DELACH, CITY MANAGER DATE: NOVEMBER 7, 2005 SUBJECT: DESTRUCTION OF OBSOLETE RECORDS RECOMMENDATION: It is recommended that the City Council waive further reading and adopt Resolution authorizing the destruction of certain records in the City Clerk's Department. BACKGROUND: California Government Code Section 34090 and the City of Azusa's Records Retention Schedule adopted February 18, 2003, authorizes the destruction of certain City records upon the written approval of the city attorney and the adoption of a Resolution by the City Council authorizing such action. The City Attorney as reviewed listed files and has consented to the destruction of noted documents. FISCAL IMPACT: Cost savings due to increase of storage space. Prepared by C. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS IN THE CITY CLERK'S DEPARTMENT THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. California Government Code Section 34090 and the City of Azusa's Records Retention Schedule adopted February 18, 2003, authorizes the destruction of certain City records upon the written approval of the city attorney and the adoption of a Resolution by the City Council authorizing such action. SECTION 2. The City Attorney has filed his/her written consent to the destruction of records, document, instruments, books and papers described hereinafter. SECTION 3. The following City records, documents, instruments,books or papers are no longer required and may be destroyed. 1. Tort Claims vs.City of Azusa that have been settled and closed more than ten years, ranging from 1993 to 1995. 2. City contracts and agreements that have been closed more than five years, ranging from 1961 to 2000. 3. Election Materials that have been closed more than six months,ranging from 1992 to 2005. 4. Council Meeting Video Tapes that have been closed more than the time allowed, which is after the written minutes have been approve, ranging from 1998 to 1999. 5. Petition that has been closed for more than 8 months dated March 7, 1991. SECTION 4. This resolution shall become effective immediately. SECTION 5. The City Clerk shall certify to the adoption of this resolution. ADOPTED AND APPROVED this 761 day of November, 2005. BACKROUND Each year the City's Information Technology plans for the rotation of computer hardware. Since 1996 the staff has been rotating out and retiring antiquated hardware. This effort has succeeded in standardizing most of the PCs throughout all departments. Part of the Information Technology Master Plan, is to address areas with low-end computers, and realign PC replacement with PC life cycle through annual equipment replacement. Given the high total cost of ownership and the rapid obsolescence of the PC's, replacements were initially planned over a 3-year life cycle. By relocating PC's and printers across departments/users as we procure new systems, we have been able to achieve optimal usage of the equipment and extend the life of the PC's to 4 years in most cases. Thus on average one fourth of the City PC's, printers and servers need to be replaced every year to keep performance and reliability to a minimum standard. BACKROUND The Police Department has issued laptop computers to each of its officers over the last five years. These laptop computers have served both report writing and mobile communications needs for each officer. After four years of service, most of these computers are in need replacement. It was determined that in order to save money in both replacement and repair costs that we begin to use the ruggidized laptop with a ratio of one laptop per patrol car, versus one laptop per officer. We will deploy fewer laptops with greater capacity to Azusa's patrol fleet. This deployment plan will reduce the Ot1o_LA I/ h (ed.° total number of notebook computers needed for our field operation from 61 to 22. This is phase 3, the final phase of this project.
