Background:
The Cable Television Reform Act of 1995 requires franchised operators of Community Antenna
Television Systems ("Cable" TV)to increase the amount of video programming available on the
Local Access Channel. Azusa's new contract with Charter Communication, Inc., calls for
roughly doubling the air time devoted to the Azusa community and broadcast on Channel 12. In
addition, under the terms of the contract, Charter has deposited with the City the sum of
$100,000 with which to replace and upgrade the outdated and malfunctioning broadcast
equipment that the cable company uses to produce local programming. This report outlines the
types and specifications for the various pieces of equipment and recommends that Council
approve the specifications and direct staff to advertise for sealed bids in a newspaper of general
circulation.
Findings:
With the advent of electronically-generated media, the City of Azusa has the opportunity to
better advise its residents and businesses with regard to the broad spectrum of opportunities for
participation in recreational, cultural, civic and social events that receive sponsorship not only
from the City of Azusa but from the Azusa Unified School District, Azusa Pacific University and
the numerous service clubs and organizations that do so much to support the community. The
City successfully negotiated with Charter Communication in October, 1995, to roughly double
the air time on Channel 12,the Local Access Channel, and to replace and upgrade the cable
system and the production equipment to reflect the state of the art.
The cable system will now devote a total of three channels to public, educational and
governmental use. With the new equipment, members of the public, the School District,the
University, and the City Council will be able to broadcast live telecasts from the City
Auditorium. With the new equipment, reception of both picture and sound will be much clearer
than it is now. In addition, the new equipment includes portable cameras that will be used at

various important events, such as Golden Days, the Miss Azusa Scholarship Pageant, the Public
Safety Building dedication. The programmable video playback system will include three
player/recorders that will afford the capability to provide continuous television programs of
interest to Azusans throughout the viewing day. The editing system will give the City the ability
to create interesting short-subject programs that, for example, feature the part that"Azuksa-Gna"
played in the history of the San Gabriel Valley; the area's transformation from a thriving citrus
production center to the metropolis it is today. And, of course, there are endless uses for
childrens' story-time, crafts and exercise, not to mention useful instruction on current topics such
as the internet, careers, higher education and employment opportunities.
Staff of the Library and the Purchasing Division worked together to develop the attached
specifications for the equipment that the City needs. The staff visited cable production sites in
Long Beach and Walnut, and conducted in-depth study sessions with Charter Communications
employees and engineers in the field. The result is a list of nearly 70 items in six categories the
cost of which staff estimates at(not to exceed) $95,000. Bid specifications shall include all
necessary cabling and installation as well as instruction to both Charter Communications and
City staff, as to operating the equipment. Staff is scheduling the bid opening for June 9 with
Council consideration of the bids on either June 15 (a regular meeting) or June 17 (a budget
public hearing). Attached is a list of the needed equipment. Staff will include the funds in the
preliminary budget document for Fiscal Year 1998-99.
Recommendation
Staff recommends that Council approve the attached specifications for Cable TV Production
Equipment.
NOTICE INVITING BIDS
PUBLIC NOTICE IS HEREBY GIVEN that the City Council of the City of Azusa, County of Los
Angeles, State of California, will receive, at the office of the City Clerk, City Hall, up to the hour
of 10:00 A.M. on MONDAY, JUNE 8, 1998, sealed bids for CABLE TV PRODUCTION
EQUIPMENT.
Bids will be publicly opened and declared in the Office of the City Clerk, City Hall, 213 E.
Foothill Blvd., Azusa, California, at 10:00 A.M. on Monday June 8, 1998.
Action will be taken on these bids by the City Council City of Azusa, at 7:30 P.M., Monday,
June 15, 1998, 7:30 P.M. at a regular meeting of the City Council in the Council Chambers, City
Hall.
No bid shall be considered unless it is made on a proposal form provided for that purpose, sealed
and filed with the City Clerk at the above address, on or before the time specified for receiving
bids.
Plans and specifications are available at no cost in the Office of the City Clerk.
The City Council reserves the right to reject any and all bids or parts thereof and to waive
informality in such bids. The City Also reserves the right to reject the lowest bid if the company
is not a responsible bidder.
