SAID ORDINANCE TO BE ADOPTED AS AN URGENCY
ORDINANCE PURSUANT TO SECTION 65858 OF
THE GOVERNMENT CODE.
WHEREAS, certain businesses hereinafter
defined as "Adult Businesses" are proposed for location
and may be located within areas of the City which are
zoned for commercial uses; and

residential and commercial areas; and
WHEREAS, the concentration of such uses substantially
contributes to blighting and downgrading of adjacent residential

residential areas of the City which are in close proximity to
such commercial areas; and
WHEREAS, the City Council and the Planning
