The meeting opened with the salute to the Flag. Flag Salute Roll Call: Councilmen: Fawcett, Ortuno, Johnson Romero, Memmesheimer Roll Call City Atty., City Eng., and Clerk Copy of letter sent to the Regional Planning Commission by the Park and Recreation Commission, was read in which it was recommended that sufficient part and Park & Ree. Com. recreational areas are provided within all new sub- recommends park divisions outside the immediate City limits of the areas outside City of Azusa. City limits Moved by Councilman Fawcett, seconded by Councilman Ortuno, letter be placed on file. There being no protests, the motion carried. Letter was submitted by the Park and Recreation -Commission recommending that a landscape architect be,,hired to Landscape architect prepare plan for the landscaping of Memorial Park, recommended for Discussion was held regarding the advisibility of hiring Recreation Bldg. an architect or using services of some nursery company. Moved by Councilman Johnson, seconded by Councilman Romero and carried unanimously, Park and Recreation -Commission investigate the various means and costs for landscaping of the park and report to Council. Recommended by the Park and:Recreation Commission was the posting of "No Dogs" and "No Liquor" signs in the parks and an Ordinance set up for this, if practicable. Discussion was held regarding the request. Moved by Councilman Johnson, secondedlby Councilman Romero and carried unanimously, Public Works Dept. be authorized to post signs in the City parks prohibiting dogs and'consumption or carrying of liquor. Letter submitted by the Park and Recreation Commission recommending the building of 20 picnic tables to be distributed among the four City parks. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried, Public Works Dept. be authorized to construct and distribute 20 picnic tables for the,City Parks. Recommended by the Park and Recreation Eommission was the installation of two floodlights on the existing light pole,adjoining the basketball and volleyball courts at Slauson Park. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried, Light Department be authorized to install lights in Slauson Park as re- quested by Park and Recreation Commission. Written request by the Park and Recreation Commission that the Indian Club of Azusa be permitted to build a platform adjacent to the Scout Hall was received. Moved by,Councilman Romero, seconded by Councilman Ortuno and unanimously carried, Park and Recreation Commission'bontact Indian Club stating permission is granted to construct platform as4�requested, subject to conditions as prescribed by Park and Recreation -Commission, and under supervision of City Engineer and Department of Public Works. In order•to clear the records, �t was moved by Councilman Johnson, seconded by Councilman Ortuno and carried unani- mously, that -Attorney -be instructed to draw resolution Termination of terminating the appointment of Thomas S. Woods, Finance Finance Officer Officer, effective August 20, 1953• City Engineer Williamson submitted to the Council a report covering 24 existing street deficiencies, which in his opinion are the most urgent projects. The 24 items mentioned are a part of the report requested by the Senate Committee on 7iighways covering all street deficiencies in the City which has been submitted by the Engineering Department to the committee. Street deficiency report by Engineer Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, Council adopt Engineer's report on street deficiencies as submitted. The following is a list of names submitted by the Personnel Board as being certified for position of Typist Clerk; Eleanor Requarth, Doris McKee, and Marian Brown, in the order of their rank. Written recommendation was submitted from Engineer Williamson requesting Mrs. Marian Brown be appointed to position of Typist -Clerk in the Public Works Department at'first step of pay scale, $229.00 per month, effective Sept. 14, 1954• Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, recommendation of Engineer be accepted and Mrs. Marian Brown be appointed to position of Typist -Clerk at first step of pay scale, $229.00 per month effective Sept. 14, 1954, and City Attorney instructed to draw resolution accordingly. Written request was submitted by the Engineer to hire temporary part-time employment on the survey crew to replace John Littlefield who will be on vacation. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, Engineer be authorized to hire temporary part time employee with the Engineer- ing Department survey crew, at $1.70 per hour. Appointment of Typist -Clerk Marian Brown Survey Crew: Temporary appoint- ment approved. City Engineer requested that Ivan Holmberg, who 2is employed full time in the Engineering Department on a temporary basis, be continued as part time employee, not to exceed 10 hours per week, at $2.25 per hour. Approval of part - Moved by Councilman Fawcett, seconded by Councilman time employee - Johnson and unanimously carried, request be granted and Ivan Holmberg Attorney instructed to draw resolution removing Ivan Holm- berg as full time employee and continuing as part time employee at $2.25 per hour. CITY HALL AZUSA, CALIFORNIA FRIDAY 10, 1954 7:30 P.M. Engineer Williamson reported on the proposed parking lot for Gilfillan Corporation as previously discussed by Council. A sketch was shown and alternate plans discussed. Council agreed that the parking meter suggestion would be most profitable, but would create hardship on the company employees, and that a rental basis of the property, either improved or unimproved would be a better arrangment. Engineer Williamson reported on the matter of relocating the house on Paramount Street and Orange Avenue in order to improve Paramount Street at this point. The property owner, he stated, is requesting improvements not previously authorized by Council and Engineer feels requests'are iUnreasonable. The matter was referred to the City Attorney who will contact the property owner requesting cooperation or start condemnation proceedings. Engineer Williamson submitted sketches on improving the seating