Background
The McNaughton Book Service, a division of the Brodart Company, is a
book lease plan used by the library since 1979, to provide materials of
high interest and which appear on "Best Seller" lists for the public.
In the book industry only the Brodart Company and Baker & Taylor
Company offer this type of service. The Brodart Company has, over the
years, demonstrated a lower cost for operating this service. During the
last four years the cost for providing this service has been maintained
at $5,812.73 per year. This year, however, the price has increased by
$203.46 to $6,016. 19. A similar plan form the Baker & Taylor Company
would cost $6,408.00.
Recommendation
It is recommended that, to promote the public welfare and in accordance
with provisions of Section 2.68.010 of the Azusa Municipal Code, Council
waive formal bidding, since it would be impractical and uneconomical due
to the limited source of supply and to award the payment for this service
to the Brodart Co.
