AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF AZUSA AMENDING THE AZUSA
MUNICIPAL CODE BY AMENDING SECTIONS
15. 36. 010, 19. 08 . 20 (1) (C) , 19.56 .010,
19. 56 . 020 and 19. 56 . 030 (1) AND THE
ADDITION OF SECTIONS 19.04 .535 and
19. 04. 536 RELATING TO PLACEMENT OF
MOBILE HOMES ON PERMANENT FOUNDATIONS
IN CERTAIN R ZONES.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES
ORDAIN AS FOLLOWS:
SECTION 1. The City Council hereby amends
Section 15.36. 010 of Title 15 of the Azusa Municipal
Code to read as follows:
"15. 36 . 010. RESIDENTIAL USE. The use
of a mobile home, trailer or coach for
residential purposes is prohibited except
within a mobile home park.
"The use of manufactured housing for
residential purposes is permitted, but
only in those zones where such a structure
is specifically indicated to be a
permitted use. "
SECTION 2. The City Council hereby amends
Section 19. 08.20 (1) (C) of Title 19 of the Azusa
Municipal Code to read as follows :
" (C) In a R-lc zone, not less than one
thousand square feet, provided, however,
that a dwelling on a lot held under separate
ownership or of record may be permitted to
have a lesser area but not less than the
average floor area of the adjoining dwellings
on either side, provided further, however,
that such a minimum area shall not be less
than eight hundred fifty square feet of
floor area exclusive of open porches and
garages.
"Manufactured housing is permitted in this
zone. "
SECTION 3 . The City Council hereby amends
Section 19.56. 010 of Title 19 of the Azusa Municipal
Code to read as follows:
"19. 56. 010. PURPOSE. It is found and
declared that it is impractical or
impossible to establish or apply uniform
restrictions and regulations upon the
subjects mentioned in Section 19.56 .030
because of the extreme variations in the
size and shape of lots and parcels of land
and in the nature of the uses and zoning
of surrounding premises. The subjects
mentioned in Section 19 .56 .030, therefore,
shall be regulated by precise plan of design
to accomplish as nearly as possible a uniformity
in the permitted use and enjoyment of property
in any zone while at the same time imposing a
uniformity of regulation and restriction to
protect the use and enjoyment of the surround-
ing properties to the same degree and extent
generally provided by this title. "
SECTION 4 . The City Council hereby amends
Section 19.56 . 020 of Title 19 of the Azusa Municipal Code
to read as follows:
"19. 56. 020. WHEN REQUIRED. No person shall
commence any use for which a Conditional Use
Permit is required or any use permitted in
any zone, and no building permit shall be
issued for any structure to be used for or in
conjunction with any such use, until a pre-
cise plan of design covering parcel or parcels
to be so used shall be approved and adopted as
herein provided. "
SECTION 5. The City Council hereby amends
Section 19. 56. 030 (1) to read as follows :
" (1) The location, size, bulk, height,
roof slope, roofing material, eaves,
wall covering, wall finish, and number
of stories of all buildings and structures
including signs, walls, and fences . "
SECTION 6 . The City Council hereby amends
Chapter 19. 04, Title 19 by adding thereto Sections
19. 04 . 535 and 19. 04 . 536 to read respectively as follows :
"19. 04 . 535. MANUFACTURED HOUSING. 'Manu-
factured Housing' means manufactured
structures, mobile homes, trailers or coaches ,
constructed after July 1, 1976 , that have been
issued an insignia of approval by the United
States Department of Housing and Urban
Development and that have not been altered in
violation of any applicable code. Any such
structure must be located and permanently
affixed to a permanent foundation system
complying with the manufacturer's specifica-
tions and all local codes. Any and all
utility connections must comply with all local
codes. If such a structure is relocated from
another site, upon completion of all local
code requirements and prior to occupancy, any
vehicle license plate, certificate of ownership
and certificate of registration issued by a
State Agency must be surrendered to the appro-
priate State Agencies and proof of such sub-
mittals submitted to the Planning Department.
If the structure is new, and has never been
registered with the Department of Motor
Vehicles, a statement to that effect shall be
submitted to the Planning Department from the
dealer selling the structure. "

"19 . 04 . 536. MOBILE HOME, TRAILER OR
COACH. 'Mobile Home, Trailer or
Coach' means a trailer coach designed
and equipped to contain one or more
dwelling units, as defined in Section
18005. 5 of the Health and Safety Code,
to be used without permanent foundation
and which is in excess of eight feet in
width or in excess of forty feet in
length. "
SECTION 7. The City Clerk shall certify to
the passage of this Ordinance and shall cause the same
to be published as required by law.

1981.

I, ADOLPH SOLIS, City Clerk of the City of Azusa,
do hereby certify that the foregoing Ordinance No. 2112
was regularly introduced and placed upon its first reading
at a regular meeting of the City Council on the 15th day
of June , 1981. That, thereafter, said Ordinance was
duly adopted and passed at a regular meeting of the City
Council on the 7th day of July , 1981, by the following
vote to wit:
