AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA CHANGING THE ZONE OF PROPERTY
GENERALLY LOCATED AT 840-880 SOUTH VINCENT
AVENUE FROM R3A (MULTI-FAMILY RESIDENTIAL) TO
R3C (MULTI-FAMILY RESIDENTIAL) (ZONE CHANGE
CASE NO. Z-258)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. The applicant, Net Advantage, Inc./Anton L.
Bargaehr, has applied to the City for a change of
zone on the subject property from R3a (multi-family
residential) to R3c (multi-family residential) .
The subject property is generally described as 840-
880 South Vincent Avenue, Azusa, California, and is
legally described as: Parcel No. 1 is the
Southwest 1/4 of the Southwest 1/4 of the Southwest
1/4 of Section 3, Township 1 South, Range 10 West,
San Bernardino Base and Meridian, County of Los
Angeles, State of California, except the East 330
feet thereof. Also the South 150 feet and the
North 255 feet thereof and also except a strip of
land 25 feet wide off the West side thereof for
road purposes; and Parcel No. 2 is the North 255
feet of the Southwest 1/4 of the Southwest 1/4 of
the Southwest 1/4 of Section 3, Township 1, South,
Range 10 West, San Bernardino Meridian, County of
Los Angeles, State of California, according to the
official plat of the survey of said land on file in
the Bureau of Land Management, except the East 330
feet thereof, also except a strip of land 25 feet
wide off the West side thereof for road purposes;
and as shown on the Map and Official Legal Descrip-
tion on file with the City Clerk.
B. The Change and Amendment to the Zoning
Ordinance set forth below for the subject property
was duly initiated and notice of public hearings
thereon were duly given and published in accordance
with applicable law. Public hearings thereon were
duly held by the Planning Commission of the City of
Azusa on January 21, 1987, and by the City Council
of the City of Azusa on March 3, 1987, and
March 16, 1987.
C. On March 21, 1987, the Planning Commission of
the City of Azusa by Resolution 2418 recommended to
the City Council that the Zone Change classifica-
tion proposed to be adopted for the subject
property be denied.
D. The City Council has considered all of the
information presented to it at the public hearings
held on March 3, 1987 and on March 16, 1987, and
hereby finds, determines and declares that the
public necessity, convenience, general welfare and
good zoning practice require that the zone text
amendment and zone change set forth in this
ordinance be made.
E. The City Council further finds, determines and
declares that the zone change for the subject
property is consistent with the General Plan of the
City of Azusa and each element thereof.
F. In taking this action, the City Council con-
sidered the effects of the decision on the housing
needs of the region in which the city is located
and balanced those needs against the public service
needs of the City residents and available fiscal
and environmental resources.
SECTION 2. Notwithstanding the provisions of
Section 19.06. 010 of the Azusa Municipal Code and the Zoning
Map referred to therein, the subject property described in
this ordinance is hereby placed in the R3c (multi-family
residential zone) on the condition that the density on the
subject property be reduced to 26.5 units per acre in accor-
dance with the high-density requirements of the General
Plan, as amended.
SECTION 3. Upon the effective date of this
ordinance, the Director of Community Development shall
revise the Official Zoning Map of the City of Azusa to
reflect the change in zone of the subject property.
SECTION 4. The City Clerk shall certify the
passage of this ordinance and shall cause the same to be
published in the manner required by law.

I, ADOLPH SOLIS, City Clerk of the City of Azusa,
do hereby certify that the foregoing Ordinance No. 2354
was regularly introduced and placed upon its first reading
at a regular meeting of the City Council on the 4th day of
May , 1987. That thereafter, said Ordinance was

duly adopted and passed at a regular meeting of the City
Council on the 1st day of June , 1987, by the
following vote, to wit:
