I, CITY LIBRARIAN VIA: HENRY GARCIA, CITY ADMINISTRATOR-- DATE: November 12, 1997 SUBJECT: AUEN-BERGER FOUNDATION GRANT PURCHASE OF HEALTH REFERENCE CENTER DATABASE BACKGROUND The Azusa City Library has received a grant from the Auen-Berger Foundation to establish a Public Computer Center. Although these computers will be available to all patrons,the focus of this grant is to provide access,programs and training for seniors. Seniors comprise an important segment of our community and patrons and have been among our most ardent supporters. Indeed,the majority of the Friends of the Library are seniors. Seniors are the most consistent and faithful readers and users of the Library. Focus groups held with seniors in April indicated that current information on health related issues was a major area of interest for seniors. The Information Access Company provides the Health Reference Center, a multi-source health database on CD-ROM designed for the non-medical- professional. An overview of the scope of the materials offered is attached. Ebsco,the only other comprehensive health database provider,offers a limited product. While Health Reference Center has full text of six medical reference books, Ebsco offers only one as part of its package. Information Access Company is a long established vendor for Libraries both academic and public. They are the sole source for this database. The funds for this database will come from the Auen- Berger Grant-Project#905400. The purchase price of$5,500 includes a one-year subscription with monthly updates. RECOMMENDATION Staff recommends that,in accordance with the provisions of Section 2-536 of the Azusa Municipal Code,City Council pass the attached Resolutions waiving the formal"sealed"bidding,and authorize the issuance of a purchase order in an amount not to exceed $5,500 inclusive of sales tax and delivery charges to Information Access Company of Hayward,California,the sole source for Health Reference Center. Date range: three years+ current year(four years plus the current year on InfoTrac SearchBank) 1 of 2 10/9/97 2:26 PM RESOLUTION NO: RESOLUTION OF THE CITY COUNCIL OF TilE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AUTIIORIZING TILE ISSUANCE OF A PURCHASE ORDER FOR AN AMOUNT NOT TO EXCEED$5,500.00 FOR PURCHASE OF TI1E 11EALTII REFERENCE CENTER DATABASE. WHEREAS,Section 2.537 of the Azusa Municipal Code requires City purchases over the amount of$5,000 to be awarded to the lowest responsible bidder after notice,and WHEREAS,Section 2.537 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding upon finding that the public welfare would be promoted by dispensing with them,and WHEREAS,by soliciting written quotations from vendors,the City will have clearly complied with the intent of Section 2.537 of the Azusa Municipal Code,and WHEREAS,the City needs to provide updated Health Information Resources to seniors and other library patrons,and • WHEREAS,the Azusa City Library has received a grant from the Auen-Berger foundation to prgvide computer based health information for seniors,and • WHEREAS, Information Access Company's Heath Resource Center is the most comprehensive health database for libraries,and WHEREAS,the only other source of a health database for public libraries did not have a comparable scope of materials available on their database,and WHEREAS,the Heath Reference Center was the database specified in the grant proposal NOW THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES IIEREBY • FIND AS FOLLOWS: Section 1. The formal "sealed" bidding process is waived,and Section 2. That a Purchase Order,not to exceed$5,500.00 be issued to Information Access Company for purchase of the Health Reference Center on CD-ROM PASSED,APPROVED AND ADOPTED this 17'h day of November 1997. • Mayor I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Azusa,at a regular meeting thereof held on the 17th day of November, 1997.
