CITY HALL AZUSAy CALIFORNIA MONDAY, DECEMBER 61 1954 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
The meeting was opened with the Flag Salute. Flag Salute
Invocation was offered by Councilman Fawcett. Invocation

Absent: Councilman Ortuno
Mayor'Memmesheimer asked if there were any corrections
in the Minutes of the meeting of November 15th and Corrections
the adjourned meeting of November 22nd.
Councilman Johnson stated that on Page 5 of the
Minutes of November 22nd meeting, a portion of the
motion regarding annexation of high school and
other school sites had been omitted. The following
should have been included in the motion: "and take
in as much other property as possible".
There being no other corrections, the Minutes were
ordered approved as corrected.
Mayor Memmesheimer asked if any bids had been received Opening of bids on
for the purchase'by the City of pumps for the new well, pumps for new well.
City Clerk answered that in reply to his Notice Invit-
ing -Bids., there were six bidders.
Moved by Councilman Fawcett, seconded by Councilman
Romero that the bids be opened and publicly declared.

ORDINANCE NUMBER 409 OF THE CITY OF AZUSA ENTITLED:
"AN ORDINANCE ESTABLISHING A ZONING,AND DISTRIBUTING
PLAN WITHIN THE CITY OF AZUSA, CREATING THIRTEEN USE
ZONES, REGULATING THE USE OF PROPERTY, HEIGHT AND AREA
OF STRUCTURES AND OPEN SPACES FOR LIGHT, AIR AND VENTI-
LATION; ADOPTING A MAP OF SAID ZONES; DEFINING TERMS
USED; PROVIDING FOR THE ADJUSTMENT, ENFORCEMENT, AND

Councilman Johnson moved its adoption, seconded by
Councilman Fawcett, The Ordinance was passed and
adopted by the following vote:

Mr, H. L. Thackwell of Kaiser Engineers addressed
Council. Mr. Thackwell was of the opinion that a
Consulting Engineer would be very helpful to a munici-
pality,in solving problems of an engineering nature,
and particularly on future planning, and desired that
his Company be contacted if the City felt that a
consulting engineering service would be profitable
for,the town.
Chief of Police recommended that Paul E. Sheehan be
appointed, -as Probationary Sergeant on the 2nd step
of salary range at $378.00 per month.
Moved'by Councilman Fawcett, seconded by Councilman
Romero and duly carried that the City Council accept
the recommendation of the Chief of Police J)lacing
Paul E. Sheehan on Probationary Sergeant, 2nd step
of the salary range at $378.00 per month, effective
Dec.. -1, 1954, and the City Attorney was instructed
to draw Resolution accordingly.
Chief of Police recommended the appointment of two
patrolmen, effective December 16, 1954. Recommended
were Jack Willick and Gilbert Trujillo.
Moved by Councilman Romero, seconded by Councilman
Fawcett and duly carried, that the City Council accept
the recommendation of the Chief of Police and appoint
Jack Willick and Gilbert Trujillo as probationary
-patrolmen at the 1st step of salary range $320.00 per
month, effective Dec. 16, 1954, and the City Attorney
be instructed to draw Resolution accordingly.

The Chief of Police recommended the purchase of three
new automobiles for the Police Department, with a
trade-in of three 1954 cars.
Moved by Councilman Fawcett, seconded by Councilman
Romero and dxly carried that the City Clerk be authorized
to advertise for bids for three police cars, specifica-
tions to be furnished by the Chief of Police, bids to
be opened January 3, 1955.
The Chief of Police recommended to the City Council
that the taxi zone established on Azusa Avenue be
eliminated by rescinding the Section of Resolution
#2733 which established the taxi zone on Azusa Ave.
Moved by Councilman Fawcett, seconded by Councilman
Romero and duly carried that the City Council accept
the recommendation of the Chief of Police and that the
City Attorney draw a Resolution rescinding the Section
in Resolution ##2733 which created the taxi zone on
Azusa Ave.
A copy of the letter sent by the Chief of Police to
the residents of 317 South Vernon Avenue regarding
keeping of animals in violation of City Ordinance, was
ordered filed.
A request was received from Battery B of the Calif.
National Guard for a permit to hold a dance at the
Armory on New Year's Eve from 8:30 to 12:30 P.M.
Moved by Councilman Johnson, seconded by.,Councilman
Fawcett and unanimously carried that this matter be
referred to the Chief of Police with power to act.

The Minutes of the Planning Commission showed that the
first hearing was held before that Commission on the
proposed rezoning of city owned land at the corner
of Fifth and Virginia Avenue. The Planning Commission
at their meeting of December 1st recommended to the
City Council that they accept the tentative map of the
proposed subdivision Tract #20502 located at the north-
east corner of Gladstone and Pasadena Avenues, with a
lot size of 6,000 square feet or more minimum.
Moved by Councilman Romero seconded by Councilman
Johnson and duly carried that the map of this proposed
Tract be returned to Mr. Braun with the reply that the
City.••Council could not accept this recommendation as
the.size of the lot did not conform with the Ordinance
and recommend to Mr. Braun that the number of lots be
reduced in order to conform with the Ordinance.

The East San Gabriel Valley Planning Committee requested
that maps and legal descriptions of all annexations
within the City of Azusa be forwarded to their Committee.
Moved by Councilman Fawcett, seconded by Councilman E. San Gabriel Valley
Romero and duly carried that the City Engineer be Committee to receive
authorized to forward maps and legal descriptions of data on annexations.

The matter of compensation for members of the Plan-
ning Commission was again brought before the City

Notice of a dinner meeting of the Southern California
Dinner Meeting -
Planning Congress to be held at Glendora on Thursday,

Romero and duly carried that Planning Commission
members and Council members and their wives be allowed
to'attend this dinner at City expense.
Mayor Memmesheimer announced that on the night of
Safety Committee
December 9, at 7:30 P.M. there would be a meeting of

would*be to discuss Safety Day, which will be held
throughout the country, on December 15, 1954.

The City Engineer recommended that the City advertise
for bids for construction of sanitary sewers on South Sanitary sewers
Orange and South Louise Avenues. . for South Orange
Moved by Councilman Johnson, seconded by Councilman and S. Louise Aves.
Fawcett and unanimously carried that the City Clerk
be authorized to advertise for bids for sanitary
sewers on South Orange and South Louise Avenues, bids
to "be• opened December 20, 1954.
The City Engineer submitted a tentative schedule for
the sewer design work.
The City Engineer submitted to the Council a sketch Sketch on rear
of a proposed rear entrance to the library ]which had entrance to Library
previously been requested, referred to Library
Moved by Councilman Johnson, seconded by Councilman Board.
Romero and duly carried that the Engineer refer this
sketch to the Library Board for their recommendations
and suggestions.

The City Engineer recommended that the City construct
•a culvert across Glad -stone Street at Enid Avenue to
take care of the run-off waters which generally create
a bad condition at this area during the rainy season.
Moved by Councilman Johnson, seconded by Councilman
Fawcett and duly carried that the City Engineer be
authorized to make the necessary study and estimate
the cost for this project.
The City Engineer recommended that the classification
of Draftsman be established by the City.
Moved by Councilman Romero, seconded by Councilman
Fawcett and duly carried that the Personnel Board be
authorized to establish the classification of Drafts-
man and to hold examinations for this position.
City Engineer reported on the acquisition of the right
of way on the proposed widening of Vernon Avenue be-
tween Third and First Street, and stated that the
property owners involved would like a meeting with
the City Council.
Moved by Councilman Romero, seconded by Councilman
Johnson and duly carried that the City Engineer write
to the property owners stating that the Council would
be happy to meet with them, and asking them to set a
date for the meeting soon after the first of the year.
Discussion was held on the proposed recommended im-
provements on the Northside Park as submitted by the
City Engineer.
Moved by Councilman Johnson, seconded by Councilman
Fawcett and duly carried that the Park and Recreation
Commission be informed that the budget at present is
not adequAte to take care of this improvement, and that
the matter is to be taken up at next year's budget
study time, and that the Public Works Dept, will clear
and.level this land as their time permits.
City Engineer stated that the street improvement work
on Fourth, Bayless and Hollyvale Streets has been
completed by L. C. Hess Company at a cost of $25,359.97
and he recommended filing of Completion Notices.

Fawcett and,unanimously carried that the Council accept
the recommendation of the City Engineer to declare the
contract complete as of December 31, 1954, of the
Culvert across

at Enid Avenue.

Mr. Teasley of the Planning Commission And Councilman
Fawcett were authorized to attend the meeting of the Meeting of Ind.
Industrial Planning Committee at the Statler Hotel Planning Committee
on December 15, 1954.
A request was received from Mr. Zadach for vacating
easement on his property located on North Orange
Avenue - northerly 72 feet of Lot 55, Tract #13736.
Moved;by Councilman Johnson, seconded by Councilman
Fawcett and duly carried that the City Attorney take
whatever steps necessary to vacate this easement.
Emmanuel Baptist Church requested that the City con-
struct a water line extending north from Paramount
Ave. to South Orange Avenue. It was the opinion of the
Church that it was a policy of the City to do this for
churches. '
Moved by Councilman Johnson, seconded by Councilman
Romero and duly carried that the Emmanuel Baptist
Church be advised that the City Council has no legal
authority.to grant such a request.

The Park and Recreation Commission recommended to Azusa Mayflowers
the City Council that the use of the ball diamond be granted permission
granted to the Azusa Mayflowers on Sunday afternoons, to use ball diamond.
Moved _by'Councilman Romero, seconded by Councilman
Johnson that the City grant permission to the Azusa
Mayflowers to use the ball diamond on Sundays subject,
however, to prior claim by the Park and Recreation
Commission, and that the team be known as the Azusa
Mayflowers.
Request was received from the City Employees for a
holiday on December 24, 1954. December 24th
Moved by Councilman Romero, seconded by Councilman holiday - denied.
Johnson that the City grant one-half day holiday to
the City employees on December 24th. Upon further
discussion of the subject, Councilman Johnson with-
drew the second and the motion was also withdrawn.
There was further discussion on the legality of
granting this holiday.
Moved by Councilman Johnson, seconded by Councilman
Romero that the request of the City employees be
denied. This motion passed by the following vote:

CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 6, 1954 7:30 P.M.
The'City Attorney stated that the contract for the
purchase of the sewer disposal plant and grounds by
the Councy Sanitation District No. 2 had been received.
It•was his opinion that the City must advertise for
the sale of this land, as set forth in Section #37431
of the Government Code.
Councilman Fawcett offered the following Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
IAS ANGELES COUNTY, CALIFORNIA, DECLARING THAT THE
PUBLIC INTEREST AND CONVENIENCE REQUIRE THE SALE OF Resolution No. 3134

CITY OF AZUSA ENTITLED " AN ORDINANCE OF THE CITY amending Ord.
OF AZUSA ESTABLISHING A 'TRAFFIC CODE11 REGULATING No. 438
TRAFFIC UPON THE PUBLIC STREETS AND REPEALING ALL
ORDINANCES INCONSISTENT THEREWITH".
Moved by Councilman Johnson, seconded by Councilman
Romero and duly carried that the .Council waive further
reading of this Ordinance, The Ordinance was then
