SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS FOR POLICE FACILITY
Background
Presented for your review and approval are the plans and specifications titled, "City of Azusa Police
Facility Addition and Alteration." In addition to this document, you will find the general and special
provisions project manual titled,"City of Azusa Police Facility Asbestos and Lead Abatement."Draft
construction drawings for this project were provided on December 19, 1996 and were considered 95
to 98 percent completed.However, the"complete" construction drawings are underway and will be
available on January 7, 1997. The draft construction drawings are now available for public review and
the"complete" set will also be made available on January 7, 1997, at the Azusa Police Department
by contacting Lieutenant Sam Gonzalez at (818) 812-3209.
The police facility project was divided into two steps. Step I was for general contractors to respond
to our Request For Statement of Qualifications Information package(RFQ), which was advertised
by the City Clerk's office in August and September, 1995. Twenty responses were received and
fourteen general contractors were notified that they were eligible to participate in Step II. This second
step includes making the above plans and specifications available to the fourteen general contractors
to bid on the project.
Findings
Sonia Rubio Carvalho and Mike Riddell from the Law Offices of Best, Best and Krieger have
reviewed the above documents. With the assistance of Mrs. Carvalho and Mr. Riddell, the
architectural firm of WMM Associates has made some modifications to the documents. However,
Mr.Riddell has said there are yet some minor"non-substantive" revisions that need to be made prior
to their issuance. These revisions are also underway and will be completed by January 7, 1997.

Recommendation
It is recommended that the City Council approve the Police Facility's plans and specifications and
authorize that the documents be made available to the Step II general contractors on January 7, 1997.

SUBJECT: DONATION TO THE CITY LIBRARY
On December 31st the City Library received two collections of American stamps from Dr.
Raoul Martinez. This donation has been valued at approximately $4,500. Dr. Martinez has been
practicing in the City for 30 years and residing in City of Covina. His gift to the Library is
greatly appreciated and will be used to support library services in the community.
Recommendation
It is staff recommendation that City Council gratefully accepts this gift and authorize the staff to
present Dr. Martinez with a certificate of appreciation for his gift to the Azusa City Library.

RE: Acceptance of Server Replacement Project bids as modified and awarding
purchase to Intelli-Tech for hardware and Jet Research Laboratories for software.
BACKGROUND
Currently the City Hall Data Center is operating multiple servers of various ages and configurations which the
Information Services staff is in the process of consolidating on to a single high performance and highly reliable Hewlett
Packard Pentium Pro server. On December 16, 1996,Council approved the"Server Replacement Project Technical
Specifications and Request for Bids"and four bids were subsequently received from Intelli-Tech of San Dimas,
Accurate Computer Technologies of Orange,Jet Research of Pasadena and Advanced Inter-Systems of Anaheim. The
bids were opened by the City Clerk on December 30, 1996.
FINDINGS
After the bids were opened,staff carefully reviewed each company's bid to verify that the correct parts and quantities
had been specified. With regard to the add-on memory three different methods were used to get 256MB even though a
particular part number had been specified. Staff found that the least expensive method would save the City
approximately$4,400. Staff then contacted the four vendors who had submitted bids to solicit similar pricing from each
with regard to the memory modules. Additionally,staff has recommended that the HP Remote Assistant,a non-critical
item,not be purchased in order to gain an additional savings of$1,000.
With regard to the software,Novell IntraNetware 4.11 upgrade,the hardware low bidder was$776 higher than the
lowest software bid.
RECOMMENDATION
Staff recommends that Council,using its"right to reject any and all bids or parts thereof',accept the four bids received
as modified for memory and software. Additionally,staff recommends that to gain additional savings the hardware and
software purchases should be split with thehardware purchase being awarded to Intelli-Tech of San Dimas,in the
amount of$20,970.00,and the software purchased being awarded to Jet Research of Pasadena,in the amount of
$2,219.00. Funds were budgeted and are available in account 243-400-2200-7150.
