AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AZUSA APPROVING A ZONE CHANGE
FROM W (WATER CONSERVATION) TO R3a
(MULTIFAMILY RESIDENTIAL) FOR PROPERTY
LOCATED AT 475 WEST SIERRA MADRE
(APPLICANT: D&D DEVELOPMENT/JOHNNY
JOHNSON; Z-89-4)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. D & D DEVELOPMENT/JOHNNY JOHNSON duly
filed with the Planning Commission an application
( "Application" ) for change of zone requesting a
zone change from W to R3a for property generally
located at 475 West Sierra Madre ( "Subject
Property" ) and more particularly described by a map
and legal description on file with the City Clerk,
in order to permit the development of a 67-unit
detached condominium project on the Subject
Property.
B. On August 16, 1989, the Planning
Commission held a duly noticed public hearing on
said Application, at which time the Planning
Commission recommended to the City Council by
Resolution No. 89-69 that the zone change
classification proposed for the Subject Property be
approved.
C. On September 18, 1989, the City Council
held a duly noticed public hearing on the Zone
Change Application and has carefully considered all
of the evidence and public comments received at
said hearing.
SECTION 2. In consideration of all the oral and
written evidence presented at said public hearings, the City
Council finds, determines and declares that:
A. The Subject Property is located at 475
West Sierra Madre Avenue, as shown on a map on file
with the Planning Commission. The Subject Property
is located in a W (Water Conservation) zone.
B. The site of the Subject Property is no
longer needed for water conservation or open space
purposes, as no flood hazard exists on this
Property and sufficient other areas exist for water
conservation and open space purposes.
C. The proposed project would create new
single-family housing opportunities, which are
clearly needed in the City of Azusa.

D. The construction of such a quality
residential development appears to be the most
appropriate use of this Property.
E. In taking this action, the City Council
has considered the effects of the decision on the
housing needs of the region in which the City is
located and balanced those needs against the public
service needs of the City residents and available
fiscal and environmental resources.
F. The zone change for the Subject Property
is consistent with the General Plan of the City of
Azusa and the elements thereof.
G. The public necessity, convenience,
general welfare and good zoning practice require
that the zone change to R3a as set forth in this
Ordinance be made.
SECTION 3. Notwithstanding the provisions of
Section 19.06. 010 of the Azusa Municipal Code, the Zoning
Map referred to therein, Ordinance No. 2397 and any and all
other ordinances designating land uses on the Subject
Property, the Subject Property described in this Ordinance
is hereby placed into the R3a (Multifamily Residential)
Zone.
SECTION 4. Upon the effective date of this
Ordinance, the Director of Community Development shall
revise the Official Zoning Map of the City of Azusa to
reflect the change in the zoning of the Subject Property.
SECTION 5. The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be
published as required by law.
