ORDINANCE NO. 2306
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING SECTION 19 . 57 . 030 OF THE
AZUSA MUNICIPAL CODE AND ADDING SECTION
19 . 57 . 035 TO THE AZUSA MUNICIPAL CODE
REGARDING DESIGN REVIEW
THE CITY COUNCIL COUNCIL OF THE CITY OF AZUSA DOES
ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. A change in amendment to the zoning ordinance
set forth below was duly initiated, notice of
public hearings thereon were duly given and pub-
lished in accordance with applicable law;
B. Public hearings thereon were duly held by
the Planning Commission of the City of Azusa on
January 8, 1986, and by the City Council of the
City of Azusa on February 3, 1986;
C. On January 8, 1986, the Planning Commission
of the City of Azusa by Resolution No. 2262
recommended to the City Council that the amend-
ment to the City' s zoning ordinance set forth
herein be adopted by the City Council;
D. The City Council has considered all of the
information presented to it at the public hearing
held on February 3, 1986, and finds and determines
that the public necessity, convenience, general
welfare and good zoning practice require that the
following amendment be made, and specifically
finds that design review is essential to upgrad-
ing the City, preventing blight, providing a more
pleasant environment within which its citizens
may live, work and shop.
E. In taking this action the City Council con-
sidered the effects of the decision on the housing
needs of the region in which the City is located
and balanced those needs against the public
service needs of the City residents and available
fiscal and environmental resources;
F. The proposed amendment to the zoning ordinance
is consistent with the General Plan of the City
of Azusa and the elements thereofinthat said
General Plan specifically calls out for design
review and sets forth specific goals to be met
with respect thereto.
SECTION 2 . Section 19 . 57. 030 of the Azusa Municipal
Code is hereby amended to read as follows :
"19 . 57 . 030 WHEN REQUIRED. The jurisdiction
of design review shall extend to all new
development, change of use, and/or exterior
remodeling or reconstruction of existing
building sites, structures, signs, and

landscaping located in any Commercial or
Manufacturing Zone, any residential property
consisting of two or more units, or any
property located in the Design Review Overlay
Zone as stated in Section 19 . 57 . 035. "
SECTION 3. Section 19. 57. 035 is hereby added to the
Azusa Municipal Code to read as follows:
"19 . 57 . 035 DESIGN REVIEW OVERLAY ZONE. The
Design Review Overlay Zone shall consist of
all commercial or industrial property located
on the following streets:
1) Alosta Avenue;
2) Arrow Highway;
3) Azusa Avenue;
4) Cerritos Avenue;
5) Citrus Avenue;
6) First Street;
7) Foothill Boulevard;
8) Gladstone Street;
9) Irwindale Avenue;
10) San Gabriel Avenue;
11) Vernon Avenue.
All commercial and industrial property within
the Design Review Overlay Zone shall submit
for the design review process within three (3)
years from the date of creation of this
overlay zone. "
SECTION 4 . The City Clerk shall certify to the passage
of this Ordinance and shall cause the same to be published as
required by law.

hereby certify that the foregoing Ordinance No. 2306 was regularly
introduced and placed upon its first reading at a regular meeting
of the City Council on the 18thday of February , 1986. That
thereafter, said Ordinance was duly adopted and passed at a

regular meeting of the City Council on the 3rd day of March
1986, by the following vote, to wit:
