SUBJECT: PROPOSED AZUSA TASK FORCE ON GANGS AND DRUGS
Submitted for your review and approval is a proposal for the
establishment and funding of the "Azusa Gang and Drug Task
Force. "
This program is a non-profit Public Benefit Corporation. There
is established a thirteen (13) members Board of Directors
comprised of both civil and community members. Additionally,
there are five (5) cooperate officers elected from and by the
Board of Directors who serve dual roles.
The proposal and establishment of the Azusa Task Force on Gangs
and drugs evolved as a result of numerous meetings between
individuals concerned about the increasing numbers of Azusa Youth
who are involving themselves with drugs or youth gang activity.
It was recognized that with changing demographics, increased
crime rates involving youthful offenders, increased school drop-
out rates and a lack of programs and local resources, something
must be done in attempt to turn the tide. It was recognized that
there exists a need to provide additional drug and anti-gang
educational programs within the elementary schools. A need for
additional recreational programs throughout Azusa with
involvement by private and public schools and the business
community. There is a need for counseling services for youth at
risk and their parents.
It was recognized that currently there are few programs or
resources available within Azusa capable of dealing with both the
immediate and long range problems facing Azusa in these areas.
Consequently, the Azusa Task Force on Gangs and Drugs was
developed.
The proposal presented to you calls for two years initial
funding, with funding being provided in part by the City of Azusa
Community Block Grant Funds and with major contributions from the
business community and any available grants. The program
staffing consists of project coordinator (Civilian) , a police
officer, a civilian program presenter and a civilian clerk. The
Task Force will be located in the Police Department Community
Relations building, 627 1/2 N. Azusa Avenue.

SUBJECT: CITY TREASURER'S REPORT FOR THE MONTH OF OCTOBER 1990
As the agenda closes, reconciliation of the general checking
account is still in progress. Thus, it will not be possible to
include the monthly Treasurer's Report in this agenda. The main
reason for this is that the holiday and completion of the State
Controller's Report have delayed the Finance Department. As soon
as the report is ready, it will be forwarded to Council under
separate cover and included in the next agenda for information.
