The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias arrived at 6:35 p.m. and Councilmember Carrillo arrived at 6:40 p.m., after roll call. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, CARRILLO, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Director of Public Works/City Engineer Bobadilla, City Manager Gonzalez, City Attorney Martinez, Chief of Police Hunt, Director of Human Resources & Risk Management Bragg, Director of Public Works/City Engineer Christiansen, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT None given. CLOSED SESSION The City Council recessed to closed session at 6:32 P.M. to discuss the following: 1.CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to California Government Code, Section 54957.6. CONSENT ITEM E-1 APPROVED CITY COUNCIL 12/3/2018 ROLL CALL: Roll call was taken by City Clerk Cornejo. The Pledge of Allegiance was led by Ms. Melissa Barbosa and Ms. Adrian Alirez. The invocation was given by Pastor Rick McDonald, Azusa House of Prayer. CLOSED SESSION REPORT The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session: Item 1: City Council heard a presentation and provided additional direction to the negotiating team; Item 2: Price and terms of payment for the possible sale of the property were discussed, direction was provided, no further reportable action. CEREMONIAL 1. Ms. Yolanda Rodriguez-Pena presented a certificate of commendation to the City of Azusa by Ms. Yolanda Rodriguez-Pena on behalf of Supervisor Hilda L. Solis. 2. Utilities Director Robledo presented an “Employee of the Quarter” Certificate was to Ms. Melissa Barbosa, Senior Water System Engineer. PUBLIC COMMENT Ms. Diana Williams discussed her recent campaign for San Gabriel Valley Municipal Water District Board of Directors; encouraged people to run for office; and to contact her should they have questions. Pastor Greg Benton, Canyon City Church, announced upcoming outreach events and provided information about the church. Ms. Kathy Salerno, representative of Forever Kids, invited everyone to the “Case for Character” suitcase packing on December 1, 2018 at La Tolteca Restaurant.” REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL Director of Economic and Community Development Christiansen announced that the City of Azusa was awarded the EDDY Award for Most Business Friendly City in Los Angeles for population under 50,000 on November 8, 2018. Mayor Pro-Tem Gonzales thanked Staff for the work that went into winning the EDDY Award; wished everyone a Happy Thanksgiving; and announced the Winter Fiesta on December 2, 2018. Councilmember Macias congratulated the City for winning the EDDY Award; congratulated the City of Whittier for winning the EDDY Award for a population over 50,000; wished everyone a Happy Thanksgiving; and reminded everyone to be thankful for what they have. Councilmember Alvarez congratulated Staff for their work; thanked everyone that attended the Veteran’s Day event; and wished everyone a Happy Thanksgiving. Councilmember Carrillo expressed his appreciation for Staff for helping the City be recognized as Most Business Friendly City; and wished everyone a Happy Thanksgiving. Mayor Rocha thanked Staff for their hard work; announced the groundbreaking of the Gladstone Senior Villas; he announced the following events: November 18 – Free Mini-Health Clinic at the Seventh Day Adventist Church, November 17 – Thanksgiving Dinner for Veterans at the VFW, November 17 – Hearts for the Hungry, December 2 – Winter Family Fiesta; announced that a United States Flag which was flown in Afghanistan was presented to the City of Azusa by Mr. Robert Lopez Sr.; encouraged everyone to donate items for the Military Holiday Care Packages; thanked Supervisor Solis, Senator Hernandez, Assemblymember Rubio, VFW, and Pathfinder Ministries for their turkey donations; wished everyone a Happy Thanksgiving; and asked everyone to keep the service men and women in their daily prayers. PAGE TWO – 11/19/2018 SCHEDULED ITEMS ADOPT RESOLUTION APPROVING AN AMENDED CONFLICT OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT OF 1974 Chief Deputy City Clerk Garcia presented the Staff Report stating that Staff conducted a review of the Conflict of Interest Code and found that an amendment is necessary. Mayor Pro-Tem Gonzales offered Resolution No. 2018-C66 entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING AND ADOPTING AN AMENDED CONFLICT OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT OF 1974 Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Macias and carried by unanimous vote of the Council to adopt Resolution No. 2018-C66 approving an amended Conflict of Interest Code pursuant to the Political Reform Act of 1974. CONSENT CALENDAR: Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Alvarez and carried by unanimous vote of the Council, to approve Consent Calendar Items E-1 to E-12. The minutes of the Regular Meeting of November 5, 2018 were approved as written. 2. Resolution No. 2018-C67 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: New Appointment: A. Garcia, R. Jaramillo Promotion: A. Holmes, R. Torres. 4. The First Amendment to the Fleet Maintenance Services Agreement between the City of Azusa and Preventive Mobile for fleet maintenance services was approved; and the City Manager was authorized to execute the amended agreement on behalf of the City. 5. Competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) was waived and lease agreements with Enterprise Fleet Management for the lease of four (4) replacement vehicles through the use of a bid with TIPS- USA were approved; and the City Manager was authorized to execute the lease agreements on behalf of the City. 6. Staff was authorized to release a request for proposals for a tax increment financing feasibility study. 7. An extension of leave for Water Distribution Crew Supervisor for the maximum period of 6 months per the IBEW MOU for a work related injury/illness, was approved. 8. The City Treasurer’s Reports of Receipts, Disbursements and Fund Balances for the month of June 2018 was received, reviewed, and filed. 9. The City Treasurer’s Statement of Cash and Investment Balances for the month of September 2018 was received, reviewed, and filed. 10. The first amendment to the agreement with Client First Telecommunication Services was approved for a not-to- exceed amount of $52,000; the City Manager was authorized to sign the agreement on behalf of the City; and $27,000 of Information Technology Funds for the phone/telecommunication system that were not included as part of the FY2018-19 approve budget, was approved. 11. The Fiscal Year 2018/19 first quarter financial report ending September 30, 2018 was received, reviewed and filed. 12. The City Manager was authorized to execute a Certificate of Acceptance of Grant Deed (APN 8625-056-900) on behalf of the City; and an amendment to the Landscape and Irrigation Maintenance Contract with Brightview Landscape Services in the amount of $3,290 for the remainder of Fiscal Year 2018-19, was approved. PAGE THREE – 11/19/2018 SUCCESSOR AGENCY RELATED BUSINESS RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED NOVEMBER 1, 2018 THROUGH NOVEMBER 15, 2018 Agency Member Alvarez offered Resolution No. 2018-R17 entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS Moved by Agency Member Alvarez, seconded by Agency Member Gonzales, and carried by unanimous vote of the Agency to adopt Resolution No. 2018-R17.
