CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 20, 1954 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
The meeting was opened with the Flag Salute Flag Salute
Invocation was offered by Councilman Fawcett Invocation

Absent: Councilman Romero
Mayor Memmesheimer asked if there were any corrections
in the Minutes of the meeting of December 6th and
'December 8th. Corrections
Councilman Johnson stated that on Page 6 of the
Minutes of the meeting of December 6th, Paragraph
2; line 8, the word "practicability" should be
corrected to read "legality".
In the Minutes of the meeting of December 8th,
Page 3, Paragraph 7, Councilman Fawcett's name
should be deleted from the last line as he was
not to attend the Industrial Development Conference,
There being no other corrections, the Minutes of
December 6th and the Minutes of December 8th were
ordered approved as corrected.
The Mayor announced that this is the time and place
set for hearing protests of the sale by the City
of the City owned sewage disposal plant.

the intent of the City to sell the sewage plant
and setting the date of hearing of protests. Also

of Public Works. The Mayor then asked if there
were any oral protests from any member of the audience.
There were no protests.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and duly carried that the Mayor be authorized
to sign the agreement for the sale and purchase, and
City Clerk to attest same.
The City Clerk announced that two bids had been

Disqualified due to lack of bond to accompany
bid.
Mr. Brown of Industrial Asphalt addressed Council
stating that he was unaware that it was necessary
that a bond be filed with the bid.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and duly carried that the bids be rejected.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and duly carried that the City Clerk be
authorized to re -advertise for bids on asphalt,
bids to be opened January 17, 1955, and that City
Clerk be authorized to return bid bonds or checks
to bidders.
City Clerk announced that three bids were received
in answer to Notice Inviting Bids for Rubbish
Collection.
Moved -by Councilman Johnson, seconded by --Councilman
Ortuno that the bids for rubbish collection be opened
and publicly declared. Motion duly carried.

Ortuno and duly carried that the City Attorney,
City Engineer, Supt, of Public Works and Chairman
of Public Works be instructed to study bids and
make recommendation at time of awarding bid on
December 27, 1954, at 6 P.M. in the City Auditorium.
The City Attorney announced that the contract has
been signed, the bond O.K.1d and everything was in
order for the work to commence on the Recreation
Building.

of the fact that the Jehova's Witnesses group plans to Jehova's Witnesses

Mayor Memmesheimer asked for comments on the proposed
letter to be sent in reply to the letter of Dec. 2,
1954, from Hadley -Cherry, Inc. regarding the possible
breaking off negotiations for annexation. The entire
approval of the letter was not voiced by Council members.
Councilman Johnson moved that this matter be tabled
until the next meeting, and that copies of the letters
referred to in the letter sent to Hadley -Cherry be
made available to Council members. Motion died for
lack of a second. It was agreed that the letter would
be revised and rewritten, carbon copies of which would
be mailed to each member of the Council before mailing.
Due to illness, City Attorney was excused from the
meeting at this time ( time - 8:45 P.M.).

A request was received from the San Gabriel Valley Kennel
Club for permission to hold a Dog Show in the City Hall
Park on April 24, 1955. Discussion was held on the Dog Show - City
manner in which the Dog Show was conducted last summer Hall Park -

accept the recommendation of the Personnel Board and

and that the City Attorney be instructed to draw

The Planning Commission recommended to the City Council
that a variance be granted to the Concordia Lutheran Concordia Lutheran
Church for the purpose of erecting a Day School on Church Day School

accept the recommendation of the Planning Commission
and that a variance be granted to the Concordia

instructed to draw a Resolution accordingly.
The Planning Commission requested that a joint meeting
be held Vith the City Council in order to establish Joint Meeting of
a definite idea of policy and procedure in City Planning Commission

Ortuno and unanimously carried that a joint meeting
with the Planning Commission be set for January 31,
1955, at 7:30 P.M. in the City Auditorium.

A petition was received from property owners on Alameda
Avenue requesting a 1911 Act be inaugurated for the
purpose of constructing sidewalks between First and
Second Streets, 25 names were attached to the petition.
Upon checking of the petition it was found that 23
names were registered owners of property, there were
38'lots of record, and that the signatures of 60% of
the property owners equaled 23. It was the opinion
of the Council that a project as small as this would be
very expensive. It would be much better if a larger
area could be included in the District.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and duly carried that this petition be referred
td the City Engineer and that previous petitions be re-
activated, the City Engineer to report further on this
matter.
The Chief of Police recommended to the City Council
that Ross H. Smith be appointed as Reserve Policeman,
effective January 1, 1955.'
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and duly carried that the City Council accept
the recommendation of the Chief of Police appointing
Ross H. Smith as Reserve Policeman, effective January 1,
1955, and the City Attorney to draw Resolution accord-
ingly.

1955, specifications to be furnished by the Supt of Public
Works.
Supt. of Public Works submitted a report stating that
due to the Public Works improvements (sewer installa-
tions), this will necessitate approximately 40,000
feet of paving or re -paving of streets, and that in his
opinion, the most satisfactory method would be to repave
the entire surface after sewers and cross ditches have
been refilled. The approximate cost for this would be
$40,000, which amount is not available in the Street
Department budget.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and duly carried that this matter be referred
to the City Engineer, and that each individual job be
submitted with a joint recommendation of the Engineer
and the Department Head.
Councilman Fawcett recommended that in the future the
Public Works Department should be notified whenever
breaking of pavement is contemplated.
Mayor Memmesheimer stated that on any Public Works
projects, it is imperative that all Departments work
together in a cooperative manner, and that if there are
any recommendations that are to be sent to Council, they
should be made after the Dept. Heads and the Chairman
of the Department and the City Engineer have conferred.

