HomeMy WebLinkAboutE-10 Staff Report - Senior Community Improvement Inspector CONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: TANYA BRAGG, DIRECTOR OF HUMAN RESOURCES & RISK MANAGEMENT DATE: DECEMBER 3, 2018 SUBJECT: CREATION OF NEW CLASSIFICATION – SENIOR COMMUNITY IMPROVEMENT INSPECTOR BACKGROUND: On November 27, 2018, the Personnel Board met and approved the new classification specification of Senior Community Improvement Inspector. The proposed action will be council’s approval of this classification. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Approve the newly created classification for the position of Senior Community Improvement Inspector. ANALYSIS: The department along with Human Resources, reviewed the existing structure of the Community Improvement division of the Economic and Community Development Department and it was determined that the Senior Community Improvement classification should be added. This position will perform more advanced level code inspections to enforce Municipal, State and Federal ordnances and laws related to the Azusa Municipal code, building codes, zoning/land use codes, health and safety codes, property maintenance standards, NPDES requirements, accessibly requirements and other standards and regulations. Prepared by: Reviewed and Approved: Tanya Bragg Sergio Gonzalez Director of Human Resources & City Manager Risk Management Attachment: 1) Senior Community Improvement Inspector - Classification Specification Date Adopted: 12/03/2018 Class Code: ACEA Page 1 of 3 CITY OF AZUSA SENIOR COMMUNITY IMPROVEMEMENT INSPECTOR DEFINITION Incumbents in this classification perform advanced level code inspections and enforce Municipal, State and Federal ordnances and laws related to the Azusa Municipal code, building codes, zoning/land use codes, health and safety codes, property maintenance standards, NPDES requirements, accessibly requirements and other standards and regulations. ESSENTIAL FUNCTIONS The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Plan, prioritize, assign, lead, review and participate in the work of staff responsible for City code compliance activities including zoning, public nuisances, property maintenance, building and safety, public health, safety, welfare, solid waste, animal regulation ordinances, and planned development and special use issues; respond to citizen inquiries and complaints concerning potential code violations. Establish schedules and methods for providing code compliance services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly. Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures. Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures. Perform the more technical and complex tasks of the work unit including providing technical direction and assistance to code compliance officers. Plan, lead and participate in field inspections related to code compliance and potential violations; take photographs and conduct interviews of involved parties at field inspections as needed. Oversee the use, care and operation of code compliance equipment including portable and mobile radios, cellular phones, digital cameras and City vehicles. Coordinate, implement, and monitor special projects; perform complex research and analysis of new programs, services, policies and procedures; review and develop Municipal Code and project conditions; prepare staff reports for City Council review. Perform, coordinate, and make recommendations for staff in the implementation of administrative remedies for compliance programs including the issuance of notice and orders and civil fines, and proceedings of appeal hearings to adjudicate legal cases pertaining to business persons and residents. Lead staff assigned to public nuisance abatement contracts; monitor compliance with applicable ordinances. Prepare investigative code compliance reports for filing with the City Attorney’s Office; assist the City Attorney’s Office in preparing court actions; gather background information, photographs Attachment 1 Senior Community Improvement Inspector Class Specification Page 2 of 3 and evidence; testify in court as needed. Attend meetings with departmental staff; coordinate with outside agencies, business owners and the public on various compliance related projects. Respond to complaints from City departments and/or divisions, businesses and residents concerning municipal code violations; coordinate with appropriate City departments or divisions on resolution. Prepare ordinance revisions to accommodate changes in the scope of compliance services; prepare compliance resolutions. Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner. Participate in the selection of code compliance staff; provide or coordinate staff training; work with employees to correct deficiencies. Participate in the preparation and administration of the code compliance program budget; submit budget recommendations; assist in monitoring expenditures. Prepare analytical and statistical reports on operations and activities. Attend and participate in professional group meetings; stay abreast of new trends and innovations and changes in applicable laws and legal procedures affecting code compliance operations. In the absence of the Community Improvement Manager, oversee the Code Compliance Section. Perform related duties as required. CLASS CHARACTERISTICS This is the advanced level class and incumbents are expected to perform a wide range of challenging tasks independently. QUALIFICATION GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include an associate’s degree in inspection technology, public administration, criminal justice, business or closely related field and four years of experience as a Community Improvement Inspector/Code Enforcement Officer with a public agency. Knowledge and Skills Thorough knowledge of the organization and functions of the various agencies involved in planning, zoning, and land use processes; related federal and state laws, ordinances, rules, and regulations; code enforcement; court etiquette and rules of evidence; general characteristics of a wide variety of businesses and residential structures and areas commonly requiring adherence to fire, parking, zoning and public nuisance violations; investigation techniques; office methods and procedures; principles of effective supervision and management. Working knowledge of procedures and completion of crime reports, Inspection Warrants, and Abatement Senior Community Improvement Inspector Class Specification Page 3 of 3 Warrants; Uniform Building Code, Mechanical, Plumbing, Fire, National Electrical Code, State Housing Law and Landlord/Tenant Laws. Ability to communicate clearly and concisely, both orally and in writing; researches and prepares complex and accurate reports on a variety of subjects; establishes and maintains effective working relationships with the community at large, the City Council, other public officials, City employees and other agencies; plans and coordinates community improvement programs and serves as the lead to the division; trains, motivates, and provides input during employee evaluations; fosters an environment of teamwork and interdivisional coordination and cooperation; represents the City and/or Community Improvement Manager in a variety of meetings; makes appropriate recommendations regarding operational and personnel functions to the Community Improvement Manager; operates programs within allocated amounts; responds to emergency and problem situations in an effective and appropriate manner; understands, explains and applies policies and procedures; analyzes unusual situations and resolves them through application of management principles and practices; enforces provisions of the municipal code with efficiency and impartiality; deals constructively with conflict and develops effective resolutions; learns the geography of the City including the location and layout of streets; writes crime reports. MARGINAL FUNCTIONS These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability. SPECIAL REQUIREMENTS Possession of a valid Class C California Driver’s License and a satisfactory driving record. Completion of the required California Association of Code Enforcement Officers (CACEO), Certified Code Enforcement Officers certificate. Completion of California Penal Code Section 832, Arrest, Search and Seizure. Environmental Conditions Work is performed in a standard office setting and in the field; field work may require exposure to inclement weather conditions, dangerous machinery and chemicals, and heights; incumbents may be required to work extended hours including evenings and weekends from time-to-time. Physical Conditions Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
