HomeMy WebLinkAboutOrdinance No. 2405 ORDINANCE NO. 2405 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING A ZONE CHANGE FROM Rlc (SINGLE-FAMILY RESIDENTIAL) TO R2 (TWO-FAMILY RESIDENTIAL) FOR THE PROPERTY LOCATED AT 922-942 NORTH ANGELENO AVENUE ( ZONE CHANGE CASE NO. Z- 89-3 ) THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. An application was duly filed with the City by Ella DuPlesis, et al. for a change of zone of the subject property from Rlc (Single-Family Residential ) to R2 (Two-Family Residential) . The subject is generally described as 922-942 North Angeleno Avenue and legally described as: Lots 14, 15, 16, 17 , 18 and 19 of Block 11, Map of Azusa. B. The change and amendment to the Zoning Ordinance set forth below for the subject property was duly initiated, and notice of public hearings thereon were duly given and published in accordance with applicable law. C. Public hearings on the Zone Change were duly held by the Planning Commission of the City of Azusa on April 12, 1989, and by the City Council of the City of Azusa on July 3, 1989 . D. On April 12, 1989, the Planning Commission by Resolution No. 89-29 recommended to the City Council that the zone change classification proposed for the subject property be denied. SECTION 2. Having considered all the written and oral information presented to it at the public hearing of July 3, 1989, the City Council finds that : A. The subject property consists of six parcels owned by separate individuals. Each parcel is 50 feet wide and 150 feet deep. Five of the parcels are developed with one single-family residence each, and one parcel has two dwelling units on the property. Two of the property owners desire to construct a second dwelling unit on their parcels, and the other four property owners have expressed support for their neighbor ' s development wishes. B. The public necessity, convenience, general welfare and good zoning practice require that the zone text amendment and zone change set forth in this Ordinance be made. The proposed use is compatible with the surrounding land uses; several lots in the vicinity are improved with two residences on a parcel . C. The granting of the zone change set forth in this Ordinance is consistent with surrounding land uses and zoning patterns in the area. D. In taking this action, the City Council considered the effects of the decision on the housing needs of the region in which the City is located and balanced these needs against the public service needs of the City residents and available fiscal and environmental resources . SECTION 3. The City Council of the City of Azusa does hereby approve the change of zone classification and the amendment of the Azusa Municipal Code and the Official Zoning Map referred to therein so as to change the subject property from Rlc (Single-Family Residential) to R2 (Two- Family Residential) . SECTION 4. Upon the effective date of this Ordinance, the Director of Community Development shall revise the Official Zoning Map of the City of Azusa to reflect the change in zoning of the subject property. SECTION 5 . The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published as required by law.
