HomeMy WebLinkAboutMinutes - December 27, 1954 - CCCITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 27, 1954 Mayor Memmesheimer called the adjourned meeting of the City Council of the City of Azusa to order at 6 o'clock P.M. on December 27, 1954. Present at Roll Call: Councilman: Fawcett, Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk Absent: None Discussion was held on the awarding of the contract for rubbish collection. The City Engineer submitted two recommendations for Council's consideration. Alternate A figured on 4100 light meters at 45¢ per month, plus 3000 stops for garbage collection at $1,000 per month, expense of billing and collection at $35o per month, or for an estimated average monthly cost of 3200.00. To be self-supporting he recommended that the rubbish collection rate be raised to 75¢ per month, and that the contract be let to Avedesian at 45¢ per meter. This would be for a bi-weekly trash pickup. Alternate B would provide trash collection by City forces with a recommended rate of $1.00 per month. Monthly operating costs estimated at $2450, garbage pickup $1 000, billing and collections $350, or a total of 3800 or 90¢ per month. The City Attorney read a letter received by him from the County Sanitation District which outlined various amendments to the sanitation laws which would be sub- mitted to the Legislature at this coming session. Moved by Councilman Johnson, seconded by Councilman Romero, that the City Council accept the plan set forth as Alternate A, except the service charge, for a one year period, and that the contract be awarded to the lowest responsible bidder on the terms as set forth in Schedule C of the Agreement, and that the City Clerk be authorized to return checks or Bid Bonds to the unsuccessful bidders. The motion passed by the following vote: AYES: Councilmen: Fawcett, Johnson, Romero, Memmesheimer NOES: Councilmen: Ortuno ABSENT: None Councilman Ortuno stated that he would like to have seen the contract for a two year period. Moved by Councilman Johnson, seconded by Councilman Fawcett that Section 7 of Ordinance 440 be amended by establishing a 75¢ monthly charge for rubbish collections. This motion failed by the following vote: AYES: Councilman: Fawcett, Johnson NOES: Councilman: Ortuno, Romero, Memmesheimer ABSENT: None MAyor Memmesheimer instructed Mr. Avedesian, who had been awarded the contract for the rubbish pickup, to meet with City Attorney Tscharner and heads of the Department of Public Works with regard to working out details of schedules, etc. 255 6 P.m. G _1 CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 27, 1954 The Mayor stated that the revised letter which he had been authorized to send to Hadley -Cherry Inc., in answer to their letter of December 2nd, had been written, copies of which were delivered to each Council member, and it was his desire to be authorized to sign and mail this letter. Moved by Councilman Johnson that in the revised letter to Hadley -Cherry, Inc., that line 2 of Paragraph 2 be changed by deleting the words "negotiations and". This motion died for lack of a second. Moved by Councilman Ortuno, seconded by Councilman Romero that this letter be mailed as now written. Motion passed by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: None 257 6 P.M.
