HomeMy WebLinkAboutE-09 Staff Report - Award to Brightview for Landscape and Irrigation MaintenanceCONSENT ITEM E-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR, RECREATION AND FAMILY SERVICES DATE: JANUARY 22, 2019 SUBJECT: APPROVE BID RESULTS AND AWARD A THREE YEAR LANDSCAPE AND IRRIGATION MAINTENANCE CONTRACT BACKGROUND: Brightview Landscape Services (Brightview) has been providing landscape and irrigation maintenance services at City parks, parkways, and median islands since 2012. The existing contract with Brightview will expire on February 28, 2019. A formal procurement process was conducted for City-wide maintenance services for parks, parkways, and median islands, and additionally for Azusa Light & Water owned sites, resulting in one vendor, rather than two separate contracts for these services. On October15, 2018, City Council approved a four month contract extension with the current contractor, Brightview, and authorized staff to proceed with a formal bid process for landscape and irrigation maintenance services. On Wednesday November 28, 2018, a mandatory job conference was held with (9)participants. The formal bid opening was held December 12, 2018, with (7) bids submitted. They were recorded as follows: RECOMMENDATION: It is recommended that the City Council take the following actions: Rank Name of Bidder Total Annual Bid 1 Far East Landscape & Maintenance Inc. (non-responsive) $52,135.00 2 Brightview Landscape Services $357,384.00 3 Greentech Landscape, Inc. $386,424.00 4 Merchants Landscape Services, Inc. $432,528.00 5 Parkwood $436,980.00 6 Mariposa Landscapes, Inc. $445,488.00 7 Orozco Landscape and Tree Service $552,000.00 APPROVED CITY COUNCIL 1/22/2019 Approved as Amended January 22, 2019 Page 2 1) Approve bid results and award a three year contract to Brightview Landscape Services for landscape and irrigation maintenance services in the amount of $357,384, effective March 1, 2019; and 2) Authorize the City Manager to execute, in a form acceptable to the City Attorney, an agreement with Brightview Landscape Services for citywide landscape maintenance services. ANALYSIS: The lowest bid of $52,135 from Far East Landscape & Maintenance, Inc. was categorized as non- responsive, as it was deemed that the job could not be performed adequately at the price quoted. Therefore, it is recommended that the contract be awarded to the next highest bidder, which is Brightview, in the amount of $357,384, which includes $325,764 in services for parks, parkways, and median islands, and $31,620 for Azusa Light & Water owned sites.
