The -City Council of the City of Azusa met in adjourned session at the above time and place. The meeting opened with the Flag Salute. Flag Salute In the absence of clergyman, Invocation was offered Invocation by Councilman Fawcett. Roll Call: Councilmen: Fawcett, Ortuno, Johnson Romero, Memmesheimer City Attorney, City Engineer, City Clerk Mayor Memmesheimer asked if there were any corrections, or omissions in the minutes of the meeting held on Corrections October 11, 1954 copies of which were received by members. As there were no corrections to be made, the minutes stood approved as written. Request was submitted by the City of Los Angeles that Trial Ordinance all cities pass trial Ordinance to change hours of for 90 days - incinerator burning to the hours between 4 P.M. and Incinerator 7 P.M. for a period of 90 days to determine if this burning from would help alleviate the smog situation. Mayor Memme- 4 P.M. to 7 P.M. sheimer stated it was his opinion that this was a approved minor contributing factor, but felt we should cooperate with the City of Los Angeles in their efforts in this direction. Moved by Councilman Romero, seconded by Councilman Fawcett and carried unanimously that the recommenda- tion of the:City Council of the City of Los Angeles to change the City of Azusa incinerator burning hours to 4 P.M. - 7 P.M. for a trial period of 90 days, and that the City Attorney be instructed to draw up an emergency Ordinance to cover. Resolution was presented from the County of Los Angeles regarding opposing of rubbish burning in open fires or incinerators, and City planning for an adequate County Resolution collection and disposal service as soon as possible, regarding plans or in anycevent, within one year. Mayor Memmesheimer for collection stated that this letter was the means of putting the and disposal of City on notice that the County of Los Angeles expects rubbish. the City of Azusa to cooperate within a year's time for having adequate facilities for rubbish pick-up and disposal. Moved by Councilman Fawcett, seconded by Councilman Johnson, and unanimously carried that this matter be tabled: Resolution was received from the County of Los Angeles County Resolution regarding uniform sales tax in unincorporated areas regarding uniform of the County. The City Clerk presented a letter sales tax in from the City of Glendale regarding this subject. unincorporated Moved by Councilman Fawcett, and seconded by Councilman areas - referred Ortuno, and unanimously carried that the Resolution to City Attorney. of the County of Los Angeles regarding uniform sales tax in-}mincorporated areas of the County be referred to the City Attorney for his study and report to City Council at the next regular meeting. Report of the State Fire Marshal was submitted to Lee School Council regarding the Lee Bchool property. In this property not to report reference was made to a letter directed to be purchased by Mr. D. T. Dawe, Supt, of Azusa City Schools, from City Mr. Ernst Maag of the State Division of Architecture, 122 123 CITY HALL AZUSA, CALIFORNIA MONDAY OCTOBER 25,-1954 7:30 P.M. dated September 30, 1949, in which it was stated that Lee School the building offered no assurance of safety to occupants property not to in event of severe earthquakes and is unsafe for use. be purchased by State Fire Marshal also referred to his letter of City. November 7, 1949, to Mr. Dawe which listed various deficiencies that existed from a fire and panic stand- point. The following three recommendations were made. by the State Fire Marshal: (1) Prior to any re -use, the buildings should be made structurally stable in con- formance with applicable building codes. (2) After structural stability has been established, they should then be made to comply with any fire resistive or other requirements of the 1952 Edition of the Uniform Building Code'and Title 19 of the California Administrative Code, based on the intended use. (3) Adequate access roads be -provided to the property for use by emergency equip- ment, and approved supply of water for fire fighting purposes be provided. City Engineer stated it would be difficult to comply with fire resistive requirements as it would probably mean that a concrete wall would have to be built within the walls to satisfy these requirements. Councilman Romero stated he thought we should have some place for various civic organizations to hold meetings, as the new Recreation Center would be pretty well scheduled by the Recreation Department ac;bvities. Mayor Memmesheimer stated that Mr. Page of Los Angeles County made a survey of the building and reported -that it would cost considerable in order to make 'it habitable for any type of useage, and it being school property the State would have jurisdiction over the build- ing.. Councilman Ortuno stated he felt if we were to get a report from the County Fire Marshal we might get a difference in reports. Councilman Fawcett asked what the cost would be