AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA CHANGING THE PREZONING DESIGNATION
FOR PROPERTY GENERALLY LOCATED AT 5532 NORTH
CITRUS AVENUE FROM R-lc (SINGLE-FAMILY
RESIDENTIAL) TO C-2 (RESTRICTED COMMERCIAL) -
ZONE CHANGE CASE NO. Z-255
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine, and declare that:
a. The applicant, Virginia Seltzer has
applied to the City for a change of prezoning
designation of the subject property from R-1C
(Single-Family Residential) to C-2 (Restricted
Commercial) . The property is generally described
as 5532 North Citrus Avenue and is legally
described as: The portion of Lot "A" , Tract No.
1306 in the County of Los Angeles, State of
California, as per map recorded in Book 18, page 41
of Maps, in the office of the County Recorder of
said County, and as shown on file with the City
Clerk. The property would be generally described
as 540 South Citrus Avenue if annexed to the City
of Azusa.
b. The change in amendment to the zoning
ordinance set forth below for the subject property
was duly initiated, and notice of public hearings
thereon were duly given and published in accordance
with applicable law.
c. Public hearings thereon were duly held by
the Planning Commission of the City of Azusa on
September 3, 1986 and by the City Council of the
City of Azusa on October 6, 1986.
d. On September 3, 1986, the Planning
Commission of the City of Azusa by Resolution No.
2371 recommended to the City Council that the
prezone change classification proposed to be
adopted for the subject property be approved.
e. The City Council has considered all of
the information presented to it at the public
hearing held on October 6, 1986, and finds,
determines, and declares that the public necessity,
convenience, general welfare and good zoning
practice require that the zone text amendment and
zone change set forth in this ordinance be made.
f. The City Council further finds, deter-
mines and declares that the zone text amendment and
zone change for the subject property is consistent
with the general plan of the City of Azusa and the
elements thereof.

g. In taking this action the City Council
considered the effects of the decision on the
housing needs of the region in which the City is
located and balanced those needs against the public
service needs of the City residents and available
fiscal and environmental resources.
SECTION 2. Notwithstanding the provisions of
Section 19.06.010 of the Azusa Municipal Code and the zoning
map referred to therein, the subject property described in
this ordinance given a prezoning designation of C2
( restricted commercial) .
SECTION 3 . Upon the effective date of this
ordinance, the Director of Community Development shall
revise the official zoning map of the City of Azusa to
reflect the change in zone of the property.
SECTION 4. The City Clerk shall certify the passage
of this ordinance and shall cause the same to be published
in the manner required by law.

I, Adolph Solis, City Clerk of the City of Azusa do
hereby certify that the foregoing Ordinance No. 2331was
regularly introduced and placed upon its first reading at a
regular meeting of the City Council on the 3rd day
of November , 1986. That thereafter, said Ordinance was
duly adopted and passed at a regular meeting of the City
Council on the 17th day of November 1986 by the following
vote, to wit:
