DELACH 4 % CITY MANAGER DATE: JUNE 19, 2006 SUBJECT: UPGRADE OF BI-TECH SOFTWARE THIRD PARTY PRODUCTS RECOMMENDATION 1. It is recommended that the City Council waive formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section C, no competitive market, which allows for proprietary services that can only be provided by one source. 2. It is recommended that the City Council approve the third party software licensing, upgrade and maintenance from Sungard Bi-Tech Inc, in the amount of $16,390.00. BACKROUND The City currently uses Bi-Tech Software as their financial system. Over the next several months we will be upgrading the version of the Bi-tech financial software and this will require an upgrade of other products that Bi-Tech is dependent on. These products include the Informix database engine and Microfocus Cobol software. The city needs to retain software support from the vendor in order to limit any potential down time and for product enhancements to this software. DELACH DATE: JUNE 19, 2006 SUBJECT: MOBILE COMPUTER DISPLAY COMPUTER SOFTWARE SERVER MAINTENACE CONTRACT RECOMMENDATION 1. It is recommended that the City Council waive formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section C, no competitive market, which allows for proprietary services that can only be provided by one source. 2. It is recommended that the City Council approve the software maintenance and support agreement from Motorola Inc, in the amount of $19,730.00 BACKROUND The Police Department currently uses a wireless network for mobile communications between its Dispatch center, L.A. County Sheriff and other Azusa P.D. field units. The software used for this interface resides on a server in the police department. The city needs to retain software support form the vendor in order to limit any potential down time and for product enhances to this software. It is recommended that the City Council waive formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section C, no competitive market, which allows for proprietary services that can only be provided by one source. 2. It is recommended that the City Council approve the annual software maintenance and support agreement from SIRSI Corporation, in the amount of $21,086.00. BACKROUND The Library currently uses SIRSI software to maintain bibliographic and inventory control, circulation, demographic reporting and a web interface to the catalog on the Intranet. The city needs to retain software support from the vendor in order to limit any potential down time and for periodic product enhancements to the software. BACKGROUND In accordance with Azusa Civil Service Rules, Section 6.8 Leave of Absence without Pay, the City Council, upon recommendation of the City Manager, may grant a leave of absence without pay to any employee for a period not to exceed one year. DELACH, CITY MANAGER DATE: JUNE 19, 2006 SUBJECT: APPROPRIATIONS LIMIT RECOMMENDATION It is recommended that City Council approve the attached resolution adopting the Appropriations Limit of $39,121,060 for the 2006/07 fiscal year. BACKGROUND The Appropriations Limit is a state-mandated calculation which is required to be approved by the City Council by July 1St for the new fiscal year. The Appropriations Limit sets the annual cap for spending tax proceeds. Based on calculations attached to the Resolution, the City is under the cap for FY2006/07 by $14,051,765. FISCAL IMPACT This resolution sets the FY2006/07 Appropriations Limit at $39,121,060. 4)r61/3/1 • RESOLUTION NO. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING AN APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2006-07 PURSUANT TO ARTICLE XIIIB OF THE CALIFORNIA CONSTITUTION WHEREAS, in June of 1990, the voters of the State of California enacted Proposition 111, "The Traffic Congestion Relief and Spending Limitation Act of 1990"; and WHEREAS, this Act amended Article XIIIB of the Constitution of the State of California regarding spending limitations of cities; and WHEREAS,Article XIIIB of the California Constitution provides that the total annual appropriations subject to limitation of each governmental entity, including this City, shall not exceed the appropriation limit of such entity of government for the prior year, adjusted for changes in the cost of living or personal income and population, except as otherwise provided for in said Article XIIIB and implementing State Statutes; and WHEREAS, pursuant to said Article XIIIB of said California Constitution, and Section 7900 et seq.of the California Government Code, the City is required to set its appropriation limit for each fiscal year; and WHEREAS, the Administrative Services Director-CFO of the City of Azusa has caused a technical review to be made of the documentation for the City's said appropriation limitation, and has caused the numbers upon which the City's appropriation limit is based to be researched and said limit to be calculated; and WHEREAS, based on such calculations, as described in the attached documentation as Exhibit A and B, the Administrative Services Director-CFO has determined the said appropriation limit and, pursuant to Section 7910 of the said California Government Code, has made available to the public the documentation used in the determination of said appropriation limit; and WHEREAS, the City Council elects to utilize said calculations, which are attached for reference. