SUBJECT: PURCHASE OF LIBRARY SECURITY/SURVEILLANCE SYSTEM
Background
On an annual basis, approximately $6,000.00 worth of materials are stolen from
the library. In an effort to stop this loss, a library security/surveillance system
needs to be purchased for the library. The installation of such a system will
reduce the loss rate of materials by approximately 85%.
Findings
At present, only one vendor in the library marketplace produces a library security/
surveillance system that meets the needs of a good reliable system that has the
expandable capabilities to meet future needs. This system is the 3M Electronic
Surveillance System priced at $18,254.24. There is a second system available named
Checkpoint which is less expensive at this time. However, this system would be
obsolete in a short time due to plans for automating the library circulation system
and would therefore prove to be more expensive in the long run.
A survey of 30 independent libraries in the greater metropolitan Los Angeles area
shows that the 3M system provides the greatest ease of use and highest reliability
among the two library security/surveillance systems available in the library marketplace.
Recommendation
Staff recommends, to save time and to promote the public welfare, that the Council
waive bidding procedures in accordance with the provisions of section 2.68.010 of
the Azusa Municipal Code, since it would be impractical and uneconomical, due to
current bidding information already on hand, and to award the purchase of this
system to 3M Electronic Article Surveillance Systems of St. Paul, Mn. for $18,254.42,
including sales tax.
