The City Council of the City of Azusa met in regular session at the above time and place. The meeting was opened with the Flag Salute. Flag Salute Invocation was offered by Councilman Fawcett. Invocation Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk Mayor Memmesheimer asked if there were any corrections to be made in the Minutes of the Meeting of Jan. 17, Corrections 1955, and of the Special Meeting of Jan. 29, and Jan. 31, 1955. .Councilman Johnson stated that on Page 14, Paragraph 3, the vote on the motion was omitted. "Motion unani- f mously carried" should be added to this paragraph. Councilman Johnson also stated that the time of adjournment, Page 15, should read 12:22 A.M. instead of 12:22 P.M. The City Engineer pointed out that on Page 9, second from the last paragraph, the words "condemnation proceedings" should be deleted and "prior property acquisitions" be substituted in their place. There being no other corrections, the Minutes were ordered approved as corrected. City Clerk announced that he had received 12 bids in Opening of bids for answer to the Notice Inviting Bids for sewer con- sewer construction struction, Project #120 (Rodecker Tract). Project #120 Moved by Councilman Johnson, seconded by Councilman Ortuno-and unanimously carried that the bids be opened and publicly declared. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the bids be referred to the City Engineer, Chairman of Public Works, City Attorney and Supt, of Public Works for study and report back to Council. Mr. Sedley Peck, who had been appointed as Safety Report of Sedley Director for the City of Azusa, submitted a report Peck, Safety of activities to the Council. December 15, 1954, which had been set aside throughout the nation as Safety Day, was accident free in the City of Azusa. Safety speakers had gone before all the local service clubs requesting their support of the program. In the visits to the civic clubs and groups, 3t was decided that each club would sponsor the program for a month. Statistics showing the number of persons killed in the United States and the amount of money which is lost due to preventable accidents was reflected in this report. Mr. Peck offered five proposals as suggestions to the City Council. 1. That the City of Azusa join as an active member of the National Safety Council. Our category would be that of a city of less than 14,000 population, I presume, and with less than 300 employees. As such it would cost $55 per:year of which $35.75 is a credit on the purchase of Safety literature, stickers, etc. from their stock. 2. That an Overall Safety Policy Committee be formed in Azusa which would consist of an unimpeachable Chairman; and a group of independent citizens; and ex -officio the Chief of Police, Fire Chief, City Engineer, Street Superintendent, Recreation Director, others as desired, and with the Safety Director as Secretary of the body. This group to meet periodically, perhaps monthly to discuss a prepared agenda, to study propositions concern- ing Safety, to propose action to the Council, and above all to give Citizens' authority to the Safety =.,Dept. Such a group would not only propose progressive legislation, but would aid our City to avoid the danger of following fads in Safety regulations or the acceptance of opportunist measures as to lights, signs, obstructions and pedestrian crossings, and the like - in short be a solid, long range planning group. 3. That the coordinating Council group as started on December 9, mentioned above, be continued and enlarged as the reservoir of information and man- power behind the Safety Director. It would be the Do -It -Now Minute Man Group, while the Overall Safety Policy Committee proposed:in Proposal 2 would be the Policy Group. 4.1 That while getting organized the Azusa Safety Department limit itself in general to the Highways angle, stressing through all agencies, driver and pedestrian safety education and courtesy. 5. That the present Safety Director be replaced by a local citizen who has an office and secretarial service as well as telephone at his disposal, and preferrably someone who may be, or whose Company may be directly benefitted by improved Safety conditions in our Community. 7:30 P.M. 323 824 I r CITY HALL, AZUSA, CALIFORNIA MONDAY, FEBRUARY 7, 1955 Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the recommendations of Mr. Peck be accepted, with the exception of #5, and that Mr. Peck remain as Safety Director. City Planning Commission recommended to the City Council that Mr. Jesse Cornejo of 535 Soldano Ave, be granted permission to erect a residence at the southeast corner of Angeleno Avenue and Grandview Drive with a 10 foot sideyard setback. This was a situation which would not necessarily set a precedent because of the location of the building site. Moved by Councilman Ortuno, seconded by Councilman Romero and duly carried that the recommendation of the Planning Commission be accepted and the request for 10 foot sideyard setback be granted to Mr. Cornejo, and that the City Attorney prepare a Resolution accordingly. Moved by Councilman Johnson, seconded by Councilman Fawcett and unanimously carried that the City Council consider the previously tabled report and recommendation of the Planning Commission regarding the petition for variance submitted by Mr. Gabriel. Mr, Gabriel addressed the City Council stating his reasons for requesting the variance from R-1 to R-4 of property owned by him pn South Orange Avenue. In his opinion the construction of apartment units would not be detrimental to the area. Mr. Willis Roberts of 106 South Lemon Avenue addressed the Council protesting the granting of the variance for the apartment houses at the location on Orange Avenue. Petition for Variance Mr, Gabriel C4 Go 1 CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 7, 1955 The protestants declared that they desired and had bought in that location because the area was for single family residence, and that they felt that a variance of this type would be detrimental to their land values. Moved by Councilman Fawcett, seconded by Councilman Romero that the recommendation of the Planning Commission be disapproved as the granting of this variance would not be consistent with good planning for the City, and protests from property owners in the audience having been heard, City Council disallowed the petition for avariance. This motion was unanimously carried. Mayor Memmesheimer suggested to the City Council that the Douncil and the Planning Commission meet in joint session at set intervals. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Council meet with the Planning Commission at a bi-monthly meet- ing to discuss planning problems, first meeting to be k! 7:30 P.M. Joint meeting of City Council and Planning Comm. bi-monthly. held in March, and to be held on the alternate odd months, such meeting to be held 45 minutes before the start of the first Planning Commission meeting of the month. A request was received from the Clyde Beatty Circus to exhibit in the City of Azusa on Thursday, April 28, 1955, for two performances. Mr. Charles Fox, member of the Jr. Chamber of Commerce addressed City Council stating that the Jr. Chamber of Commerce would sponsor this Circus and the revenue derived therefrom would be used for the Jr. Chamber of Commerce's civic and child welfare fund. Mr. Fox stated that the Circus would file A Certificate of Insurance for all types of liability. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the City Council grant permission to the Clyde Beatty Circus to exhibit on April 28, 1955, conditioned on the payment for necessary police and fire protection as recommended by the Chief of Police and the Fire Chief, and inspection of permises by the Health Department, and that the premises must be cleaned up after showing. A Claim for damages to her automobile in the amount of $48.86 was submitted by Mrs. Loucile Eagle, 430 South Jackson Avenue, Azusa. The accident occurred Nov. 15, 1954, at 8:10 A.M. on South Jackson Avenue. The auto- mobile hit a rock which had been dislocated while the road was in a torn -up condition. Moved by Councilman Johnson, seconded by Councilman Fawcett and unanimously carried that this claim be referred to the City Attorney and Supt, of Public Works for study and report. The Public Works Department recommended that the low bid of Norman King for a dump truck be accepted. Moved by Councilman Ortuno, seconded by Douncilman Romero and unanimously carried that Council accept the low bid of Norman King for a dump truck for the Public Works Department as recommended by the Committee reviewing the bids, and the City Clerk be authorized to return the bid bonds or checks of the unsuccessful bidders. Clyde Beatty Circus April 28, 1955 Claim for car damage Mrs. Eagle, 430 S. Jackson, Azusa Bid of Norman King for dump truck for Public Works Dept. - accepted. Supt, of Streets Brusnahan recommended that the amount Money from Gas Co. of $5756.40 which had been received from the Gas Co. allocated to Public for work done by the Street Dept, in past months, be Works Dept. for allocated to the Public Works Dept, for the purchase street work. of materials to repave and repair other streets in the City during this fiscal year. M� C4 d7 CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 7, 1955 Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that this matter be referred to the Accounting Officer and City Engineer for study. The --City Engineer reported that after consulting with the Fire Underwriters, it would be permissible to consolidate Booster Pumps for Well #6 with those of our present Well #4, and recommended the purchase of Booster Pumps. The City had previously advertised for pumps but as the pumps now required would not be of the same specifications as those for which the bids were submitted, it was felt that readvertising should be made. Moved by Councilman -Johnson, seconded by Councilman Ortuno and unanimously carried that the City Council reject all bids received on the two Booster Pumps and that new bids be called for. Moved'by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the City Clerk be authorized to advertise for two Booster Pumps, specifications to be furnished by the City Engineer and Supt, of Light and Water, said bids to be opened on March 7, 1955. City Engineer submitted a report signed by the Chief of Police and himself regarding the matter of re- vising Ordinance 438 and 454 placing the traffic engineering functions within the Department of the City:Engineer, It'was recommended that the City Attorney be authorized to,make the necessary changes or additions to the Ordinances. Moved,by`Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the Chief of Police and the. City Engineer for the amending of Ordinance 438 and 454. City Engineer submitted a letter stating that Ivan Holm- berg, Engineering Aide, who had been working on a temporary basis, resigned as of February 1, 1955. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that City Council accept the resignation of Ivan Holmberg, effective as of February 1, 1955, and that the City Attorney prepare a resolution accordingly. , a The City Engineer submitted a letter to the Council recommending that his department be directed to make a study and report of the facilities required to provide Industrial sewage facilities in all dedicated streets in the City's manufacturing and industrial district. This is in answer to the many calls from various indus- trial institutions requesting information of sewer conditions. Moved by Councilman Fawcett, seconded by Councilman Romero and"unanimously carried that the Council accept the recommendation of the City Engineer and authorize his Department to make a study of the sewage facilities needed in the industrial area, and report. The'City Engineer submitted a letter which stated that the'Lucky-Lager Brewing Company desired to dedicate the,60 foot strip of property owned by them to the City for a"street. This property is located at the West end of town, extending from Foothill Blvd, to the southerly -boundary of their property. The Company desired to limit access to the abutting property. The Engineer recommended that he be authorized to talk further with the Lucky Lager management and possibly work out the details for the dedication of a portion 329 7:30 P.M. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the Council accept the recommendation of the Engineer and that he be authorized to talk further with Lucky Lager management for working out details of the dedication, and to report. The Azusa Ground Observation Corp requested additional wiring to be installed at their Observer Tower to take care of the heating. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that this request be granted and the Supt. of Light and Water be instructed to furnish the necessary wiring for the G.O.C. Tower. It was recommended by the Parks & Recreation Commission that Supt, of Public Works Brusnahan be permitted to attend the Recreation Conference at Santa Cruz from February 13th through the 16th and that he be granted the sum of $150 for expenses. Moved by Councilman Ortuno, seconded by Councilman Fawcett that the Supt, of Public Works be authorized to attend the Conference at Santa Cruz and that $150 be granted for his expense allowance. This motion carried unanimously. Councilman Johnson offered for its second and final reading Ordinance #479 of the City of Azusa entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ESTABLISHING A BUDGET CALENDAR FOR THE PREPARATION, COMPILATION, REVIEW AND ADOPTION OF AN ANNUAL BUDGET." The Ordinance was then read in full. Councilman Johnson moved its adoption, seconded by Councilman Romero. Supt. of Light and Water Department stated that the Azusa sign at Garvey Blvd, and Azusa Avenue has been removed from that site due to the freeway construction and at the present time is stored at the Williams Neon Sign Company in Pomona, and recommended that the sign be renovated and installed at a different location; Kay. Relocation of Azusa signs. 342 c CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 7, 1955 and also, the Azusa sign at the East entrance of town, which is not being luminated at this time, should also be relocated. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Engineer and the Supt, of Light and Water make a survey and 'recommendation for the relocation sites for both of these signs. The Supt, of Light and Water recommended that the City purchase a high pressure pump and engine for cleaning insulators. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Clerk be authorized to advertise for bids for a high pressure pump and engine combination, specifications for which 'are to be furnished by the Supt, of Light and Water. Bids to be opened February 21, 1955. 'Moved by Councilman Ortuno, seconded by Councilman Romero that the letter from Mr. M. Kay, regarding lot sizes of his proposed tract, tabled jat the previous meeting, be raised from the table at this time. Mr. Kay in his letter requested permission to submit a revised map based on the 6,000 square foot minimum lot size if the City should change their Ordinance containing this minimum requirement, other conditions set forth by the City having been met to his satis- faction. It was the opinion of the Council that this request should not be granted at this time as recommenda- tions to be made by the Planning Commission had not yet been received. The Chamber of Commerce submitted their Auditor's Report for the period from July 1, 1954 through December 31, 1954. An item in the report calling for an expenditure of $208.04 for baseball uniforms was one of question. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the item of the expenditure for baseball uniforms be referred to the Chief Accounting Officer for his examination as to correctness. I The Chamber of Commerce submitted a letter supporting the appeal of the City to the State for additional traffic signals on Foothill Blvd, and at Azusa Ave. and First Street. Moved by Councilman Ortuno, seconded by Councilman Johnson that this letter be filed. The Chief Accounting Officer submitted a report recommending that more information be incorporated into the general records of the City, and reports thereon be provided monthly for use by the City Council and others. It was recommended by the Account- ing Officer that the purchase of an accounting machine 'for the volume and variety of transactions to be encountered and its application to the same, be made. It was his recommendation that the National Cash Register, Class 31-10-10 (18) 26" SP be -purchased, the cost of which would not exceed $6800.00. Upon questioning, Mr. Scott stated that the inventory of rolling stock and office machines in the City had been made and it was his opinion that an inventory of the Light and Water Department facilities should be made. Supt. Smith of the Light and Water Department stated that additional help would be necessary in -his Department in order to itemize all facilities. The City Clerk read a prepared statement by Councilman Johnson referring to meetings held for negotiating proposed annexations.