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa, California, that said appropriation limit for Fiscal Year 2006-07 shall be adopted in the amount of$39,121,060 for said Fiscal Year. DELACH, CITY MANAGER DATE: JUNE 19, 2006 SUBJECT: ANGLED PARKING ON ALAMEDA AVENUE RECOMMENDATION It is recommended that the City Council approve and direct staff to implement angled parking on Alameda Avenue as described in this report. BACKGROUND Recently an Azusa resident of the 900 N. block of Alameda Avenue requested that the City investigate the possibility of changing the parking from parallel to angled from Ninth Street to Eleventh Street. Staff has reviewed the request and surveyed the street to determine if such a request is feasible. Staff has since determined that angled parking would be appropriate and is ready to make the necessary changes. Currently there are 83 residential structures along Alameda Avenue from Ninth Street to Eleventh Street. Each structure has at least one garage or carport per unit for an approximate total of 83 parking places. This total does not include driveway or street parking. There are approximately 80 parking spaces along the curb on Alameda (east and west side) from Ninth to Eleventh Street. If the City were to permit angled parking on Alameda Avenue, 25 spaces would be added per block for a total of 50 new parking places. Staff feels that the additional parking would be beneficial to the residents and would not be a burden or liability to the City. The street would be re-striped for angled parking with spaces 9' wide by 20' deep on a 45- degree angle. The City Engineer has determined that this would leave adequate roo (40 vtt ,57-1--eir/?ts ,c-e- --1/3, Abilfi. d. a /1 °A4Pj, ilit� I PNozok_ 1 feet) for two lanes (one lane each way) of traffic. It would also provide for appropriate vision for the drivers of parked cars to back out of their spaces. After considering the residents request staff then examined the rest of Alameda Avenue from Baseline Road north to Foothill Blvd and found that there were two minor sections of Alameda Avenue that did not have angled parking. The first section is from Baseline Road to 2"d Street and the other section is from 6th Street to Foothill Blvd. Staff has determined that those sections of Alameda Avenue are suitable for angled parking and will be making arrangements to complete the work in the near future. This would also aid Bank of America's parking needs during the construction of the Block 36 mixed-use project by Lowe Enterprises. Another parking concern that staff has noticed is that at this time it is difficult for the City's street sweeping contractor to complete their work adequately. This is due to the fact that the City has not installed no-parking signs for the days that the street sweeping contractor will be in a given neighborhood. Staff has been reviewing the street sweeping program and has determined approximately 1,300 signs need to be installed throughout the City. Around 900 signs will be placed on new posts and 400 will be placed on either existing posts or light standards. Installing the signs will take two hours per sign that need new posts and one hour per sign being installed on existing posts and light standards. For a total of 2,200 man-hours to install all 1,300 signs. FISCAL IMPACT Alameda Avenue angled parking re-striping, materials and labor: $2,000 No-parking street sweeping signs, materials and labor: $45,000 The cost of implementing the requested angled parking is to be funded from the FY2006- 2007 Operating Budget for the Street Maintenance Division. RECOMMENDED ACTION: Approve and direct staff to implement angled parking on Alameda Avenue as described in this report. Dear Mayor Chagnon: On May 30 and then again on June 14, 2006, the City Council held two public workshops regarding the change in the New Development Code prohibiting among other issues the parking of Recreational Vehicles in front yards. As you well know most people in attendance at both meetings basically indicated that they were not aware of the drastic change. I personally submitted a letter to the City Council indicating that it was my position that the drastic changes were not very clear in the format presented in the Development Code, under "setbacks" instead of a clear heading of RV Parking Restrictions In Front Lawns as in the past in the Azusa Municipal Code (Chapter 88). Once again, I'm of the opinion that the City Council is about to make the same mistake of not informing the public of proposed major changes. Why do I say that? You see that the title in the agenda, as well as in the staff report only makes reference to the implementation of"ANGLED PARKING ON ALAMEDA AVENUE", $2000 expenditure. Neither the title in the agenda nor the report makes reference at all to the proposed action to install "NO PARKING SIGNS DURING STREET SWEEPING DAYS", $45,000 expenditure. It is my opinion that this item was not properly publicly noticed and as such, the public will start complaining when they get a citation because they were not informed. Sincerely, &L,„ Jorge V.
