HomeMy WebLinkAboutOrdinance No. 2327 • ORDINANCE NO. 2327 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA CHANGING THE ZONE OF PROPERTY GENERALLY LOCATED AT 450 NORTH SOLDANO AVENUE FROM Rlc (SINGLE-FAMILY RESIDENTIAL) TO R3c (MULTI-FAMILY RESIDENTIAL) (ZONE CHANGE CASE NO. Z-251) THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. The applicants Relco Industries/ Larry Sade have applied to the City for a change in zone of the subject property from Rlc (Single-family Residential) to R3c (Multi-family Residential) . The subject property is generally described as 450 North Soldano Avenue and is legally described as: Lots 1-24 Inclusive, Block 49 of Azusa, Per Map recorded in Book 15, Pages 93 of Miscellaneous Records in the City of Azusa, County of Los Angeles, State of California and as shown on a map on file with the City Clerk. B. The change and amendment to the zone classification set forth below for the subject property was duly initiated, and notice of public hearings thereon were duly given and published in accordance with applicable law. C. In connection with said public hearings, an Environmental Impact Report (EIR No. 86-1) was considered regarding the proposed zone change and other City approvals. D. Public hearings thereon were duly held by the Planning Commission of the City of Azusa on July 9, 1986, and by the City Council of the City of Azusa on August 4, 1986, continued to August 18, 1986 and September 2, 1986. E. On July 9, 1986, the Planning Commission of the City of Azusa by Resolution No. 2342 recommended to the City Council that the change in zone classification proposed to be adopted for the subject property be approved. F. The City Council has considered all of the information presented to it at the public hearings held on the proposed zone BSK/ORD4821 change, and finds, determines and declares that the public necessity, convenience, public welfare and good zoning practice require that the zone text amendment and zone change set forth in this Ordinance be made. G. The City Council further finds, determines and declares that the zone text amendment and zone change of the subject property is consistent with the General Plan of the City of Azusa and the elements thereof. H. In taking this action the City Council considered the effects of its decision on the housing needs of the region in which the City is located and balanced those needs against the public service needs of the City's residents and available fiscal and environmental resources. SECTION 2. Notwithstanding the provisions of Section 19.06.010 of the Azusa Municipal Code and the Zoning Map referred to therein, the subject property described in this Ordinance is hereby placed in the R3c (Multi-Family Residential) zone. SECTION 3. Upon the effective date of this Ordinance, the Director of Community Development shall revise the Official Zoning Map of the City of Azusa to reflect the change in zone of the subject property. SECTION 4 . The City Clerk shall certify the passage of this Ordinance and shall cause the same to be published in the manner prescribed by law.
