HomeMy WebLinkAboutOrdinance No. 2419 ORDINANCE NO. 2419 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTIONS 2 . 68. 010 AND 2 . 68 . 100 OF THE AZUSA MUNICIPAL CODE RELATING TO PROCEDURES FOR THE PURCHASE OF SUPPLIES, SERVICES AND EQUIPMENT SECTION 1. The City Council finds that, WHEREAS, with rising prices in recent years due to inflation, the minimum price for the purchase of supplies, services and equipment without the need of competitive bids needs to be raised in order to be more efficient, practical and economical, and WHEREAS, with rising prices due to inflation, a higher limit on the purchase of supplies, services and equipment is needed without observing the procedure prescribed by Section 2 . 68. 020. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS FOLLOWS: SECTION 2 . Section 2.68 . 010 is hereby amended to read as follows: 2 . 68 . 010 PROCEDURE. Purchases of supplies, services, equipment and the sale of personal property shall be by bid procedures pursuant to Sections 2 . 68. 020 and 2 . 68. 100. Bidding may be dispensed with when an emergency requires that an order be placed with the nearest available source of supply, when the amount involved is less than five hundred dollars, or when the commodity can be obtained from only one vendor. The City Council by majority vote of its entire membership may dispense with such bidding and other procedures required by Chapters 2 . 64 and 2 . 68 in any individual instance upon finding that it would be impracticable, useless or uneconomical in such instance to follow such procedures and that the public welfare would be promoted by dispensing with them. As used in Chapters 2 . 64 and 2 . 68, "supplies and equipment" include all personal property and materials. SECTION 3 . Section 2 . 68. 100 is hereby amended to read as follows: 2 .68. 100 OPEN MARKET PROCEDURE. Purchases of supplies, equipment and contractual services of an estimated value of five hundred dollars or less may be made by the Purchasing Officer in the open market without observing the procedure prescribed by Section 2 . 68. 020. (a) Minimum Number of Bids. Open market purchases shall, wherever possible, be based on at least three bids, and shall be awarded to the lowest responsible bidder. (b) Notice Inviting Bids. The Purchasing Officer shall solicit bids by written requests to prospective vendors, by telephone, or by public notice posted on a public bulletin board in the City Hall. 1 i Nwe (c) Bids. Bids shall be submitted to the Purchasing Officer verbally, by telephone or in writing, and he shall keep a record of all open market orders and bids for a period of one year after the submission of bids or the placing of orders.