to put the building in fair condition. City Engineer stated that to put this in:usable shape he would estimate the cost to be about $10,000, this plus the cost of purchase of $4,750 would bring the total cost to around $15,000. It was brought out that the estimated time -to complete the project would be about 4 or 5 months. Mr.'William Unger of the Civil Air Patrol appeared before Council recommending the purchase of the Lee School. He 'gave a summary of the activities of the C.A.P. and its benefits'to the City of Azusa in that they help to lead teenagers activities into :useful channels, and also that they have a semi -military civil organization ready to cooperate with O.C.D. within an hour's notice in time of emergency. They have valuable equipment for which they are seeking suitable housing and storage, and therefore would like to see the purchase of the Lee School by the City in the hopes they would be able to find such facilities there. Mayor Memmesheimer stated that even if the City did purchase the Lee School, we could not permit any one group to have steady quarters there without some sort of rental, as that would be one thing we would be very apt to be critized for. Mayor Memmesheimer thanked Mr. Unger for appearing before Council and stated his recommendation would be given due thought in considering this purchase. Mrs. Holland Riggs, representing the "Y Wives" spoke to Council recommending the purchase of the Lee School. She stated they are having difficulty finding a meeting place for their club activities and would like to have a place like the Lee School available for such activities. Mayor Memmesheimer asked]ror any comments from the City Council The City Clerk stated that the Planning Commission recom- mended in the minutes of their last meeting, that the City purchase this property. 124, CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 25, 1954 Moved by Councilman Johnson, seconded by Councilman Fawcett that the recommendation of the Planning Commission that the City of Azusa purchase the old Lee School property be denied, and that the City Clerk notify the School Board that the City Council doesn't feel they can purchase the property without involving toolmuch expense and that we thank them for their generous offer. Motion passed by the following vote: AYES: Councilmen: Fawcett, Johnson, Memmesheimer NOES: Councilmen: Ortuno, Romero ABSENT: None A "report was submitted to Council from Bert Schireson, Certified Public Accountant, of the cost to John Avedesian for operating costs for rubbish removal for the City of Azusa during the month of September, :1954. This report had been requested by Councilman Fawcett in connection with Mr. Avedesian's request for an increase in the amount of his present contract for pick-up service. Mr. Avedesian's present contract with the City of Azusa provides 25¢ per light meter with a pick-up twice monthly, he now requests this be increased to 45¢ per light meter with a pick-up every two weeks. Under his present contract he states he is losing approximately $785.00 per month and cannot continue in this manner. Mr. Louis Licht, attorney for Mr. Avedesian, spoke to Council and explained that conditions over which Mr. Avedesian had no control made the continuance of performance under this contract a very great burden to him. He attributes his increased cost of operation to be due to the increase in the amount of rubbish to be hauled, the closing of the nearby dump used for disposal of rubbish and the increase in dumping fee per load. The City Attorney stated it was his opinion that to change the terms of the contract now would be unfair to those others who had bid for the contract in the beginning and also that to do this now would be setting a precedent for future contracts made with the City. City Attorney said the contract could be abrogated, upon agreement by both parties, and then we could call for new bids. Moved by Councilman Ortuno, seconded by Councilman Johnson, and unanimously carried that the request of Mr. Avedesian for 20¢ per light meter raise for rubbish collection be denied. 125 7:30 P.M. John Avedesian request for increase in rubbish pick-up contract - denied. Mr. Licht again addressed Council and said they realized the City could legally hold Mr. Avedesian to this contract if they so desired, but in this case it would mean bank- ruptcy for Mr. Avedesian. If it were agreeable to both parties to terminate this contract, he asked that the time element be kept in mind and would ask the contract be terminated as quickly as possible. Mayor Memmesheimer stated that a written request for termination of contract should be made to the City Council for further consideration. This matter tabled until next meeting. Application was presented to Council from the Board of Equalization for transfer of Off -Sale Beer and Wine License to Joseph T. and Soledad A. Lopez at 175 N. Dalton Avenue, Azusa. No action taken. Regngst was received from Mr. R. G. Olson of 151 S. Noble Place to erect a garage within four feet of property line together with a "No Objection" petition signed by neighbors in the immediate vicinity. Mr. Warren Teasley stated that since this request was turned in to the office, Mr. Olson has now changed his mind and is not going to take over this property and so will not be needing the garage. Mr. Teasley also brought up the fact that Council may soon have Transfer of Off - Sale Beer & Wine License - A.Lopez 175 N. Dalton Request of R. G. Olson, 151 S. Noble Place to erect garage - denied. 126 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 25, 1954 other'requests for permission to erect garages from people in the Cerritos Tract as these homes were all built without garages. Moved by Councilman Johnson, seconded by Councilman Ortuno, and carried unanimously that the request of Mr. Olson to erect a garage within four feet of property line at 151 S. Noble Place be denied. The Planning Commission reported that Mr. Squire West appeared at their meeting stating that it was the intention of the owners of the existing five small houses on 9th Stteet, between Angeleno and San Gabriel Avenue, to repair these and sell them off as separate units. Mr. West asked for the opinion of the Planning Commission on this project. By unanimous vote of the Planning Commission this con- templated plan was not approved. It was the opinion of the City Attorney that the owners of the -property would be within their rights to offer those for sale as separate units. Engineer Williamson stated that each unit would have to be connected to a separate sewer in place of one sewer line which at present services all five houses. Vote carried that the proposed plan of Mr. West to recondition these five houses should not be approved. The Planning Commission unanimously approved the proposed plan of the City to lease an acre of land to Gilfillan & Company for a parking lot for their employees, said land to be leased from the City. The City Attorney stated he had talked with the representa- tives of the Gilfillan Company and they requested a lease be made out as soon as possible. Planning Commission submitted recommendation that all future requests for house relocations from without the city limits be denied. Councilman -Johnson stated that it was a good idea to establish a deposit fee for re- location and then to refund part of that money when the relocation was completed. City Engineer stated that this did not always work out too well. Mayor Memesheimer suggested that the City Attorney prepare an Amendment to the Zoning Ordinance in connection with moving in of houses from other locations. Moved by Councilman Ortuno, seconded by Councilman Romero, and unanimously carried that the recommendation of the Planning Commission be denied. Letter was again submitted from Lowell Johnson regarding the resubdivision of Tract #13736. The City Attorney stated that to proceed under the 1911 Act would be difficult, and the 1903 Act is seldom used because it is something usedlto force down the throats of people a situation that every one of them may be against, and in view of the fact that the cost is so excessive he couldn't recommend that the 1903 Act be used. Councilman Ortuno stated he feels Council should abandon improvements and let the people take it up some other way. Moved by Councilman Ortuno, seconded by Councilman Fawcett that this matter be referred to the City Attorney, and that he be instructed to write a letter of explanation to Mr. Lowell Johnson. Motion passed by following vote: 127 7:30 P.M. Request of Mr.West to recondition small houses on 9th Street - denied. Gilfillan Company Parking Lot Recommendation of Planning Commission on house reloca- tions - denied. Re -subdivision of Tract #13736 AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: None ABSENT: None Councilman Johnson disqualified her vote. 128 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 25, 1954 The matter of construction of curbs and gutters by civic organizations and churches was again brought before the Council. In discussion of the recent installation of curbs and gutters by the Nazarene Church at Fifth & Angeleno Streets it was agreed that this work must be redone. City Engineer stated that in talking with these people they agreed to pay for material if the City would furnish equipment, labor and supervision, but they were very much in doubt whether they would be able to recruit their own labor again. Moved by Councilman Romero, seconded by Councilman Fawcett, and carried unanimously, that City Engineer again contact the Nazarene Church to determine what can be done to remedy this situation. Request was received from the City Engineer for parking restrictions on Foothill Blvd, in front of the Market Basket, before installing the traffic islands. This restriction should include both sides of Foothill Blvd. from a point 595 feet west of the center line of Cerritos Avenue, easterly to the City limits. Moved by Councilman Johnson, seconded by Councilman Romero, and unanimously carried that the Chief of Police be given authority to install necessary signs and curb markings to restrict parking on Foothill Blvd, as recommended by City Engineer. 