The City Council of the City of Azusa met in regular session at the above time and place. The meeting opened with the Flag Salute. Flag Salute Invocation was offered by Reverend Jesse Drinen, Invocation Pastor of Friends Community Church. Ro11,Call: Councilman: Fawcett, Ortuno, Johnson Roll Call Romero, Memmesheimer City Attorney, City Engineer City Clerk Mayor Memmesheimer asked if there were any corrections Corrections or omissions in the minutes of the meeting held on November 1, 1954, and also the Special Meeting of November 9, 1954, copies of which were sent to Council members. As there were no corrections,-- the Minutes .stood approved as written. City Clerk announced he had received nine sealed bids in answer to Notice Inviting Bids for construction of the Bids submitted Recreation Building, for construction Moved by Councilman Ortuno, seconded by Councilman of Recreation Johnson, and unanimously carried, that the bids be Building opened and publicly declared. Moved by Councilman Ortuno, seconded by Councilman Johnson and -unanimously carried that Sloyer and Harvey be granted a business license to conduct a service station at 304 Foothill Blvd., Azusa. .i � 1 f �,. 1.. ." � � � w t !"� CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 15, 1954 A request for a business license for hauling of rubbish from homes in Azusa was submitted by Lloyd Brasch of 976 West Bayless Street. Moved by Councilman Romero, seconded by Councilman Johnson and unanimously carried that this request be tabled,until the next meeting in order for the Attorney to study the rubbish contract of Avedesian regarding other persons being allowed to take rubbish from the City of Azusa. A zone variance from C-1 to C-3 was recommended by the Azusa Planning Commission for the purpose of establishing a car wash at the Azusa Square Properties. A petition for variance had been submitted by Ben S. Krems, Executive Vice President, Azusa Square Properties. A Public Hearing on the application for variance was held before the City Planning'Commission on Wednesday, November 3, 1954 at 7:30 P.M., at which time no protests were entered. Moved by Councilman Ortuno and seconded by Councilman Fawcett that the City Council grant a variance to Ben S. -Krems for an automatic car wash at the location described on the petition for variance, and that the City Attorney be insktructed to draw a resolution accordingly. Motion passed unanimously. A Hearing was held on the petition -for a variance for R-1 to P zone of a portion of the City -owned property located on Fifth Street west of Virginia Avenue before the Azusa Planning Commission Wednesday, November 3, 1954 at 7:30 P.M. :The Planning Commission recommended that the petition for variance to the City of Azusa be granted to Gilfillan Brothers as per the notice, and that the area along Fifth Street be attractively landscaped, also the property is to be used for personnel vehicle parking. Moved by -Councilman Ortuno, seconded by Councilman Romero that -the City Council accept the recommendation of the Planning Commission with the exception that the variance be granted to the City of Azusa, not to Gilfillan Brothers. Motion carried unanimously. 165 7:30 P.M. Request for Business license for rubbish hauling - tabled Zone Variance granted for automatic car wash at Azusa Square Properties Variance for R-1 to P Zone - 5th St. West of Virginia Ave. - granted. The Planning Commission recommended that the City Council approve the tentative map of Tract #20971 @ubmitted by Boundaries of Mr. Kaye,,subdivider, and recommended annexation to the Tract #20971 to City of this property. In the discussion that followed be forwarded to it was brought out that at present Mr. Kaye had been unable Boundary Com. to make satisfactory arrangements with the Spreading Corpor- ation for water drainage from his Tract, and that it would be -necessary to have that O.K. before the Council would approve the tentative map. Engineer Williamson asked if it was the desire of the Council that the Boundary Commission be advised as to the possible annexation. Moved by Councilman Johnson, seconded by Councilman Romero that the'Engineer be authorized to forward to the Boundary Commission the extent of the boundary to be included in the annexation, said boundary to include properties east to San Gabriel Canyon Road. Motion carried unanimously. The. -Planning Commission recommended to the City Council Relocation of that relocation of houses in the City of Azusa be allowed, houses in Azusa. roviding they re under five years of age and that the 300 cash bond to posted with $200 returnable upon com- pletion of recommended repairs at the end of 90 days. Also, the City will have the authority to inspect residences before returning the bond, and the residences must contain a minimum of 1,000 square feet. ( . t � n , • 1 ' i 1 �t �� ' � 1 � � � � 1 1 , ' CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 15, 1954 The Planning Commission having studied the land use of the City owned property at Fifth and Virginia Ave., as recommended by the City Engineer, recommends that the City',Council accept this land use study with the exception that'a 60 foot buffer strip be provided north of the residential zone. Moved by Councilman Fawcett, seconded by Councilman Romero that the City Council accept the recommendation of the Planning"Commission and the City Engineer regarding the land use of this property, and that the Ordinance be amended to incorporate this plan and such proceedings get underway as prescribed by law. The Superintendent of Public Works submitted a letter requesting authority to advertise for rubbish pickup in the event the City Council was to release John Avedesian from his contract. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that this request be tabled until the matter of Avedesian's contract has been taken care of. 167 7:30 P.M. Land use of City owned property at 5th & Virginia Request for authority to advertise for rubbish pickup - tabled. Superintendent of Public Works Brusnahan submitted to the Request for City Council a request for that body to set forth the clearing lots of policy to be followed in clearing lots of weeds, rubbish, weeds, rubbish, etc. etc. Moved by Councilman Ortuno, seconded by Councilman Fawcett that this matter be refereed to the City Attorney to be reported on at the next meeting. Motion carried unanimously. The City Engineer in reporting on the driveway problems created by the 1911 Act improvements on Louise Avenue, City to do recommended that the City grading equipment be used to rough grading on do.the rough grading, and that the property owners do driveways on the final sub -grade before paving is applied. I i I CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 15, 1954 Moved by Councilman Fawcett, seconded by Councilman Johnson that'the Chairman and Supt.of Public Works would confer with the City Attorney regarding the rubbish contract held by Avedesian, and that this matter would be discussed further at the meeting of November 22, 1954. Motion carried unanimously. City Engineer showed the Council a tentative sketch of a proposed standard to be used for a City church directory. These standards would be set at three entrances of the City, and the estimated cost of each was $450.00. Moved by Councilman Johnson, seconded by Councilman Ortuno that the Engineer confer with the Ministerial Association and other groups for their ideas and suggestions; Motion duly carried. RIf 7:30 P.M. Rubbish contract with Avedesian - discussion Nov.22 meeting. Proposed standar( for City church directory. City Engineer recommended that a gas heating unit be in- stalled in the Public Works Building as the present facilities are inadequate. In conjunction with this the Chief of Police also submitted a request for an overhead blower type of heater to be installed at the City jail. Heating Units Moved'by Councilman Ortuno, seconded by Councilman Romero, for Public Works that the City advertise for bids for heating units for the Bldg, and City Public Works Building and the City Jail, specifications Jail. to be furnished by the Supt, of Public Works and bids to be opened on December 6, 1954. Motion carried unanimously. The City Engineer reported that the Azusa Rock Company through Mr. Harry Bender is willing to dedicate to the City a strip 30 feet wide for the south 450 feet and a strip 20 feet wide for the balance of the 970 feet on South Jackson Avenue between Gladstone and Paramount Street, and recom- mended that the City Attorney and himself be instructed to prepare the necessary dedication papers. Moved by Councilman Johnson, seconded by Councilman Fawcett that the Council accept the recommendation of the City Engineer_, and the City Attorney and the City Engineer prepare the necessary papers for said dedication. Motion passed by following vote. AYES: Councilmen: Fawcett, Johnson, Romero,]Memmesheimer NOES: Councilmen: Ortuno ABSENT: None The City.Engineer requested permission to employ Eugene Sillert as a temporary draftsman in the Engineering Dept. and recommended that a study be made to determine the justification of employing one full-time draftsman in lieu of temporary office help. Moved by Councilman Romero, seconded by Councilman Ortuno and duly carried that the Council accept the recommendation of the City Engineer and that Eugene Sillert be employed on a temporary basis not to exceed 90 days as draftsman at the rate of $1.80 per hour, effective November 8, 1954, and that the City Attorney be instructed to draw up a Resolution accordingly. The City Engineer reported that the majority of the land owners -on Azusa Avenue, between Santa Fe and 9th Street, were willing to remove the palm trees and to pay the cost of paying the parkway at their own expense, although they would be.willing to have the City pave the parkway and then in turn to reimburse the City in the amount of 9¢ per square foot. Moved by Councilman Romero, seconded by Councilman Ortuno that the City Council grant permission to the property owners on Azusa Avenue, between Santa Fe and 9th Street to remove the trees and pave the parkways at their own expense. Motion carried unanimously. Dedication from Azusa Rock Co. South Jackson between Glad- stone and Paramount. Eugene Sillert- Temporary drafts man in Engineer- ing Dept. Land owners on Azusa Ave. to remove palm tree at their own expense. CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 15, 1954 City Engineer reported that his office is setting up a schedule for the putting in of sanitary sewers through- out the City in order to join the Sanitation District's lines when they are installed, Councilman Fawcett recommended that the sewer lines first be laid in the streets which have recently had the 1911 Act improvements, in order that further disrupting of the streets would not be necessary. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the Engineer prepare the specifications and the Notice Inviting Bids for sewer work on the streets where the 1911 Act has recently been completed, bids for this work to be opened December 20, 1954. City Engineer stated that he had been requested to approve maps which allowed drainage from the Hadley -Cherry Tract to be carried by City owned streets. Moved -by Councilman Johnson, seconded by Councilman Romero that this matter be referred to the City Attorney and.the City Engineer for study and report. Motion carried unanimously. 171 7:30 P.M. Sanitary sewers in City to join Sanitation District's lines. Drainage from Hadley -Cherry Tract to be carried by City owned streets. City Engineer stated that a pedestrian bridge over the wash'on First Street at Dalton, plans of which would be Bridge over wash approved by the County, would be of a prohibitive cost, on First St, at and that further study is being made on this matter. The Personnel Board submitted the following names of employees who are about to complete their probationary periods:, Michel Chenard, Fireman, employed 6/16/54, probationary period ends 12/16/54 Shelley .Jones, Assistant Engineer, employed 6/22/54, probationary period ends 12/22/54, Personnel Board recommended the permanent appointment of Robert Torrance, Fire Captain, and that he be advanced from Step 2 to Step 3 at $447 der month, his probation- ary period ending as of 11/15/5'+. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried that the permanent appointment of Robert Torrance as Fire Captain be accepted and the City Attorney be instructed to draw Resolution accord- ingly: Personnel Board recommended the permanent appointment of John Littlefield as Fire Engineer from Step 2 to Step 3 at $400 per month, his probationary period ending 105/54• _ -Moved by Councilman Johnson, seconded by Councilman Fawcett and unanimously carried that the City Council accept the recommendation of the Personnel Board and i that the City Attorney be authorized to draw Resolution placing John Littlefield on permanent status, " Personnel Board recommended that James Brusnahan, whose probationary period would end 11/19/54, be advanced from Step 1 to Step 2 at $500 per month as Supt of Public Works. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the Personnel Board placing James Brusnahan on permanent status, and the City Attorney;to draw Resolution accordingly. The City Attorney read the proposed lease between Gilfillan and the City of Azusa regarding the lease of the City owned property for a parking area. It is the desire of Gilfillan and Company to have this lease until 1958 Gilfillan parking with.an option to extend for a period of two years or to exclude trucks until 1960. AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO SAPS. Councilman Ortuno moved its adoption, seconded by Councilman Romero, and Resolution passed and adopted by the following vote: 279 7:30 P.M. Resolution No -3124 Installation of Water main. AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: None and numbered Resolution No. 3124. Supt. Smith addressed Council regarding the panel board controling the lights in the Auditorium. It was his opinion that this board should be replaced and that additional rewiring would be necessary in order to adequately handle the lighting situation in the Auditorium. Mkived by Councilman Fawcett, seconded by Councilman Ortuno that the Public Works Dept, and the Light Dept. be authorized to run conduit in the overhead and repair the meter panel board as necessary to bring it up to standard. The Supt, of Light and Water reported that it would be necessary for new regulators to be installed in order to improve the lighting on Foothill Blvd, which has now dimmed considerably due to the construction of new Mercury Vapor lights at Cerritos and Foothill. In his opinion, the estimated cost for the regulators and capacitators would be about $6,000. Moved by Councilman Fawcett, seconded by Councilman Ortuno that the City Clerk be authorized to advertise for bids for the necessary regulators for the lighting system on Foothill Blvd., specifications to be furnished by the Supt, of Light Department, bids to be opened on December 20, 1954. Motion carried unanimously. Mr. Derby of North Virginia Avenue stated to the Council that the "no parking" signs on Virginia Avenue between 5th Street and Foothill created a hardship to residents in the duplexes in that area. Mayor Memmesheimer stated that upon the completion of the street work now in pro- gress in that area, a study will be made of all faucets of traffic regulations for that district. Mr. Curtis McFadden who is subdividing land east of Citrus Ave, approached Council to request permission for -sewerage from his Tfact be allowed to connect with the Sanitary trunk line which will be installed on Pasadena Avenue. It was brought out in discussion that it will probably be necessary for him to clear with the Hadley - Cherry Tract upon whose land he would have to transfer in order to make a hookup for the Pasadena Avenue line. This matter was deferred until further meetings have been held with the Hadley -Cherry developers. Moved by Councilman Johnson, seconded by Councilman Ortuno, and hnanimously carried that the bills and requisitions (LW -2925 - LW -2938) be paid.
