AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA CHANGING THE ZONE OF THE WEST END
SPECIFIC PLAN AREA, BOUNDED BY FOOTHILL
BOULEVARD ON THE SOUTH, TODD AVENUE ON THE
WEST, VERNON AVENUE ON THE EAST, AND EIGHTH
STREET AND THE SOUTHERN PACIFIC RAILROAD
TRACKS ON THE NORTH, FROM LIGHT MANUFACTURING
(M-1) , GENERAL MANUFACTURING (M-2) AND GENERAL
COMMERCIAL (C-3) TO SPECIFIC PLAN 1 (SP-1)
(ZONE CHANGE CASE NO. Z-262)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of
Azusa does hereby find, determine and declare as follows:
A. The applicant, City of Azusa Redevelopment
Agency, has applied to the City for a change
of zone of the subject property from Light
Manufacturing (M-1) , General Manufacturing (M-
2) and General Commercial (C-3) to Specific
Plan 1 (SP-1) . The property affected by this
zone change is the West End Specific Plan area
bounded by Foothill Boulevard on the south,
Todd Avenue on the west, Vernon Avenue on the
east, and Eighth Street and the Southern
Pacific railroad tracks on the north ( the
"subject property" ) . The subject property is
generally shown on the map attached as Exhibit
"A" and incorporated here by reference, and is
more particularly described in the West End
Specific Plan.
B. The change and amendment to the Zoning
Ordinance set forth below for the subject
property was duly initiated, and notices of
public hearings thereon were duly given and
published in accordance with applicable law.
C. Public hearings were duly held by the Planning
Commission of the City of Azusa on September
9, 1987 and October 7, 1987, and by the City
Council of the City of Azusa on November 2,
1987 .
D. On October 7, 1987, the Planning Commission of
the City of Azusa by Resolution No. 2502
recommended to the City Council that the zone
change classification proposed to be adopted
for the subject property be approved.
E. The City Council has considered all of the
information presented to it at the public
hearing held on November 2, 1987, and finds,
determines and declares that the public
necessity, convenience, general welfare and
good zoning practice require that the zone
text amendment and zone change set forth in
this Ordinance be made.
F. The City of Azusa has officially adopted a
General Plan. The City Council finds,
determines and declares that the zone text
amendment and zone change for the Subject
Property is consistent with the objectives,
policies and programs specified in the General
Plan of the City of Azusa and the elements
thereof.
G. The City Council further finds, determines and
declares that the West End Specific Plan
complies with the provisions of California
Government Code § 65451 and Azusa Municipal
Code § 19. 39 .020.
H. In taking this action the City Council
considered the effects of the decision on the
housing needs of the region in which the City
is located and balanced those needs against
the public service needs of the City residents
and available fiscal and environmental
resources.
SECTION 2. Notwithstanding the provisions of
Section 19 . 06 . 010 of the Azusa Municipal Code and the Zoning
Map referred to therein, and in accordance with Chapter
19 . 39 of the Azusa Municipal Code, the subject property
described in this Ordinance is hereby placed in the Specific
Plan 1 (SP-1) zone.
SECTION 3. Upon the effective date of this
Ordinance, the Director of Community Development shall
revise the Official Zoning Map of the City of Azusa to
reflect the change in zone of the subject property.
SECTION 4. The City Clerk shall certify the
passage of this Ordinance and shall cause the same to be
published in the manner required by law.

I, ADOLPH SOLIS, City Clerk of the City of Azusa,
do hereby certify that the foregoing Ordinance 2360 was
regularly introduced and placed upon its first reading at a
regular meeting of the City Council on the 16th day
of November , 1987 . That thereafter, said Ordinance was
duly adopted and passed at a regular meeting of the City
Council on the 7th day of December , 1987, by the following
vote, to wit:
