D. The City Council has considered all of the information presented to it at the public hearing held on March 7, 1988, and finds and determines that the public necessity, convenience, general welfare and good zoning practice require that the following amendment be made, and specifically finds that the amendment clarifies the parking requirements for single-family and two-family residential structures by eliminating the inadvertent application of apartment parking standards to single-family and two-family residences.
