HomeMy WebLinkAboutOrdinance No. 2385 ORDINANCE NO. 2385 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING A ZONE CHANGE FROM M1 (LIGHT MANUFACTURING) TO R3a (MULTI-FAMILY RESIDENTIAL) FOR THE PROPERTY LOCATED AT 702 WEST GLADSTONE STREET (CASE NO. Z-88-3-C) THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine, and declare that there was filed with the Planning Commission the application (Case No. Z-88-3-C) requesting a zone change from Ml (Light Manufacturing) to R3a (Multiple Family Residential) , to allow the construction of multiple-family residential dwellings; that a duly noticed public hearing was held on said application by the Planning Commission on June 22, 1988, and that the Planning Commission recommended approval of the zone change at that time; that the matter was brought before the City Council on October 3, 1988. SECTION 2 . After due notice, and public hearing held by the Council on October 3, 1988, and in consideration of all oral and written evidence presented at said public hearing the City Council finds that : A. The subject property is located at 702 West Gladstone Street in the City of Azusa and is located in the M1 zone (Light Manufacturing) . B. The subject property is presently occupied by an automotive body and repair business which is permitted in the M1 zone (Light Manufacturing) . The property is situated adjacent to a mobile home park and a water reservoir , and several nearby parcels are zoned R3a (Multiple Family Residential) . C. The amortization period for the auto repair business on the subject property would last for twenty years from the date of the zone change. D. The granting of the zone change from M1 to R3a is consistent with the General Plan use designation and consistent with surrounding land uses and zoning patterns in the area, and provides consistency with the long term land use goals of the Azusa General Plan. E. An existing well and pumping plant owned by the Azusa Valley Water Company may cause some noise problems to the development unless certain restrictions are placed on the development of the property. F. The granting of the zone change for the subject property will be consistent with the General Plan of the City of Azusa and there are no master plans applicable to the subject property. G. In taking this action, the City Council considered the effects of the decision on the housing needs of the region in which the City is located and balanced those needs against the public service needs of the City residents and available fiscal and environmental resources. SECTION 3 . Upon the effective date of this Ordinance, the Director of Community Development shall revise the Official Zoning Map of the City of Azusa to reflect the change in zone of the subject property. SECTION 4. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published in the manner required by law. PASSED AND APPROVED this 21st day of November 1988.
