AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA REZONING PROPERTY LOCATED AT 861 AND 831 S.
LARK ELLEN AVENUE FROM P TO C2 IN ORDER TO ALLOW
CONSTRUCTION OF A SMALL COMMERCIAL SHOPPING CENTER
(ZONE CHANGE CASE NO. Z-247 ) .
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that :
A. The zone change of the subject area generally
described as 861 and 831 S. Lark Ellen Avenue and
legally described as PARCEL 2 OF PARCEL MAP NO.
8072, IN THE CITY OF AZUSA, OFFICE OF THE COUNTY
RECORDER OF LOS ANGELES COUNTY, described in the
map designated Exhibit "A" attached hereto and
incorporated herein, was initiated by the City
Council of the City of Azusa in order to allow
combination of a presently vacant lot with adjacent
C2 property, which is partially developed, in order
to develop a small commercial shopping center .
B. The change and amendment to the Zoning
Ordinance set forth below rezoning the subject area
was duly initiated, notice of public hearing
thereon was duly given and published in accordance
with applicable law;
C. Public hearings thereon were duly held by the
Planning Commission of the City of Azusa on
November 6, 1985, and by the City Council of the
City of Azusa on December 16 , 19$6
D. On November 6, 1985, the Planning Commission of
the City of Azusa by Resolution No. 2238
recommended to the City Council that the zone
change classification proposed be adopted upon
annexation of the subject area;
E. The City Council has considered all of the
information presented to it at the public hearing
held on December 16, 198,5 and determines that the
public necessity, convenience, general welfare and
good zoning practice require that the following
amendment and zone change be made;
F. In taking this action the City Council
considered the effects of the decision on the
housing needs of the region in which the City is
located and balanced those needs against the public
service needs of the City residents and available
fiscal and environmental resources;
G. This zone change is consistent with the general
plan of the City of Azusa and all elements thereof;

SECTION 2. Notwithstanding the provisions of
Section 19 .06.010 of the Azusa Municipal Code and the zoning
map referred to therein, the subject properties described
herein are hereby changed from P zone (parking) to C2
(Restrictive Commercial) .
SECTION 3. Upon the effective date of this
ordinance the Director of Community Development shall revise
the official zoning map of the City of Azusa to reflect the
changes in zone of the premises described herein.
SECTION 4. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be
published as required by law.

I, ADOLPH SOLIS, City Clerk of the City of Azusa,
do hereby certify that the foregoing Ordinance No. 2301
was regularly introduced and placed upon its first reading
at a regular meeting of the City Council on the 6th day
of January , 198 6 . That thereafter, said Ordinance was
duly adopted and passed at a regular meeting of the City
Council on the 20th day of January , 1986 , by the
following vote, to wit:

NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: NONE
