SUBJECT: PURCHASE OF ONE (1) LENCO BEARCAT ARMORED RESCUE VEHICLE
BACKGROUND:
In the 1990’s The Azusa Police Department acquired a used armored vehicle for use throughout the
department. The vehicle does not provide adequate protection from rifle munitions, and recently the
vehicle became inoperable. The vehicle currently sits in our department’s parking lot waiting for proper
disposition. The Police Department is in need of a fully operational armored vehicle, such as the Lenco
BearCat that does not require a class B license to operate and is rifle rated.
In 2015 we did not have the funds to purchase a civilian armored truck, so the Azusa Police Department
acquired a MRAP (Mine-Resistant Ambush Protected) vehicle from the United States Department of
Defense 1033 Program to address the need for an armored vehicle for both SWAT and Patrol tactical
operations. Though this vehicle is somewhat operable, it is missing the roof turret and hatch which
exposes the interior to the outside elements and threats from higher ground. The MRAP requires
frequent maintenance in order to use the vehicle which can be costly. Due to the weight and the fact the
MRAP has air brakes, it requires the operator to possess a class B or higher driver’s license in order to
operate. A majority of department personnel do not possess the special license and it is costly, difficult
to obtain and requires an annual physical at a cost to the City. We also have found the MRAP vehicle
does not fit in the urban Los Angeles Environment and its size and weight has proven to be
counterproductive to the mission of our Police Department. We are currently looking to return the
vehicle to the Department of Defense 1033 Program making it available to other government entities.
In 2018, The Azusa Police Department became aware of a smaller sized MRAP vehicle available for
law enforcement, but it was only available for a limited time. Upon the initial inspection, the vehicle
appeared to be in working order, but we could not have it fully assessed until we took possession of the
equipment as per the 1033 program. Upon receipt, we had it inspected and unfortunately, there are
several issues with the vehicle that will require additional funds to make it operational, but it will also be
limited to only those who possess a class B license. Our intention is to keep this vehicle as a backup to
the BearCat and as a rescue vehicle. The BearCat will be the primary rescue vehicle for the department.

RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve Lenco Armored Vehicles as a sole source vendor under General Services Administration
(GSA) Contract # GS-07F-169DA.
2) Approve the purchase of the Lenco BearCat Emergency Rescue Vehicle in an amount not to
exceed $298,072.
ANALYSIS:
Currently the Special Weapons and Tactics Team and Patrol Operations do not have a reliable vehicle
that can provide adequate protection from rifle projectile, ballistic or explosive hazards. Oftentimes we
must either borrow a similar vehicle from a neighboring agency when it is available or place department
members at risk by having them operate in this environment without sufficient protection. The use of the
larger MRAP Military Vehicle has proven to be too large and heavy for our urban environment. This
vehicle does not help in meeting the needs for most law enforcement missions.
The Lenco BearCat is an armored Response and Rescue vehicle used by law enforcement agencies
across the nation to respond to dangerous situations. The BearCat protects both patrol personnel and
police special weapons and tactics teams (SWAT) allowing them safe approach to potentially deadly
situations under the cover of an armored, mobile bunker. The BearCat has been used to rescue wounded
personnel and to evacuate citizens from life-threatening situations, such as barricaded suspects and
active shooter incidents. Because it does not require a class B license, the vehicle is deployable by
anyone in the department with a valid driver’s license.
Lenco Armored Vehicles is the Nation’s leading designer and manufacturer of tactical armored security
vehicles for civilian law enforcement. Lenco Armored Trucks meet the needs of S.W.A.T., Homeland
Security, Counter-Terrorism, Force Protection, HAZMAT Team and Dignitary Protection applications.
The Lenco BearCat is on the government’s Approved Equipment List for many different Federal Grants,
including Urban Area Security Initiative, State Homeland Security Program, and Law Enforcement
Terrorism Prevention Program.
BearCat vehicles are currently in use at hundreds of Law Enforcement agencies accross the USA. The
BearCat is constructed using certified US manufactured armor materials and has successfully defeated
multi-hit attacks from high-powered rifles firing armor piecing ammunition. The BearCat vehicle has
been under direct arms fire in the United States in dozens of separate incidences around the country.
The BearCat will replace the larger MRAP obtained through the Department of Defense 1033 program.
The Bearcat is a vehicle designed for civilian law enforcement and not used by the US Military.
Expected life cycle of a BearCat for our Law Enforcement Agency is 20 years. The entire expenditure
including training, radio and the Lenco BearCat vehicle will not exceed $298,072.

Acquisition of this vehicle is necessary for both Patrol Operations and SWAT to effectively carry out
assignments in hazardous crisis incidents and situations while protecting Azusa Police Officers, as well
as citizens. Considering past incidents that have occurred in our community, to include the 2016
Election Day Shooting incident, we must always be prepared to respond to high-risk incidents involving
armed perpetrators.
This acquisition of a BearCat is the best possible way to ensure the safety of law enforcement personnel,
innocent civilians and criminal suspects. The use of the vehicle is intended to be defensive in nature;
protecting responding officers from attack, rescuing civilians trapped by gunfire or evacuating people
from potentially hazardous areas. Within our jurisdiction, we have sensitive areas such as Azusa Pacific
University with a student population of nearly 10,000, Azusa Light and Water utilities department with
water and power infrastructure, numerous public/private schools, Interstate 210 freeway, and defense
contractor Northrup Gruman. This vehicle will also enable our Police Department to respond to major
emergencies or attacks that may occur in the urban Los Angeles Area or State of California.
The purchase of a Lenco, BearCat is available through General Services Administration (GSA) Schedule
of Contracts under Contract# GS-07F-169DA (schedule 84). According to Azusa Municipal Code
Section 2-521 (a) Cooperative, piggyback and multiple awarded bid purchasing with other agencies,
bidding requirements do not apply to GSA contracts. This purchase will fall under the schedule of
contracts with GSA. Once approved and ordered, there is a 52 week delivery estimate.
FISCAL IMPACT:
There will be no fiscal impact to the General Fund, as this purchase will be made from Asset Forfeiture
Funds. Asset Forfeiture account expenditure will not exceed $298,072 to include purchase and delivery
of a Lenco BearCat Armored Response and Rescue Vehicle. Upon Council Approval, staff will prepare
a budget amendment to fund this purchase.
