The City Council of the City of Azusa met in regular session at the above time and place. The meeting opened with the Flag Salute. Flag Salute In the absence of clergyman, Invocation was offered Invocation by Councilman Fawcett. Roll Call: Councilmen: Fawcett, Ortuno, Johnson Roll Call Romero, Memmesheimer City Attorney, City Engineer City Clerk Mayor Memmesheimer asked if there were any corrections or omissions in the minutes of the meeting held on October 25, 1954, copies of which were received by members: Councilman Ortuno stated that on Page 2 the vote on the motion concerning the Lee School was incorrect. Instead of reading "unanimously carried" it should be corrected to read, "Motion'carried by the following vote: AYES: Councilman: Fawcett, Johnson, Memmesheimer NOES:, Councilmen: Ortuno, Romero Absent: None" Councilman Johnson stated that on Page 7, 4th Paragraph the date of the fund raising campaign for -the Los'Angeles County Heart Association should be corrected to read "February 1955` instead of "February 1g54" The City Clerk announced receipt of five sealed bids for.scrap copper and scrap meters in answer to the 'Notice.Inviting Bids" for such. Moved by Councilman Ortuno, seconded by Councilman Fawcett'and unanimously carried that the sealed bids on the scrap copper and scrap meters be opened and publicly declared. Bids were received from the following: Rosen's Electrical Equipment Company - $ .122 per,pound on scrap copper, $ .03 each unit on scrap meters. Enclosed was a Cashier's check for $100 as bid deposit. Aero Iron and Metal Company bid $ .1566 per pound for scrap copper and enclosed a Certified Check in the amount of $125.28 for bid deposit. C. R. McGahey submitted bid for $160 for the scrap copper wire as is, or $ .06 per pound if sold by weight. Enclosed was cash in the amount of $16.00 representing 10% of the sub- mitted bid. Alhambra Scrap and Salvage Company submitted a bid of $ .15 per pound for the scrap copper wire, and $.03-3/4 a unit for the scrap meters. Enclosed was a Cashier's Check in the amount of $125.62 as bid deposit. A. & B Metals Company submitted a bid for scrap copper in the amount of $ .11 per pound. En- closed was $88.00 in cash representing 10% of bid estimated on 8,000 pounds of copper. Corrections Bids on Scrap Copper Wire and Scrap Meters Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Council accept the bid for scrap copper as submitted by Aero Iron & Metal Co. at $ .1566 per pound, and that the City'Clerk be authorized to return the deposits of the unsuccessful bidders. 144 CITY HALL , AZUSA, CALIFORNIA MONDAY, NOVEMBER 1, 1954 Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Council accept the bid of Alhambra Scrap and Salvage Company for the scrap meters at $ .03-3/4 per unit, and the City Clerk be authorized to return deposits of un- successful:bidders. Mr.'Louis Licht, Attorney for John Avedesian, holder of•the City contract for rubbish collection, submitted a letter to the Council requesting the termination of the contract between the City and John Avedesian, to be'effective December 31, 1954, said termination to be by mutual agreement. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that this matter be tabled until a report from the Department of Public Works is submitted to the Council giving firm costs if collections were made by the City. Miss -Margaret Orndorff, 630 N. San Gabriel Avenue, requested an extension of 90 days on the permission previously granted by the City for relocating a residence from 630 N. San Gabriel to 607 N. Lemon Ave. Moved by Councilman Fawcett, seconded by Councilman Johnson and duly carried, that the City Council grant Miss Orndorff a 90 day extension for completing the moving of a house from 630 N. San Gabriel to 607 North Lemon. Mr. James Zoda, Mr. Ralph Diez and Mr. Al Ponzo, residents of South Louise Avenue which is now being improved under the 1911 Act, appeared before Council requesting the City to repair the driveways which have been affected by the installation of sidewalks and'curbs on that street. It was pointed out by them that,in many places, the grade of the sidewalk was as much as two feet below the original grade, and they felt that because of this condition it should be the responsibility of the City to repair the driveways affected. City Engineer Williamson pointed out that in a 1911 Act district, the contrzctor is now allowed to work on -private, -property, and if the driveways are to be brought to grade, it would be necessary to use City equipment'for the job, if the Council so desired. The Engineer suggested: (1) that all driveways be graded to a uniform slope of about 16%, and _,(2) those wishing the work to be done by the City should submit a written request including a waiver of all liability to the City. Those driveways presently unpaved would be graded only, and the City could apply blacktop to other driveways, either at cost or at no expense depending upon the wishes of Council. Property owners desiring concrete paving would arrange for a private contractor. Discussion was held as to various causes and solutions to this problem. 145 7:30 P.M. JOHN AVEDESIAN - possible termina- tion of rubbish collection contract. M. Orndorff - 90 day extension for relocation of residence. Repair of drive- ways affected by installation of curbs & sidewalks under 1911 Act. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City would black- top for a maximum distance of 6 feet from the sidewalk back into the driveway, after all due legal procedures have been taken care of and liability waivers have been 146 CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 1, 1954 filed with the City. Property owners would grade at their own expense. In regard to the properties having greater problems, it was moved by Councilman Ortuno and seconded by Councilman Romero, and duly carried, that the problem properties shall be referred to the City Engineer for his study and report. Mr. Ken Taylor of the Christmas Decorations Committee of'the Chamber of Commerce appeared before Council regarding the wishes of the Council on the trimming of the Christmas Tree at the City Hall. Mr. Taylor stated that the Chamber of Commerce had allotted $1400 to'the merchants for the purpose of decorating the streets with ornamental lines over the streets. Mayor Memmesheimer was of the opinion that the Chamber of Commerce should furnish funds from their budget for the decorating of the tree. It was the opinion of the members of the Council that the tree should be'decordted and that the Chamber of Commerce had been granted money by the City to be used for the best advantage of all the City. It was recommended that this matter be referred to the _Chamber of Commerce in order for them to work out a suitable arrangement for the decorating of the tree and to report to the Council. It was pointed out that the Chamber of Commerce had agreed to allocate $100 for a Nativity scene to be erected on the easterly portion of"the Civic Center lawn. The Nativity scene would be'a City-wide church project in connection with the Recreation Department. Mr. Donald E. Johnson requested permission to operate a service station at 151 East Foothill Blvd. Moved by Councilman Ortuno, seconded by Councilman Romero, and unanimously carried, that the City Council grant approval for a business license for the opera- tion of a service station at 151 E. Foothill Blvd., to be conducted by Donald E. Johnson.' A request to operate a restaurant at 116 W. Foothill Blvd. -was received from Warren G. Kimber and Ralph R. Mack. Moved by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried, that this license be granted upon the recommendation of the Fire Chief, Building -Inspector, Engineer, and City Attorney. The City Planning Commission recommended to the Park and -'Recreation Commission that improvements should be made "on Northside Park. The Park and Recreation Commission recommended to the City Council that the Northside Park be graded and planted with some type of'ground cover. It also recommended that a fence be built across the continuation of 7Angeleno Avenue north of 12th Street in order to keep vehicles and horses from crossing the Park and raising dust. Moved bq Councilman Johnson, seconded by Councilman Romero,' that this matter be tabled for further study and that a sketch of the area of the proposed fence be submitted by the City Engineer. Motion was duly carried., The Park and Recreation Commission reported that a request was received by them from the Monrovia May- flowers, a semi -pro baseball team for the use of the ball diamond. The Park and Recreation Commission approved this request for the use of the ball diamond on Sunday by this ball team providing they use the name Azusa"Mayflowers, and also recommended permission be granted to the organization to collect funds through contributions and sale of refreshments. 147 7:30 P.M. CITY HALL AZUSA, CALIFORNIA, MONDAY, NOVEMBER 1,1954 Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that this matter be tabled until :the next meeting for further study. The Park and Recreation Commission reported that the resignation of Mr. John Huffstutter as Recreation Director had been received by them at their last regular meeting at which time they regretfully accepted the resignation. Moved by Councilman Johnson, seconded by Councilman Ortuno that the letter of resignation be filed. Motion duly carried. Moved by Councilman Romero, seconded by Councilman Ortuno, that the City Attorney be instructed to draw Resolution commending and thanking Mr. Huffstutter for his services as Recreation Director of the City of Azusa. 'Motion carried unanimously. It was recommended by the Park and Recreation Com- mission that Mr. William Pacifico be appointed to the position of Recreation Director upon the resigna- tion of Mr. Huffstutter. Moved by Councilman Johnson, seconded by Councilman Fawcett, and unanimously carried, that this Council accept the recommendation of the Park and Recreation Commission on the hiring of William Pacifico as Recreation Director. Resignation of John Huffstutter - Recreation Director William Pacifico appointed Recreation Director The Park and Recreation Commission submitted a Petition for Petition received by them requesting the removal removal of palm of palm trees on Azusa Avenue between 8th3; 9th trees on Azusa Stireets,`and recommended permission be granted for Avenue between the removal of these trees. 8th & 9th Moved -by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that this matter be referred to the City Engineer to contact the interested persons about the removal of trees and paving of parkways. Valley Disposal. Moved by Councilman Ortuno, seconded by Councilman Romero and duly carried that the adjustment in compen- sation be made in the garbage collection payments as per agreement. The Chamber of Commerce filed a financial report cover- Chamber of Commerce ing the first quarter of the fiscal year. Financial Report - Moved by Councilman Ortuno, seconded,by Councilman First Quarter. Johnson and unanimously carried that the Chamber of Commerce shall forward a copy of this report to each Council member as soon as possible. 150 CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 1, 1954 Councilman Fawcett offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, RELATIVE TO THE SYSTEM OF MAJOR -GAS TAX STREETS. Councilman Fawcett moved its adoption seconded by Councilman Ortuno and unanimously carried and numbered Resolution No. 3110. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that an emergency Ordinance of the City of Azusa regulating the hours of burning within the City be read in full. The Ordinance was then read in full. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that further reading of'the Ordinance be waived and the title reading only be made. Councilman Romero offered the following Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AMENDING FIRE PREVENTION ORDINANCE NO. 474 RELATIVE TO PERMISSIBLE HOURS FOR BURNING. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that the City Attorney draw up a Resolution to be submitted to the Public Utilities Commission protesting against the application for a rate increase by the Southern Counties Gas Company. Councilman Johnson moved its adoption, seconded by Councilman Fawcett, and unanimously carried and numbered Resolution No. 3113 Personnel Board submitted a letter stating that John Williamson had completed his probationary period as City Engineer on October 5, 1954 and had been recommended by the Chairman of the Public Works Commission to be City Engineer - raised to the 2nd step effective as of October 5, 1954.