arrangement of Council members in order that the audience may better hear the Council meetings in the auditorium. Sketches were submitted showing various arrangements of tables. Moved by Councilman Fawcett, seconded by Councilman Romero, Engineer be authorized to make drawings of seat- ing arrangements for approval and possible submission for competitive bids. Motion carried by following vote: Ayes: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer Noes: Councilman Johnson City Attorney reported that the property at 408 Barbara Avenue, which had been reported as being a nuisance, was inspected by him. He was told that upon coming out of Probate the property would be cleaned up and sold. Petition submitted protesting the noise in Memorial Park from the model airplanes on Sundays was investigated by Attorney Tscharner who stated that some property owners were still unhappy about the noise. Police Department was instructed to disperse those who are causing complaints. Attorney Tscharner reported that he had contacted Attorney Stewart, 3counsel for owners of property at Gladstone and Azusa Avenue, and that the developers are willing to deposit a cash bond in addition to a performance bond if the Council will rezone the property when the stipglations requested are approved by the Engineer. The Council agreed that if a cash bond and performance bond were deposited, the Council would go ahead with the.rezoning. Councilman Ortuno offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPOINTING MARGARITE BOYER Resolution No., AS ADMINISTRATIVE CLERK FOR THE DEPARTMENT OF RECREATION 3080 - AND CIVIL IDEFENSE AND FIXING HER SALARY. Margarite Boyer Moved by Councilman Johnson, seconded by Councilman Fawcett and carried bnanimously, resolution be adopted as read and numbered Resolution No. 3080. Attorney Tscharner reported on the application for raise Southern Counties in gas rate by the Southern Counties Gas Company before Gas Co. request the Public Utilities Commission. for gas rate Moved by Councilman Ortuno, seconded by Councilman Fawcett increase. and carried unanimously, Attorney contact cities interested in this matter, and obtain their feeling regarding this action, further report to be made to Council. A letter was read from Special Counsel Holmes regarding the decision made by the Public Utilities Commission, on the request for a rate increase by the Edison Company. Approve further Since the decision was not clear, it was recommended by clarification on Attorney'Tscharner that the attorneys hatkdling this matter PUC decision be further retained in order to clarify the decision. Moved by Councilman Johnson, seconded by Councilman Fawcett and carried unanimously, City Attorney and Supt. V. D. Smith reply to Attorneys Winder and Holmes requesting further.clarification of decision. It was the recommendation of the City Attorney that the City of Azusa accept John F. Bender's compromise fee of $11,000.00 for services as special counsel in the tax deeded properties program. Moved by Councilman Johnson, seconded by Councilman Approval of Fawcett, the City pay the fee of John F. Bender in the payment to John F. amount of $11,000.00 and the City Attorney be instructed Bender to draw a resolution terminating the contract with Mr. Bender. Motion carried by the following vote: Ayes: Councilmen: Fawcett, Johnson, Romero, Memmesheimer Noes: Councilman Ortuno Mr..Joseph Lang, 7412 Century Blvd., Hollydale, submitted letter requesting a business license to operate a cafe at 112 E. Foothill Blvd., also addressing Council personally and stating the urgency of his request as he needed assurance of a business license in the City before a liquor license would be issued to him. It was pointed out to Mr. Lang Request to operate that no license would be issued at that address until cafe -Joseph Lang recommended improvements have been made and accepted. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, request be tabled. Councilman Ortuno offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE AGREEMENT FOR ELECTRICAL DISTRIBUTION. FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND MODERN POWER SWEEPER COMPANY AND AUTHORIZING -THE MAYOR TO.SIGN AND THE CITY CLERK TO ATTEST SAME. Motion made by Councilman Johnson, seconded by Councilman Fawcett and carried unanimously, resolution be adopted as read and numbered Resolution No. 3083. Supt. Smith requested approval for the sale of scrap copper and 50 Cycle Watt meters now unusable by the Light Department. Letter of thanks read from the Citrus High School Letter of thanks - Superintendent for the sale, at cost price to the Citrus High School City, of two power poles to the School. Letter ordered placed on file. Clerk requested authorization to return bid check and check for balance of amount due R. H. Rhodes, contractor, on the construction of the utility building in Slauson Park. Moved by Councilman Fawcett, seconded by Councilman Ortuno, Clerk be authorized to return check to R. H. Rhodes, after September 21st and upon the receipt of confirmation from the County Recorder that no liens were filed against the project. Motion carried unanimously. Recommendation was made by the City Clerk for the appointment of Mrs. Dorothy Moskus to the position of Stenographer -Clerk in the office of the City Clerk at the first step of pay scale. Motion failed by following vote: Ay&9': Fawcett, Johnson Noes: Ortuno, Romero, Memmesheimer Mr.,Krems again addressed Council appealing for reconsidera- tion of the granting of a business license for the gasoline station being constructed in Azusa Square onl�East Foothill Blvd. Engineer Williamson stated he had met with State officials and that the plan for installing safety islands on the Highway would be forwarded to Sacra-. mento and a reply could be expected -within a month, according to the Highway officials in Los Angeles. Mr. Krems stated the hardship on the lessee because of= the delay :entailed and appealed for granting of licenselprior to State approval. Council instructed City Attorney to contact officials to Sacramento and endeavor to speed their decision in the matter. 67 7:30 P.M.