Supt. of Public Works Brusnahan reported that he had
requested informal bids for furnishing unit heaters
for the City jail. The bids received were for $46o
and $467. This would be for installing the heaters
with the exception of breaking through the tile roof
and for thermostat installations. It was his opinion
that the City forces could install this unit type
heater vented through the ceiling for about $300.00.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and duly carried that the Supt. of Public
Works be -authorized to purchase and install unit heaters
in the jail with the cooperation of the Light and Water
Department.
Supt: Smith of the Light and Water Department spoke
to Council on behalf of the Employees Association
requesting identification cards be made available
to the City employees. It was recommended that the
City Clerk check on the"prices of an I.D. type card
and report to the Council.
Supt. of Light and Water recommended to the Council
that when the City advertises for bids for the light
standards in connection with the street lighting
project, that the Council decide on the type of
standard wanted, and that the bid be asked for on a
minimum and maximum number basis. He reported that
he had one Marbalite Standard in the yard which he
would like to install as a sample and for test by
the Engineering Department. Supt. Smith recommended
the Marbalite type of standard for street lighting
due to the Minimum upkeep cost. It was the opinion
of the Council that the City Engineer and the Supt.
of Light and Water Department bring recommendations
before the Council.

The City Engineer presented to the Council for their Proposed layout of
approval a sketch of the proposed table arrangement Council Chamber.

placed around the Council table for the members inspection
and consideration. It was estimated by the City Engineer
that the cost of the tables would be about $800; and
for the necessary chairs about $1500.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno that the City Council approve the recommendation
of the City Engineer on the Council chamber layout,
and the City Engineer to obtain bids on the type of
tables and chairs as shown. Motion passed by the
following vote:
AYES: Councilmen: Fawcett, Ortuno, Memmesheimer
NOES: Councilman Johnson
ABSENT: Councilman Romero
Discussion was held regarding the carpeting and curtain
material which had been brought to the Council for
inspection at their previous meeting. Mayor Memmesheimer
recommended that a Committee be appointed to recommend
to the Council the type of rugs and draperies which
should be used in the Auditorium. The following names
were submitted and approved to act as a Committee for
recommending to the Council the floor covering and
drapes best suited for the Auditorium.
Mrs. Mary Hummer Myers, Mrs. Alice Ellington, and
Councilman Johnson.

Ortuno and duly carried that the City Clerk notify
the persons selected to see if they would accept the
appointment to this Committee.

The City Engineer recommended to Council that he be
authorized to compile the final costs of the street
improvement work under the 1911 Act for S. Louise,
Jackson and Orange Avenues so that the spreading of
the assessment may be made. It was brought out before
Council that the work performed on South Louise Avenue
had suffered some damage through apparent negligence
and that steps should be taken to correct the conditions
before the work is considered complete.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and duly carried that Supt. Brusnahan and the
City Engineer contact the contractor to see if they
can negotiate on correcting the damage done to the
work.
The City Engineer stated to Council that the contractor
advised him that he would be able to patch the damaged
surfaces, but it is a question in the Engineer's mind
whether this would be a good solution. It is the
opinion of the Council that O'Melveny & Myers legal
counsel should be contacted regarding this job.

Ortuno and unanimously carried that the completion
of,the 1911 Act be tabled.

mending employing an inspector for testing various
phases of the construction of the Recreation Building.
It is estimated that this expenditure would approximate
$500. City Engineer also recommended complete inspection
of the fabrication of the laminated roof beams. This
would necessitate sending a man to Portland to witness
the tests - estimated cost of this to be $400.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and duly carried that the City Engineer be
authorized to contact testing engineers and make a
survey of costs for testing services at the Recreation
Center, and be authorized to make the best deal possible
for testing services at the Recreation Center, not to
exceed $500, and employing an Inspector to follow the
fabrication of the laminated beams.

City Engineer reported that he had been contacted by
Mrs. Brown, owner of the property on the southeast
corner of Foothill Blvd. and Los Angeles Street, who
desires to be served with the sewer facilities avail-
able in that area. Mr.lWilliamson stated that in
talking with Mrs. Brown, she would also be agreeable
to annexing her property to the City of Azusa.

Ortuno and duly carried that this matter be tabled
until the next meeting.

the recommendation of the City Engineer, and the Engineer
be authorized to contact firms for costs.
The City Engineer submitted two legal descriptions of
properties which were to be:included in the Easterly
Annexation District No. 5. One description (Alternate
No. 1) includes the proposed High School site and also
the Intermediate School east of it. Description 2 Easterly Annexation
(Alternate #2) includes a section to the east of Citrus District No. 5
Avenue, which includes a proposed Elementary School
site. It is the City Engineers recommendation that
if this annexation is broken up into two separate
districts, it might be possible for the City to interest
developers of property east of Citrus into annexing
their property into the City.

Ortuno and duly carried that City Engineer and City
Attorney be authorized to proceed with the annexation
of the High School and Elementary School sites designated
as'_.,Alternate No. 1.

contact the City Attorney of Glendora regarding their
strip annexation which City of Azusa previously object-
ed to, in order that that may be reinstated, as the
time element is very important.

Ortuno that Azusa reinstate the proposed strip annexa-
tion by the City of Glendora if the City of Glendora
would not object to strip annexation by Azusa.

Copy of a letter sent to Regional Planning Commission
by the Duarte Chamber of Commerce in which they pro-
tested the master plan of the City of Monrovia which
contemplates extending Foothill Blvd. east of Mountain
Avenue was read. Upon discussion the City Council
agreed that previous protests made by the City of
Azusa,} -Resolution #2335, had been filed and that the
City would take no further action at this time.

Ortuno and duly carried that this letter be filed.
The request of John M. Pon for consideration s+then the
City disposes of property at 5th and Virginia was
ordered filed.
