Brusnahan, stating resignation of John Wentzel, groundsman -gardener; recommending that Albert Moon be placed on second step of pay scale effective July 27th; and the appointment of Virgil Burcham as'groundsman-gardener at the first step was recommended. Moved by Councilman Johnson, seconded by Councilman Fawcett, resignation of John Wentzel be accepted, effective July 21st, and City Attorney directed to draw resolution accordingly. Motion duly carried. Absent: Councilman Romero Moved by Councilman Johnson, seconded by Councilman Ortuno, Albert Moon be placed on second step of pay scale of groundsman -gardener, $256.00 per month, effec- tive July 27th, and Attorney directed to draw resolution accordingly. Motion carried unanimously. Absent: Councilman Romero Change in Salary Range recommended and approved Resignation - J. Wentzel Pay raise - Albert Moon Moved by Councilman Fawcett, seconded by Councilman Ortuno, Virgil Burcham be placed on step 1 of pay scale for grounds- man -gardener, $248.00 per month, effective August let and Attorney to draw resolution accordingly. Sitton partment, effective August let. E. Iverson Moved by Councilman Memmesheimer, seconded by Council- man Ortuno, recommendations be accepted and pay increases granged to Everett J. Iverson, Fire Department Engineer, from step 3 to step 4, $472.00 per month, effective Aug. 1st; John R. Sitton, Fire Department Captain, from step 3 to step 4, $423.00 per month, effective August let., Attorney -instructed to draw resolutions accordingly. Motion carried unanimously. Absent: Councilman Romero Mr: Art Kloepfer addressed Council requesting the possible change of location of the bicycle rack in Slauson Park beyond the plunge, since theee has been numerous occasions of theft of bicycle parts. Complaint of Mayor Memmesheimer stated that an investigation would thefts in Slauson be made and the possibilities considered of placing Park the rack in another location where better supervision could be arranged. Attorney Tschaner reported that he, Councilman Johnson and the City Engineer had met with the property owners Widening of on Angeleno Avenue between Third and Fourth Streets,in Angeleno Ave. the matter of acquiring property for widening the street in that block. Also that he had contacted the attorney representing the owners and would report further at a later Hate. Engineer Williamson called to the attention of the Council a loophole in-Ordinance'No. 410 whereby a sub- divider could, by placing title of lots in relatives' Loophole in names, eliminate the cost of curb, gutter and side- Ord.410- walks when erecting 4 or'less houses per year. Subdivisions Moved by Councilman Fawcett, seconded by Councilman Memmesheimer, Attorney and Engineer make the necessary amendment to Ordinance No. 410. Councilman Fawcett amended the motion to make necessary study for amending the ordinance. Councilman Hemme- sheimer withdrew his second to the motion. Motion failed for lack of second. Councilman Fawcett offered the following resolution Resolution No. entitled: 3064-- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Special Census LOS ANGELES COUNTY, CALIFORNIA, CREATING SPECIAL CENSUS FUND AND APPROPRIATING MONIES FOR THE PURPOSE OF SPECIAL CENSUS OF THE CITY OF AZUSA. Moved by Councilman Ortuno, seconded by Councilman Johnson resolution be adopted as redd and numbered Resolution No. 3064. Motion carried unanimously. Absent: Councilman Romero Councilman Johnson offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, IAS ANGELES COUNTY, CALIFORNIA, APPOINTING WILLIAM WILKINSON AS PERMANENT PATROLMAN IN THE POLICE DEPARTMENT OF SAID Resolution No. CITY AND FIXING HIS SALARY. 3065 -Wilkinson Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, resolution be adopted as read and numbered Resolution No. 3065. Councilman Fawcett offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Resolution No. IAS ANGELES COUNTY, CALIFORNIA, ACCEPTING THE RESIG- 3066- J.Matwick NATION OF JOE MATWICK AS SWIMMING POOL MANAGER AND Richard Allen APPOINTING RICHARD ALLEN AS SWIMMING POOL MANAGER TO FILL SAID VACANCY AND FIXING HIS SALARY. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, resolution be adopted as read and numbered Resolution No. 3066. Absent: Councilman Romero Councilman Johnson offered the following ordinance for first reading in full: AN ORDINANCE OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, CREATING AND ESTABLISHING THE OFFICE OF CHIEF ACCOUNTING OFFICER AND DEFINING THE POWERS AND Ordinance read - DUTIES OF SAID OFFICE. Acc't'g Officer The City Clerk stated that Lemon Avenue, as it is known, between 1st Street and Paramount, was recorded as Enid Avenue on the Tract Map, and was never officially changed. Moved by Councilman Johnson, seconded by Councilman Lemon Avenue Ortuno, that Engineer and Attorney be instructed to name unofficial investigate matter and take necessary steps to make the name official. Motion carried unanimously. Absent: Councilman Romero Letter stating effective dated resignation to be August 16th, -was submitted by Louise Fawcett, Acting Assistant Manager of Light and Water Department. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, resignation be accepted and Clerk instructed to send letter of appreciation to Mrs. Fawcett for extending the period of employment until a replacement was obtained. Copy of minutes of Civil Defense Planning Board meeting of July 14th were submitted and referred to Councilman Johnson. Request was made by Emmantiel Baptist Church that the City establish and set stakes at their property on South Orange Avenue. It was also requested that Orange Street between 1st and Paramount be opened. Moved by Councilman Fawcett, seconded by•Councilman Ortuno, request be referred to the Engineer. Motion carried unanimously. Absent: Councilman Romero Minutes of Civil Defense Planning Board meethg. Request of Em- manuel Baptist Church A resolution of the Board of Supervisors approving appro- priation of funds for street work on Paramount Avenue at L.A.Counby Ap- Orange Avenue was received from the Los Angeles County propriation Road Department. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, Attorney and Engineer be authorized to proceed with the necessary work.