129 7:30 P.M. Construction of Curbs and Gutters by Churches and Civic Organizations Parking Restrictions on Foothill Blvd. City Engineer submitted the matter of Pasadena Avenue improvements. He stated his estimated cost of the Pasadena Avenue work was around $1850.00, but he has since found Improvements. out the actual cost would be $1920.00. He recommended that this work should be taken on contract rather than on bid. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that City Attorney be authorized to draw Resolution and proposal for entire job. City Engineer submitted a letter regarding changes in system of major Gas Tax Streets and requested City Attorney be authorized to draw Resolution to cover same. The following were to be added to the City's system�of.'Gas Tax Streets: (a) 10th Street, east of Azusa Avenue, (b) Angeleno Avenue between First and Fourth Streets (c) Paramount Avenue between Azusa Ave. and Jackson Avenue (d) Georgia Avenue, north of Foot- hill Blvd. The following were to be deleted from the system of major Gas Tax Streets: (a) Eleventh Street, east of Alameda Avenue, (b) Pasadena Avenue between 10th and 11th, (c) Cerritos Avenue between Fifth & Foothill, (d) Orange Avenue between First and Fourth, (e) First Street between Virginia Avenue and Van Ness Avenue. Moved by Councilman Ortuno, seconded by'Councilman Johnson, and unanimously carried that City Attorney be authorized to draw Resolution covering changes in system of major Gas Tax Streets as recommended by the Engineer. He also recom- mended that the site now under consideration as a future reservoir site be purchased. Moved by Councilman Johnson, and seconded by Councilman Fawcett, and unanimously carried that City Engineer, City Attorney and Supt. of Light & Water be instructed to check on property south of the present reservoir for possible acquisition. Mr. Williamson reported to Council that the School on Vernon Avenue is erecting a new intermediate school, and they have called him inquiring about the paving of that street and how much the City would be willing to do. He suggested that we might work out something, perhaps we could do the grading and they could do the paving, but wanted to discuss this with Council first. Mayor Memmesheimer asked what the cost of blacktop laying would be to the City for this project. City Engineer estimated cost of asphalt alone to be about $500, for the complete job, materials and labor, would be about $900. It was brought out in discussion that in the past the City has taken care of some such work as this for the schools. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the City Engineer be instructed to talk with representatives of the school and submit offer of the City to pay for 2/3 paving of the area. Department of Public Works submitted a request to .establish the position of custodian and recommended that the Personnel Board hold examinations for this position. Due to the fact that the City's offices were expanding and more evening meetings are being held, it was felt a permanent man on full time basis was necessary. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the request of the Public Works Department to establish the position of custodian be accepted and the Personnel Board be so notified. Letter was submitted from Department of Public Works requesting permission to hire part-time carpenter to take care of carpenter and related maintenance problems as they arise and recommended employing Jerry Welker. Moved by Councilman Fawcett, and seconded by Councilman Johnson; -and carried unanimously that recommendation of Public Works Department to hire part-time carpenter as needed at the rate of $2.75 per hour, 8mployment not to exceed 20 hours per week, be accepted, and to authorize City Attorney to draw up Resolution accordingly. 181 7:30 P.M. Councilman Johnson offered the following Resolution entitled: Resolution No. 3107 Raul Solis - A.RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Temporary part-time LOS ANGELES COUNTY, CALIFORNIA EMPLOYING RAUL SOLIS..AS employee A TEMPORARY PART-TIME EMPLOYEE FOR THE SURVEY CREW IN THE DEPARTMENT OP PUBLIC WORKS AND FIXING HIS SALARY. Councilman Johnson moved its adoption, seconded by Council- man Ortuno and carried unanimously and numbered Resolution No. 3107 Councilman Fawcett offered the following Resolution entitled: Resolution No. 3108 Grant of Easement A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, - Azusa Properties. LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING A GRANT OF EASEMENT FROM AZUSA PROPERTIES, INC., A CORPORATION, TO THE CITY OF AZUSA AND AUTHORIZING THE RECORDING THEREOF. Councilman Fawcett moved its