AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING CHAPTER 8.51 TO THE AZUSA MUNICIPAL CODE
RELATING TO PROPERTY MAINTENANCE
THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA DOES,
OBTAIN AS FOLLOWS:
SECTION 1. Chapter 8.51 of the Azusa Municipal Code is
hereby added to the Azusa Municipal Code, to read as follows:
CHAPTER 8.51
Property Maintenance
Section:
8.51.010 Purpose and Intent
8. 51. 020 Required Maintenance
8. 51. 030 Required Maintenance for Unimproved Property
8. 51. 040 Violation Declared a Public Nuisance
8 .51. 010 Purpose and Intent
Any person owning property within the City of Azusa shall be
required to maintain said property in a neat, orderly, safe and
acceptable manner, so as not to adversely affect the public
health, safety and welfare. It is the intent of this section to
set standard for property maintenance in the City of Azusa.
8.51. 020 Required Maintenance - Improved Properties
Any person owning improved property in the City of Azusa shall
maintain their property in a neat and orderly manner so as not to
be detrimental to other nearby property and improvements or in
such a manner that it will not adversely affect the public
health, safety and welfare.
For purpose of this section, improved property shall be land on
which there are permitted uses and or structures. Improved
property shall also include adjoining easements under control of
the property owner, public rights of way and parkways.
Minimum maintenance for improved property shall include:
A. Yard areas visible from the public right-of-way or
neighboring property shall be maintained free of trash,
debris, dead vegetation, cast-off items (including
household appliances and indoor furniture) .
B. Lawn and turf areas on private property and on adjoining
parkways shall be regularly cut and trimmed to maintain
a height of not greater than six (6) inches.
C. Animal droppings shall be picked-up and disposed of
along with normal household refuse to prevent odors and
breeding grounds for flies.
D. Landscaping and irrigation systems shall be maintained
in good order to promote healthy plant growth, and in
accordance with approved irrigation and landscaping
plans when required.
E. Required parking areas, driveways, striping
handicapped parking signs and markings, directional
signs and required lighting shall be maintained and kept
in good repair.
F. Paint or structures shall be maintained and repainted as
necessary to prevent or remove major areas of flaking,
peeling, chipped or damaged paint.

G. No required off-street parking area or driveway shall be
used for the storage of materials or equipment.
H. No required off-street parking area or driveway used in
conjunction with a commercial property shall be used for
the repair of vehicles or parking of dismantled vehicles
or parts.
I. Refuse containers shall be placed or stored out of
public view and adequate refuse pickup shall be provided
to prevent refuse containers from overflowing.
J. All graffiti or other offensive markings shall be
removed, or painted over as appropriate.
8. 51. 030 Required Maintenance for Unimproved Property_
Any persons owning unimproved property in the City of Azusa shall
maintain their property in such a manner so as not to be
detrimental to other nearby properties and improvements or in
such a manner that it will not adversely affect the public
health, safety and welfare.
For purposes of this section, unimproved property shall mean land
on which there are no permitted uses and or strucutres and
portions of improved property which are left fallow together with
any adjoining easements or parkway areas.
Minimum maintenance standards for unimproved property shall
include, but are not limited to the following:
A. Compliance with all Fire Codes on an ongoing basis to
insure suppression and control in hazardous fire areas
as set forth in the latest adopted edition of the Los
Angeles County Fire Code.
B. All unimproved property shall be maintained free of
trash, cast-off items, broken concrete, and abandoned
vehicles.
C. All lots or parcels in the "C-2" (Restricted Commercial)
"CBD" (Central Business District) and "FS" (Freeway
Service) zones shall be maintained so that weed and
grass growth does not exceed six (6) inches in height.
8.51. 040 Violation Declared A Public Nuisance
It shall be declared a public nuisance to violate any provisions
set forth in this chapter and enforceable through provisions set
forth in Chapter 15.08 et. seq. of this code.
SECTION 2. The City Clerk shall certify to the adoption of
this ordinance and shall cause the same to be published as
required by the law.

I, ADOLPH SOLIS, City Clerk of the City of Azusa, do hereby
certify that the foregoing Ordinance No. 2392 was regularly
introduced and placed upon its first reading at a regular meeting
of the City Council on the 6th days of February, 1989. That
thereafter, said Ordinance was duly adopted and passed at a
regular meeting of the City Council on the 21st day of February,
by the following vote, to wit:
