HomeMy WebLinkAboutE-08 Staff Report - Amendment to Funding Agreement with Metro re Traffic Management SystemCONSENT ITEM E-8 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: DECEMBER 3, 2018 SUBJECT: AUTHORIZATION TO AMEND THE FUNDING AGREEMENT BETWEEN THE CITY OF AZUSA AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE CITY OF AZUSA TRAFFIC MANAGEMENT SYSTEM PROJECT BACKGROUND: In April 2016, the City of Azusa entered into a Funding Agreement with the Los Angeles County Metropolitan Transportation Authority (Metro) for the City’s Traffic Management System Project. This project will alleviate traffic congestion, improve traffic and pedestrian safety, and reduce travel times, allowing vehicles to operate more efficiently with less impact to the environment. The project was originally scheduled to be completed by June 2018. However, due to design challenges and an expected longer construction schedule, the project completion date has been revised to February 2020. This action will approve an amendment to the Funding Agreement with Metro and authorize the City Manager to execute the amendment. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Approve an amendment to the Funding Agreement between the City of Azusa and the Los Angeles County Metropolitan Transportation Authority; and 2) Authorize the City Manager to execute the amendment to the Funding Agreement, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: In April 2016, the City was awarded a $3,507,490 Proposition C grant from Metro for the City of Azusa Traffic Management System. The project will modernize various signalized intersections along major corridors in the City to improve local and regional traffic flow. The project improvements include new APPROVED CITY COUNCIL 12/3/2018 Amendment to Funding Agreement with Metro December 3, 2018 Page 2 traffic controllers, wiring, radios, conduits, fiber optics and wireless connections, traffic signal poles, vehicle heads, pedestrian heads, video detection cameras, and a centralized traffic control and monitoring system. These improvements will promote coordinated traffic operations with neighboring cities and multi-jurisdictional collaboration with the ultimate goal of improving mobility and alleviating congestion by remotely controlling the synchronization and timing of the intersections. This project is currently in the design phase with design anticipated to be completed and approved by the City and Metro by the end of this December. Once design is approved, Staff will advertise the project and obtain bids from qualified contractors. Construction is anticipated to commence February 2019 and completed by February 2020. This completion date is two and a half years behind schedule. The delays are due to design challenges, coordination with neighboring cities, and an expected longer construction schedule. The proposed amendment to the Funding Agreement extends the lapsing date to February 29, 2020, coinciding with the revised construction completion date. FISCAL IMPACT: There is no fiscal impact associated with the recommendation actions.