adoption, seconded by Councilman Johnson and carried unanimously and numbered Resolution No. 3108. Virgil Smith, Supt, of Light and Water Department, appeared before Council to report on the sub -station. He stated that monthly rental for sub -station would be on the basis of 11,1% of energy purchased per month. We are now paying $300 per month rental on transformers, and Mr. Southern Calif. Smith stated this 1—,'% was much hlghtr. Edison Company Moved by Councilman Fawcett, seconded by Councilman Sub -station. Ortuno and unanimously carried that City Attorney and Supt. of Light and Water Department contact Mr. Voisinet of Southern C lifornia Edison Company and arrange the best deal possible. The matter of the sale of the sewer plant to the County was discussed. The County had offered to purchase the plant and 712 acres of the land for $60,800. Motion passed unanimously. Mayor Memmesheimer was authorized by Council to accept the figure offered by Mr. Rawn of the Sanitation District. Mayor Memmesheimer announced that the City of Glendora had accepted the date of Thursday, October 28, 1954, Meeting of Azusa for the joint meeting of the Council of Azusa and the and Glendora Council of Glendora, and they asked that this meeting Councils on take place in their Council chambers in Glendora. It Oct. 28, 1954 was decided that the City Clerk would notify Mayor Woods of Glendora that Azusa Council would meet with them as requested. Mr. Smith stated that a letter was submitted to him Leave of Absence from Barbara Demke, employee of the Light & Water Barbara Demke - Department, presently on sick leave, requesting a 90 days - leave of absence due to illness. Supt. of Light & granted Water recommended granting leave of absence, and requested permission to hire temporary help to replace this employee during that time. Moved by Councilman Ortuno, seconded by Councilman Johnson, and unanimously carried that Barbara Demke be granted.a 90 day leave of absence, without compensation. Moved by Councilman Johnson, seconded by Councilman Romero, and knanimously carried that City Attorney be instructed to draw Resolution authorizing the hiring of temporary lemployee for the Light & Water Department, not to exceed 90 days. 184 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 25, 1954 Mr. Smith of the Light and Water Department appeared before Council to report on the difficulty being encountered on high lines, which in his opinion is due to smog, dust and other things in the air. He suggested the purchase of a portable high pressure outfit honsisting of hydraulic pump and engine to be used to wash the insulators. Mayor Memmesheimer stated the purchase of such equipment would have to be put to bid, and suggested Mr. Smith get further information on this equipment and report back to Council. 'Supt. Smith reported that on street improvement projects, the cost of relocating water services is running quite high. The Water and Light Department has spent approximately $5,225 so far. The City Engineer stated that it might be possible to recover some of this money from the Major Streets Fund, but that would mean curtailing some other project. Mayor Memmesheimer stated it wotild'probably be better to have it come out of the State Fund and other projects be governed accordingly. Letter was submitted from the Los Angeles County Heart Association requesting permission to conduct a fund raising campaign in Azusa during the month of February, 1955. Moved by Councilman Romero, seconded by Cduncilman Fawcett, and unanimously carried that the Los Angeles County Heart Association be granted permission to conduct fund raising campaign in the City of Azusa during the month of February 1955. Letter was submitted from Azusa Woman's Club announc- ing an Art Exhibit at the Club House, 1003 N. Azusa Ave., on November 5, 6, and 7th, from 2 P.M. through 9 P.M., open to the public, admission free, and re- questing that the first week in November be proclaimed November Art Week in Azusa. Moved by Councilman Johnson, seconded'by Councilman Fawcett, and carried unanimously that the week of November 1 - 7 be proclaimed Azusa Art Week. 185 7:30 P.M. Request to purchase insulator washing equipment. Cost of relocating water services. Los Angeles County Heart Asso6iation - Fund Raising Campaign Proclamation of November Art Week Nov. 1 - 7, 1954 The Police Department of the City of Pomona submitted Pomona raise in a letter to Council stating that they had raised the rates for prisoner rates for prisoner care in accordance with the rate care. raise recently instigated by the County of Los Angeles Sheriff's Department to $2.42 per male prisoner and $3.62 per Female prisoner. The City Clerk announced that Mrs. Gaston of the Census Bureau would soon be in Azusa to supervise the special census of Azusa. He reported that he has already arranged for office space, desks, typewriter, chairs, phone service needed for this project which will take about 2 weeks to complete. The City Clerk announced that all Council members were to be at Cerritos and Foothill Blvd. no later than 1:30 P.M. on Saturday, October 30, to partici- pate in Golden Days Parade. Letter was submitted from the Personnel Board listing 3 names of applicants certified as eligible for placement on the Civil Service List 1 - Chief Account- ing Officer. These names were - Perry Scott (1st), Harvey Noesen (2nd), and James Anderson (3rd). ,Moved by Councilman Johnson, seconded by Councilman Ortuno and carried unanimously that the first name on the list of eligible applicants be appointed to the position of Chief Accounting Officer of the City of Azusa. Moved by Councilman Johnson, seconded by Councilman Ortuno that the City Clerk be instructed to notify the chosen applicant of his appointment. Moved by Councilman Romero, seconded by Councilman Ortuno, and unanimously carried that Councilman Fawcett be appointed to represent the City Council at the Industrial Development Conference and be allowed whatever expenses are involved in connection with this. Letter was submitted from Mr. Davis of Studio of Fine "Free" License Portraiture at 634 N. Azusa objecting to the issuing for soliciting. of "free" licenses to solicit in the City of Azusa. It was brought out in discussion that the City Ordinance permits the issuing of free license to disabled veterans upon proof of 30% or more disability, and all firms engaged in Interstate Commerce. City Clerk submitted report of City Treasurer that the Bank balance for the City of Azusa as of October 1, Treasurer's Report 1954, was 863.885.49, and invested in 91 day Treasury bills was 200,000. The matter of the business license for John Luna was again discussed and the City Attorney offered the information that Mr. Luna now has an Attorney working on this for him. I ' ' The City Clerk reported that he had received notice from the State Employees' Retirement System giving the amount the City would have to pay for an actuary survey for proposed amendment to the existing contract, which would change the contract by fixing the formula for the retirement benefits being based on 1/60 times the highest 3 year average salary, times the number of years of c edited service, and the death benefit, upon death after retirment, of from $300 to $400. Said cost for survey to be $254.15. Letter was submitted to Council from the Raider's Club asking permission to hold a dance at the Armory Hall on November 27, 1954. It was the opinion of the Council that too many of these social club dances were getting out of hand, and it was thought a better idea to begin to cut down on some of them. Raider's Club Dance - permission denied. nm CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 25, 1954 Moved by Councilman Romero, seconded by Councilman Ortuno, and unanimously carried that the request of the Raiders Club to hold,a dance at the Armory Hall on November 27, 1954, be denied. Councilman Ortuno reported to Council regarding clubs of teenagers putting on dances. He stated they arrange these dances and sell tickets to people who are under the impression the money will go to charity, whereas actually it just goes back to their own club, and also that the youngsters are not behaving as they should at these functions. Letter was submitted from Police Department regarding Safety Members absent on military leave, and re- questing that the contract between the City of Azusa and the Board of Administration of the State Employees' Retirement System be amended in conformance to the provisions of Section 20894.5 of the State Employees' Retirement Law, and that the date be designated within said contract and the amendment be July 1, 1954. It was stated in discussion that a person going into military service must withdraw their funds out of State Retirement and in most instances the employee has been perfectly happy to do so, but in the case of Morse, he wants to remain a part of the retirment system and this can be done by asking the State Retire- ment Board to amend our particular contract to read that.way, that the man be permitted to remain ift the retirment system while he is in military service. Moved by Councilman Romero, seconded by Councilman Ortuno, and unanimously carried that the City Clerk check with the State Retirement Board for further information. Letter was submitted to Council from Police Department in regard to Safety Members' Widow Retirement allowance. Mayor Memmesheimer stated he would like to have a report on this, and an addition provision taken care of because he feels that in the case of safety officers, the amount of their contribution is higher and the City's share is higher, and because of their hazardous occupation they be granted that consideration. Moved by Councilman Romero, seconded by Councilman Fawcett, and unanimously carried that City Clerk be instructed to check into the matter and determine what .the cost -would be for such a survey. 189 7:30 P.M.
